Donner reported the mailer regarding the proposed Municipal Center has
been delivered to the Post Office. He gave an update on the Wayfinding sign

project. He recognized Valerie Parker for all the extra time she put in on the
Building Committee minutes.
24. Clerks
Weinkauf reported the employee evaluation process has started.
25. Finance
Trautman reported tax collection is going well.
26. Fire/EMS
Xiong asked about a report he requested that addressed SAFER issues and
how it was being addressed. Maloney said that report will be provided to him
in January.
27. Parks & Recreation
Osterbrink said there has been no progress on the ice rink due to the
weather. Staff has been catching up on other projects.
28. Plan/Dev
No comments.
• Weston Wayfinding Signs – Installation and Project Update
Maloney said he has noticed the new signs and does like them.
29. Police
Schulz reported there were 1603 total service calls for November. He also
said Captain Heilmann’s last day is January 4th. Rusinek has been promoted
to Captain. Pellowski will be retiring in February. The building project at the
safety building is going well.
30. Public Works
Wodalski reported on a recent water main break on Alderson Street. Xiong
commented that the roads by Weston School are nice.
31. Technology
Crowe has been busy adding content on the Village website for the proposed
Municipal Center.

Ermeling has concerns with item #36. She asked where we stop with these
kinds of things. Maloney understands her question but feels this is a beautiful
request. Osterbrink said this was talked about by the Parks and Recreation
Committee and they decided they wanted to see each request individually.

Maloney and Xiong are both in favor of some kind of protocols. Maloney said
the Plan Commission approved this and we should not hold this up. Ermeling
recognizes Hedy Yaeger’s contributions but is concerned with things like
maintenance. Osterbrink also said any memorial requests have to go before
the Plan Commission. Ermeling would like to see some guidelines in place.

Donner said the amendment was to clarify the Building Committee added
back the second wash bay.
Motion by Ermeling second by Xiong to approve Resolution No. 2020-
028. Q/Ermeling said she is not objecting to putting the wash bay back in but
would like it to be an option in the bids. This is something that could be added
sometime later. Maloney said there would still be options through this process
to make changes. If approved right now this is just to move forward with the
bid process. Donner said there are two components to the wash bay, one
being the bay itself, or the space set aside and plumbed for draining, and the
other piece is the under-body wash equipment. Ermeling said she wants the
drainage and water put in. Donner clarified that the space for the bay would
be added with the drainage and plumbing. If the under-body wash equipment
is not put in right away, then handheld equipment could be used. White said
the way he understands it is that the physical structure would be put there but
not necessarily the equipment. Ziegler said we have not received any input
from taxpayers on this project. It will be interesting to see how many calls we
get once the information is sent out. He is also concerned about the tax
increase over time with the building. Meinel also has concerns about costs.
Meinel is not comfortable with the process over the last year. This is not the
building that is needed. It is just excessive. He does feel the Village needs a
new building but not this building. Ermeling suggested doing something less
expensive on the outside of building. Donner said this is included as an
option. There was another short discussion on the wash bays. Xiong said he
is a big supporter of committee work. He would like this item to go back to the
Building Committee for more work. White said this is just to get bids for the
project. Right now, we are just guessing on the cost of the project. Maloney
said the Board can still stop the project. Ermeling stated without bids we don’t
know where we are. Donner said the Building Committee had done its work.
Donner said he is willing to sit down and talk to Ziegler about the proposed
tax increase. He said with the bidding process we can provide the public
better information on the project. Mort McBain reviewed what the
responsibility of the Building Committee is. He said the Committee spent a lot
of time on this plan. The Committee has gone through this proposed project in
detail. Their efforts were done to save the Board time. Your vote tonight is not
the final vote on the building project. There are many facts to consider once
we receive the bids. If you don’t need a referendum, then you should not do it.
The public does not understand the need for this project. This project leads
the community forward. It matches the Village’s growth. The Building
Committee is asking the Board to exercise their leadership. Bids are needed
to see how much things will cost. Ermeling is not in support of having a
referendum. What would the Village do if this project were voted down? Xiong
said if the concerns about this project were addressed by the Committee then
he supports the recommendation of the Committee. Xiong asked Donner to
get the Board information on the proposed tax increase. Meinel said the
Committee did review the plans, but feels it is unfortunate that the Committee
had to review the pending plan from last year. The Committee reviewed this

in a short time and this was not given a fair review. Fiene said the need for a
new building is without question.

Motion by White second by Fiene to approve. Q/ Weinkauf said the
LWMMI quote was amended to $154,861 from $156,116. Xiong asked about
going out for bids. Weinkauf said we have done this in the past but did not do
this at this time because we are happy with the services provided by LWMMI.

ATTORNEY REFERRALS
White said he was contacted by the Village Attorney to meet with him regarding the
Procedures for running a meeting and rules of order material which was recently
adopted by the Board.
REMARKS FROM TRUSTEES
Ziegler said he understands the need for a new Municipal Center and looks forward to
meeting with Donner regarding the proposed tax increase. Both Fiene and Meinel
thanked Mort McBain for his work on the Building Committee.
REMARKS FROM THE PRESIDENT
Maloney thanked the Building Committee for all their work on the Municipal Center
project.
