Working session to discuss Village Board priorities for projects and policies to facilitate development • Presentation – Economic Development & Finance Overview (Greg Johnson, Ehlers) • Discussion Greg Johnson gave an overview of the financial capacity of Tax Incremental Financing Districts and resources to be allocated to commercial/industrial or business park investment. He also gave an overview of funding mechanisms to pay for infrastructure. He pointed out that Tax Incremental District (TID) #1 collects increment until 2031. White asked about the increment coming back to all the taxing jurisdictions if the Village does not expend any money. Johnson said that is correct. White also asked about financing for the Weston Avenue corridor plan. Johnson said if the Village has a list of priority projects, they should start putting the cash to work. Why borrow if you do not have to. If there is not enough cash to fund all the projects, within the time frame, the Village could supplement that with some financing. Ermeling said she hopes staff is moving forward with the work on the Weston Avenue corridor plan. This is the time to do it, or the Village will never get it done. Maloney said the Village is moving forward with it. Higgins said there is an existing final draft of the project. Donner said it sounds like the Board wants to prioritize Weston Avenue and utilize the TIF capacity. He said staff can bring on an engineering firm to do some preliminary work, related to the Weston Avenue corridor, prior to the plan being adopted if the Board so chooses. White asked about a final plan amendment to TID #2. Johnson said the Village has the ability to do a project plan amendment, which would update the project costs. The Village can’t add territory to TID #2 without first subtracting a significant amount of value for TID District #1. The Village can amend to take on more projects. The Village can’t do a boundary amendment. Ermeling would like to see what could be done to make TID #2 look more attractive. Higgins said the project plan should be amended because it is from 2006. Donner said there is a developer interested in some lots that are located in TID #2. There was a short discussion on spending TIF funds for property or streets located a half mile from the TID boundary. It would have to benefit the TID. There was also a short discussion regarding the purchase of properties by the Village on Schofield Avenue. Higgins said the Schofield Avenue plan does show mixed uses. Johnson explained the process to do a project plan amendment. Johnson gave an overview of funding options. Donner said the Wheel Tax and Transportation utility are just funding options and it does not mean we need to do those things. He then talked about the net new construction and PILOT (payment in lieu of taxes) for the Water Utility. Chief Schulz asked about the possibility of doing a public safety referendum. Johnson explained how the levy limits work. There are more examples with each passing year of communities that are doing levy limit referendums. There are certain state statute requirements that need to be met. A levy limit referendum can be done either at a spring or fall election. Donner said it sounds like the Board’s priority is to focus on the Weston Avenue Corridor in TID #1, complete the Schofield Avenue Corridor plan, and modify the project plan for TIF #2. Donner said staff has AECOM currently doing some preliminary work relative to the corridor plan. Staff could negotiate a contract with them and have them continue to work on a design, or the Village could go out for proposals. Donner said they are familiar with the project. Wodalski said AECOM was selected for the Crestwood Acres project. Donner said there is extra staff time that goes into putting RFP’s together and then reviewing them. Maloney said since we recently selected them through an RFP process, he would support staying with them. The consensus of the Board was to stay with AECOM. Maloney does not feel we needed to formalize this. Monday, the WMCA Board held a virtual meeting and voted unanimously to advocate on behalf of all Clerks, Clerk staff and Election Day Poll Workers to be included in group 1B for the Covid Vaccine. A few of our own WMCA members stepped up to get some great literature together. (Click on the underlined statements.) First, is the resolution the board passed, second is the accompanying press release. What was done with this information? Every major media outlet across Wisconsin has both of these attachments. That includes every TV Station in Superior, Eau Claire, La Crosse, Madison, Milwaukee, Green Bay and Wausau. Additionally, the major newspapers in these same cities, and a few others, have also received them. Public Health Department (all 72 in Wisconsin) will be sent this same information by the end of the week. It has already been sent to the Governor’s office and the Wisconsin State Disaster Medical Advisory Committee (the committee that determines who is in which group). Now that you have this information, what’s the next step? Share it with your board, your community, your local newspapers and keep the message going. Having your board or council act in favor of this and sending it to the state would keep the momentum we are building going. Sending that information to local media outlets is key to stay in the discussion. We understand not everyone may want to get a vaccine, and that is noted in the resolution specifically. What’s important to us though, is that everyone who wants one is able to get one as soon as possible. This is even more urgent given we have a rather large election in April. WendyHelge^on, WCMC President Your Professional Link to Excellence PRESS RELEASE: Wisconsin Municipal Clerks Association Board of Directors Requests Clerks and their staff and poll workers become a part of Covid-19 Vaccine Group 1B For Immediate Release At its Board meeting on February 8, 2021 the Wisconsin Municipal Clerks Association (WMCA) Board of Directors voted to request all Clerks, their staff and poll workers be included in Covid-19 Vaccine Group 1B. During the final week of January, the Wisconsin State Disaster Medical Advisory Committee did not include Municipal Clerks, members of the Clerk’s Department or Election Day poll workers in Group 1B along with other public facing government employees. While 2020 was a difficult year for everyone, it was particularly difficult for Municipal Clerks, staff and poll workers. Clerks across Wisconsin administered between three and five elections while facing shortages of personal protective equipment (PPE), trained poll workers and infection control training. These hurdles put their lives, and the lives of their poll workers at risk while answering the highest calling a democracy has: administering an election. Additionally, with so many trained poll workers not being able to work due to age, co-morbidities or not wanting to put their lives at risk, Clerks put calls out to the community to replace those poll workers. Even members of the Wisconsin National Guard were deployed to multiple polling sites across Wisconsin to help handle the shortage. While the community and National Guard response was incredible, we need to prepare for the upcoming February and April elections by having as many poll workers as possible vaccinated so as not to experience another shortage. Professional Municipal Clerks are the most public-facing public employees in Wisconsin. They respond to resident requests, contact vendors, inform the public about policies, administer ordinances and are usually the first point of contact for anyone contacting their municipality. Whether it is a part-time Clerk working out of their home, or a full-time Clerk working out of their municipal building, Clerks and their staff members across Wisconsin embody what a professional is. Without these valuable employees performing their duties, municipal government could grind to a halt. Association President, Wendy Helgeson, echoes the thoughts of the Board: “It’s imperative for Clerks, staff members and poll workers to get vaccinated as quickly as possible, if they choose to. With two more elections in 2021 fast approaching, the time is now for my colleagues, and poll workers, to get vaccinated with group 1B. We look forward to working with all 72 County Departments of Public Health as well as the State Department of Health Services to ensure these vital positions in local government have the ability to get vaccinated with our fellow local government employees in Police, Fire, Public Works, Utilities and elsewhere.” The Wisconsin Municipal Clerks Association was formed in 1980 and represents the majority of the 2100 Clerks and Deputy Clerks across Wisconsin. REQUEST FOR CONSIDERATION Public Mtg/Date: Board of Trustees, February 17, 2021 Description: Project # 20200439 - From the Forest Site Plan – Building Addition at 9004 Progress Way From: Jennifer Higgins, Director of Planning & Development/Zoning Administrator Emily Wheaton, Assistant Planner Question: Item is on the agenda for acknowledgement. It is a condition of the Purchase and Sales Agreement that is being worked on with FTF. BACKGROUND From the Forest LLC (FTF) has submitted a completed site plan for a proposed expansion at their existing location at 9004 Progress Way. The expansion is proposed to be approximately 62,000 square feet and will contain additional office space as well as more manufacturing space to produce hardwood flooring. The Village executed a development agreement with From the Forest LLC in 2018. The agreement requires From the Forest LLC to construct a 60,000 square foot addition to their building at 9004 Progress Way. In exchange, the Village committed to providing a $96,800 grant through TID 1 for FTF to purchase the property to the west. The agreement also states that the Village would provide fill for the property up to 7,500 cubic yards. In lieu of providing actual fill, the Village is will pay $5 per yard of fill. FTF notified the Village of their intention to exercise their option to purchase the property on January 15, 2021 under the terms of the agreement. Staff have reviewed the site plan and as presented appears to meet the Zoning Code. The Plan Commission reviewed the site plan at their Feb 8th meeting and approved it with the condition that the refuse and recycling form be submitted and approved by staff. At the time of writing, Staff has received and approved the updated Refuse and Recycling Application, so the condition has been met. A conditional use permit will have to be brought forward next month for a third dust collector to be installed. When this project began, the developer did not indicate a third dust collector was needed in their submitted narrative. In review the building plan, it was discovered a third dust collector was planned for this addition. As the zoning district for this parcel is LI-Limited Industrial and dust collectors are considered a heavy industrial use, the zoning code requires a conditional use permit for a dust collector within the LI zoning district. Because the dust collector was discovered after the deadline for the public hearings to be sent to the newspaper, this conditional use permit will be on next month’s agenda. As of 2/16/21, the Village Attorney is still negotiating with FTF’s lender on the sale documents for the property. This item is just on the agenda for acknowledgement so that the sale can proceed and Attached Docs: Building Elevations, Site Plan Committee Action: Elevations were discussed at the January 11 Plan Commission meeting.
