43. Update on American Rescue Plan (ARPA) Funds
Trautman will bring back information relating to the tax rate impacts. She also said
she will be submitting the annual ARPA report to the federal government. The report
is due by April 30th.

44. Agreement with Ehlers to furnish financial advice and support for a possible
Village referendum regarding Public Safety services

Motion by Zeyghami, second by Ermeling to approve the agreement, per the
recommendation of the Finance Committee. Q/Meinel feels other alternatives
should be explored rather than just going to referendum. He also said he does not feel
using a company that issues our bonds is the correct way to do this.

Both Wodalski and Donner gave background information on this item.
Motion by White, second by Fiene to approve a contract with AECOM to
perform a bench-scale treatability study for PFAS removal for Well 4 for an
amount not to exceed $45,744.00. Q/ White asked if the funding was coming from
the Utility. Wodalski said yes.

46. Wells 7 and 8 Construction Contract Award (on recording 41:39

Motion by White, second by Meinel to award Wells 7 and 8 Base Bid
construction contract to Ellis Construction for a base bid price of $3,204,000.00,
with the alternates to be determined at the May Village Board Meeting.
Q/Wodalski said this project was bid with several alternates. The Board needs to
decide between the bathrooms and the shelter. Ellis did say if the base price is
approved, they will hold their price for the alternates for one month. That does not
need to be decided today. Maloney asked how the alternate options will get in front of
the Board again. Wodalski suggested discussing with the Park Committee first, Public
Works in May and then at the May Board of Trustees meeting. Maloney remembers
already saying no to this. Wodalski said originally staff did not know the cost of the
alternates. White said any decision made could include eliminating both alternates.
Zeyghami asked about the chemicals. Wodalski said there is a fluoride room and a
chlorine room planned, and an additional room for PH treatment or polyphosphate for
iron manganese. The test well quality looked good and showed that we did not need
additional treatment but wanted it built in just in case we needed it in the future. There
is room for an additional chemical feed if needed. Zeyghami asked about the bid.
Wodalski said there was only one general contractor who bid. Zeyghami asked about
the engineer estimate. Angel, with Ellis, said including the SCADA project the total is
$3,822,000. The SCADA project will be separate from this. The SCADA project is
estimated at $500,000. Zeyghami asked if there would be another contract for iron
and manganese design. Wodalski said the test results showed zero iron and zero
manganese for these wells. Zeyghami asked about Well 4. Wodalski said there will be
future proposals sent out for that. Donner said there are two projects still included in
the capital plan which include iron manganese removal for wells 5 and 1, as well as 4.
Wodalski said the water for well 4 tested fairly better than well 3 even though they are
a half mile apart. The bench testing was for well 4 to get that back online. Well 3 has
the iron and manganese issue. That well will be off for the foreseeable future because
the iron manganese complicates the rest of the treatment there. Hoping to get well 4
back online sooner than later. Maloney asked if there were 6 wells. Wodalksi said yes.
Wodalski said 3 and 4 are off right now. Well 2 is over by Cedar Creek. Maloney
asked if all the rest of the wells can serve everything. Wodalski said yes. Maloney
asked about increased pumping. Wodalski said when the other wells are off the ones
online pump more often in a day.

Shorey) Construction Contract to Switlick & Sons, Inc. for a bid price of
$1,914,481.00. Q/ Maloney asked about the number of bids. Wodalski said there were
two bids.

48. Birch St (Cross Pointe to Shorey) Water and Sewer Pipe Purchase (on recording

Motion by Fiene, second by Ermeling to purchase the water and sewer pipe
from Core & Main for a price of $115,435.25. Q/White asked if this would normally
be included in a construction bid. Wodalski said leading up to the bid time staff was
contacted by some of the contractors who said they were not able to get pipe. Staff
spoke with the two pipe suppliers and the Village was able to get two bids. Maloney
asked about their only being two bidders. Wodalski said they are the only two in the
state. Zeyghami asked if this will come off the construction contract price. Wodalski
said no that is a separate cost for installation. The main issue was the pipe suppliers
couldn’t reserve it for a contractor without knowing who was going to be the low
bidder. If the Village reserved the pipe, they knew they would get a sale. Fiene asked
if this was a savings for the Village. Wodalski said it may have not saved anything.

two bids. It was indicated the price difference is in mobilization.
