Update on American Rescue Plan (ARPA) (on recording https://youtu.be/_gca1nsR6z0?t=1212) 40. Stillwater Landing Mobile Home Park Update (on recording https://youtu.be/_gca1nsR6z0?t=1547) Roman Maguire, Building Inspector, gave an update regarding the Stillwater Landing Mobile Home Park advising he met with the park owners on May 26, 2022. At that meeting it was determined that there would be a follow-up inspection in three months. At that three-month follow-up, one of the trailers was determined inhabitable and posted. Additional visits resulted in finding other homes with violations and some homes unsecured and the interior destroyed. The unfit homes had been posted. Since May a neighborhood watch program had been started. Lot 40 has been the most visited due to its violations. Chief Schulz advised that the Village enforce abatement of the violations due to homelessness and issues that can evolve if the park is shut down. Informing the park owner of each inspection the Village intends to make was additionally discussed. The Board asked for an update on the mobile home park for the next six months during its meetings. 41. Discussion and possible action regarding continued use, restrictions, or closure of Weston Avenue as a truck route in the Village (on recording https://youtu.be/_gca1nsR6z0?t=2911) President Maloney spoke about the through truck semi traffic entering off Ryan onto Weston Avenue and travelling to Camp Phillips to get onto Highway 29 instead of taking the controlled intersection by Mountain Bay School and travelling East to J and entering onto Highway 29. Discussion was held if Ryan Street was designed to handle the amount of trucks and the safety of trucks making the turn off Ryan Street onto Weston Avenue as the intersection is not designed for trucks to make that type of turn. Chief Schulz commented that if a no through truck traffic sign would be placed, it would be difficult to differentiate which trucks are coming off of Weston Avenue. Administrator Donner spoke of the original project plan for TID#1 which was the concept of having the connection of what is now Christie Lane out to Highway J which was abandoned due to the concerns of truck traffic near a residential neighborhood. Chief Schulz suggested a “no left turn for trucks” sign by Commerce Drive. This was discussion only. Chief Schulz will look into the no left turn option at Commerce Drive. Discussion and possible action on continuing design for the Public Safety interior building improvements (on recording https://youtu.be/_gca1nsR6z0?t=4979) Motion by Cronin, second by Hartinger to authorize the administrator to notify Kueny Architects to suspend design effort on the Public Safety Building remodel project and revisit this project in the spring. President Maloney would like to proceed without using Kueny Architects. Chief Schulz indicated that the subcontractors were maybe more of the issue and continuing with Kueny Architects as they have already have familiarity with it and maybe to focus on more of the remedy of the smaller problem areas right now and wait with the larger fixes. Chief Finke also questioned the subcontractors work, the garage door and flooring. The cosmetic stuff could be pushed back. Trustee Hartinger suggested that we wrap the interior with the exterior and deal with the issues that are causing problems at this time with local contractors that will complete it in a timely manner and approach the larger items in the spring. Chief Schulz asked if at the very minimum this year, he received a quote from K-Tech for cleaning which he would like to proceed with. Discussion and Action on Development Agreement Terms for Plat of Hinner Springs First Addition (on recording https://youtu.be/_gca1nsR6z0?t=5732) Motion by Maloney, second by Hartinger to approve the recommended development agreement terms and authorize execution of the development agreement by Village President and Village Clerk. Discussion was held: Administrator Donner pointed out that what is being proposed is not standard in the Village. The plat in its entirety was filed for Hinner Springs First Addition and approved by the Plan Commission. Heath Tappe contacted the Village on September 8, 2022 about completing the addition in phases. Separating the plat into two separate plats would have required additional action on the part of the Plan Commission. The factor that comes into play is the requirement to have a security typically in form of an irrevocable letter of credit for the public improvements in the case that the Village would have to finish those improvements if they are started by the developer and not finished. At this time, Phase 2 will be left alone and completed before 2025. The letter of credit is being offered on Phase 1. Tappe says instead of replatting, let’s just approve the entire plat. The Village is asking Tappe to put up security for Phase 2 but there will not be any building right now and it is just vacant land. Therefore, Tappe is requesting that no security be provided. Fiene said he is fine with deviating from ordinance given the circumstances. Ermeling expressed concerns regarding the economy and no guarantee what the future holds and if it would be completed. Fiene spoke to confirm the language of the motion wherein Donner stated that security is furnished for streets on the west side—Phase 1. Security for Phase 2 comes at the time it’s a contract or making improvements and finishing them by 2025. Ermeling pointed out that we are not following our ordinances. Fiene expressed that ordinarily we would follow our ordinances but in this particular instance with inflation, his concern for risk is addressed. Discussion held: Hartinger asked what prompted the talk of a roundabout which Cronin then explained that he has asked about the construction of a roundabout as it is safer at the intersection. Zeyghami commented about the speed on Weston Avenue and the safety of a roundabout at that intersection. Maloney commented about a four way stop with flashing lights for a temporary time to see how that goes. He also commented on the cost of a roundabout. Fiene believes we need a roundabout there but not for the cost that it would take to put one there of $500,000. Chief Schulz commented that he hears the safety concern but that he cannot think of one crash at that intersection. He indicated that he could get that data if requested.
