Cronin stated that the motion was to approve the resolution, and the Board needed to
choose an option and vote on that as well. Pinsonneault requested that the action be
delayed until spring.

exceeding the State of Wisconsin levy limit for the purpose of maintaining current
fire protection staffing/services until Spring Election 2025.

municipalities and current salaries for chief elected official and elected officials.

37. Discussion and/or action on request from ABC Weston LLC, 3200 Schofield Avenue to

Motion by Pinsonneault to defer action to the August Board of Trustees meeting.
In the interim, the developers should not be instructed to make any changes until
a decision has been made by the Board of Trustees. No second. Motion is not
considered.
Motion by Cronin, second by Weiland to refer back to the Plan Commission for
review.
Discussion: Ermeling asked if this has been something that the Plan Commission has
not reviewed. Higgins stated that an inspection was completed, and the development
did not match what was proposed. Higgins stated there are two pieces of the site plan
that were changed, hardscaping was the biggest change. The site plan cannot be
approved until it matches what was proposed to the plan commission and the changes
have been accepted. The Village is asking for a revised plan to approve. The owners
spoke and indicated they felt that the changes were much more attractive.

Motion by Zeyghami, second by Ermeling to forward the Notice of Claim for Crane
Meadows LLC to the Village’s insurance carrier.
Discussion: Zeyghami stated the procedure is for the insurance company to review
first. Pinsonneault stated that he believes the liability should fall back on the engineer.
Zeyghami sated that the engineer designs for a 100-year flood. There is uncertainty as
to when there may be large rain events each year. Wodalski said the claim is about

Gebert stated if the Board had questions regarding the information provided by Attorney
Yde, they could ask at this time. Maloney brought up the issue of the approval if there
was a timing issue. Questions were asked about the approval process and when it
would go outside of the Commission. Yde explained the internal rule of the President
and Administrator approval was passed by the Board years prior stating that if the Board
wished to have the process more uniform, the Board could make a decision to review
the process.
42. Discussion and/or action on Date(s) and Time of Regular Monthly Meetings (on recording

Motion by Pinsonneault, second by Weiland to change Board of Trustee time of
regular monthly meetings to 2 times per month on the 1st and 3rd Monday starting
at 6:00 p.m. Reports from the Departments are to be presented at the first
meeting of the month, reports from Boards, Committees, and Commissions are
to be presented at the second meeting of the month.
Discussion: Maloney stated that he is against meetings being held twice per month.
Pinsonneault stated that two meetings would lessen the burden on staff and split the
items which are on the agenda, so they are more manageable for the Board to review.
Ermeling stated that in the past there were two meetings but when committees have
one meeting per month, those items would end up on one agenda and the Board found

that it really did not work. Cronin stated that more than one meeting would not help
with the burden of staff. He stated that he would rather see one long meeting rather

property owners to update them on the progress on water and sewer extension
and allow them 90 days to determine if they will develop the plat privately or if
the Village shall begin the development process with then special assessing 100
percent of the improvement costs.

compact roundabout for the Alderson Street and Jelinek Avenue intersection.
Pinsonneault commented on the report of the traffic study that it did not contain the
inclusion of the recent developments in that area which will impact traffic. He would
like to see traffic lights at that intersection instead.

Gebert stated that Finance and Human Resources would put forward to the Board
payroll and benefit items, but the Board would handle the rest of the budget items.
Meetings for the 2025 budget will be coming up with the budget being approved shortly
before Thanksgiving.

MOTION TO MOVE TO CLOSED SESSION PURSUANT to Wis. Stat. § 19.85(1)(g), conferring
with legal counsel for the governmental body who is rendering oral or written advise concerning
strategy to be adopted by the body with respect to litigation in which it is or is likely to become
involved to wit:

Pinsonneault asked that the license information in Evolve which states “EMPD” be corrected to
list MBMPD.
REMARKS FROM TRUSTEES
Weiland asked that a list of new businesses and addresses, pictures of the playgrounds, the
closing of the dog park for mowing, TVNR program, swim lessons and the contract with the HSMC
be included in the quarterly newsletter.
Cronin stated that the Board does well holding meetings.
Zeyghami spoke with Administrator Gebert as he was hearing a lot of incorrect information going
around on what dollars paid for the playgrounds.
