Discussion held on fee for special board meeting of $250. Pinsonneault requested that

revisited after the election is over.

36. Discussion and/or action on Release Date of Draft Agendas for

Pinsonneault stated that sometimes draft agendas come immediately before the
agenda is sent out and sometimes draft agendas don’t come at all, and he wishes for
some procedure regarding draft agendas. Cronin stated that the Chair and Vice Chair
could receive the agendas and that would be all that is necessary. Maloney stated that
the Chair and Vice Chair could get the agenda, and all Trustees would receive the draft
Board agenda. Additional discussion was held regarding the timing of the draft agenda.
Motion by Pinsonneault, second by Weiland to direct staff to publish and
distribute meeting notices on the Monday prior to the meeting, draft agendas to
the chair and vice chair, president and all trustees in relationship to the board for
a draft agenda on Tuesday not later than 6:00 p.m.
Pinsonneault then clarified that the meeting notice would be sent on Monday, on
Tuesday no later than 6:00 p.m. for the Board meeting the draft agenda goes to all
trustees and for any other committee or commission, it would go to the chair and vice
chair.

39. Discussion and/or action update on Yellow Banks Parks Improvements (on recording

Pinsonneault stated that he had several contacts regarding trees down on the disc golf
course, signs being illegible, and questions on the bathroom completion and the locks
on the doors. Osterbrink stated that there is a club that assists with maintaining the
course but it is a difficult course to maintain due to wetlands and layout but staff will
work to get those maintenance items taken care of. Pinsonneault asked additional
questions regarding cameras and locks on the bathroom doors. Maloney stated that
the questions needed to be directed to the Parks and Recreation Committee meeting.
Osterbrink explained that Items 39 and 40 were requested to be on the Board agenda
but were never on the park’s agenda.

Recreation Committee for their discussion and recommendation to the Board.

Pinsonneault asked about the campaign kick-off and when it started. Osterbrink
indicated that he explained to the park committee that there was a delay in the process,
but this was done so as to proceed with the process in the correct manner. There are
multiple committees and groups associated and the question of who is responsible for
approval needs to be addressed—there is the Village, the marketing group and the
friends of Kennedy group and the definition of the roles needs to be addressed. G
Morty has completed the video at skate park, softball and baseball fields. Pinsonneault
asked additional questions about if there was an updated timeline or MOU as well as
asked about the contract and what we paid for so far and what has been done.

Steve and Janessa Cronin.
Pinsonneault suggested that the lease be between Janessa Cronin and not Steve
Cronin as he is a trustee. Osterbrink said that the attorney drafted this lease and is
aware that Steve Cronin is a trustee.

Motion by Cronin, second by Pinsonneault to approve the draft map as the new
ATV/UTV route map for the Village of Weston and amend Section 82, Article 5 as
presented in the draft ordinance.
Pinsonneault informed the Board that it was discussed at CLPS that between Fuller
and Ryan Street there is a gap that cannot connect the west side to the east side of
Weston to get to the yard waste site. There was a recommendation to allow operation
on Schofield Avenue on that portion. Chief Hunt stated that he does not have an issue
to open that up from Old Costa to Ryan. Zeyghami asked if there have been any
accidents over the years from ATV/UTVs. Chief Hunt could only think of one in
Kronenwetter. Pinsonneault requested changes to the ordinance in Sec.
82.502(d)(i)(1) in that it state, “A weight, without fluids of 3,000 pounds or less” and
Sec.82.502(d)(ii)(3) be stricken to remove the words “It is equipped with a seat
designed to be straddled by the operator” and make paragraph 4 the new paragraph 3.

44. Discussion and/or action on Zoning Ordinance, General Signage Regulations
Applicable to all Zoning Districts Regarding Flag Signage Prohibition. (on recording

Motion by Pinsonneault, second by Weiland to direct the Plan Commission revisit
this section of the code to come up with a solution taking into consideration the
practices of neighboring communities, residents, and businesses in the Village
of Weston.
Cronin stated this this item was brought up at the Plan Commission in July and the
direction of the Plan Commission was to not change anything. Pinsonneault stated that
with the number of flags that have recently been filed as a complaint, this was worth
looking into. Chief Hunt stated in Rothschild if they are in front of a business that has
a permit, then they are allowed. Higgins stated that years ago the Plan Commission
looked into these flags in great detail because of a Supreme Court case. The Village
used to have a temporary sign permit but there was a lot of time spent enforcing that.
The decision was at that time was then determined to not allow the flag signs.
