MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD SEPTEMBER 13, 2017 Pres. Beckman called the Meeting to order at 7:40 P.M. Pres. Beckman read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 12, 2017 and published in the Record on February 10, 2017. A copy of the meeting dates are on file with the Borough Clerk. Present: Mrs. Betsy Beckman, Mrs. Donna Bott, Mr. Dennis Farrell, Mr. Lee Tremble. Excused Absence: Ms. Maria Costello, Ms. Louise Cue, Mrs. Sabrina Johnston, Dr. Theresa A. Lardaro (Alternate #1). Absent: None. Present: Sharon Blehl-Secretary, Angela Musella-Health Officer. Excused Absence: None. Present: Raymond Arroyo-Council Liaison. Excused Absence: None. Guests: Lisa Bontemps-Westwood for all Ages. SALUTE TO THE FLAG Mr. Tremble led those present in the salute to the flag. PUBLIC FORUM Mr. Farrell made a motion to open the floor to the public to discuss any topic; seconded by Mr. Tremble. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. Lisa Bontemps, Assistant Project Manager with Westwood For All Ages explained that the goal for their organization is to accomplish an age friendly community. They plan to work with the Mayors Wellness Campaign, Recreation Department, Board of Health and Westwood Public Library. A discussion followed. At 8:15 Ms. Bontemps left the meeting. Mr. Tremble made a motion to close the public forum; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. ACTIVITIES REPORTS 1) JULY & AUGUST HEALTH OFFICER, PUBLIC HEALTH INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for July and August, 2017 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous A discussion was held. Mr. Tremble made a motion that the Activities Reports for July and August, 2017 be approved; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) JULY 12, 2017 - REGULAR MEETING The July 12, 2017 Minutes will be available during the next meeting. PURCHASE ORDERS There were no Purchase Orders generated during the months of July and August. NEW BUSINESS: 1) NUMEROUS RODENT & MOSQUITO COMPLAINTS Numerous calls have come into the Health Department regarding mosquito complaints and rodent sightings. Ms. Blehl handled all calls as they were received. All rodent complaints were investigated. In most cases, letters were sent to surrounding properties with tips on how to prevent a rodent infestation. All mosquito complaints were investigated. The public was educated on various ways of preventing mosquito bites and the importance of eliminating standing water. The Bergen County Mosquito Division was called to spray or treat all stagnant swimming pools and areas with standing water. The product the Mosquito Division uses to treat mosquito prone areas lasts approximately three months. A discussion followed. OLD BUSINESS 1) 2018 BOARD OF HEALTH SALARY BUDGET Pres. Beckman explained that the Board of Health Members will be carefully reviewing the Board of Health Salaries for 2018. A discussion followed. COUNCIL LIAISON REPORT: Council Liaison Arroyo explained that he is in the process of having the Zoning Office generate a check list so that all departments are notified of impending business applications. A discussion followed. EMERGENT MATTERS: There were no emergent matters to discuss. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Tremble made a motion that the meeting be adjourned; seconded by Mrs. Bott. Voice Vote: Ayes: All present voted in favor. Nayes: None. Carried. The meeting adjourned at 8:50 P.M. Sharon Blehl Secretary The next meeting will be held Wednesday, October 11, 2017 at 7:30 P.M. in the Municipal Complex. These Minutes were approved at a meeting of the Board of Health of the Borough of Westwood held on the 10th day of January, 2018.
