MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD NOVEMBER 8, 2017 Pres. Beckman called the Meeting to order at 7:40 P.M. Pres. Beckman read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 12, 2017 and published in the Record on February 10, 2017. A copy of the meeting dates are on file with the Borough Clerk. Present: Mrs. Betsy Beckman, Mrs. Donna Bott, Ms. Maria Costello, Ms. Louise Cue, Mrs. Sabrina Johnston, Dr. Theresa A. Lardaro (Alternate #1), Mr. Lee Tremble. Absence: Mr. Dennis Farrell. Present: Sharon Blehl-Secretary, Angela Musella-Health Officer. Excused Absence: None. Excused Absence: Raymond Arroyo-Council Liaison. Guests: None. SALUTE TO THE FLAG Dr. Lardaro led those present in the salute to the flag. PUBLIC FORUM Mr. Tremble made a motion to open the floor to the public to discuss any topic; seconded by Dr. Lardaro. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Tremble made a motion to close the public forum; seconded by Dr. Lardaro. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. ACTIVITIES REPORTS 1) SEPTEMBER & OCTOBER HEALTH OFFICER, PUBLIC HEALTH INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for September and October, 2017 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous A discussion was held. Mr. Tremble made a motion that the Activities Reports for September and October, 2017 be approved; seconded by Dr. Lardaro. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) JULY 12, 2017 - REGULAR MEETING Mrs. Johnston made a motion that the Minutes of Regular Meeting held July 12, 2017 be approved; seconded by Mrs. Bott. Roll Call: Ayes: Mrs. Beckman, Mrs. Bott, Ms. Costello, Ms. Cue, Mrs. Johnston. Nayes: None. Abstained: Dr. Lardaro, Mr. Tremble. Carried. 2) SEPTEMBER 13, 2017 12, 2017 - REGULAR MEETING There is a lack of quorum available to approve the September 13, 2017 Minutes, therefore they will be presented during the next meeting. PURCHASE ORDERS Bills for September and October, 2017 in the amount of $9,244.35 were presented to the Board Members. Mr. Tremble made a motion that the following be accepted for payment; seconded by Dr. Lardaro. B. Mason Co., Inc. (submitted in October for payment) Office Supplies 434.53 Carried. NEW BUSINESS: 1) 2018 HILLSDALE BOARD OF HEALTH-CHILD HEALTH CONFERENCE CONTRACT Pres. Beckman presented the 2018 Child Health Conference Contract which is supplied and overseen by the Hillsdale Board of Health. The cost of the contract is $35.00 per visit and an annual fee of $125.00. This contract will keep the Westwood Board of Health in compliance with the guidelines set forth by the New Jersey State Department of Health and Senior Services. A discussion was held. Mr. Tremble made a motion that the 2018 Hillsdale Board of Health Child Health Conference contract in the amount of $35.00 per visit and an annual fee of $125.00 be approved; seconded by Dr. Lardaro. Roll Call: Ayes: Mrs. Beckman, Mrs. Bott, Ms. Costello, Ms. Cue, Mrs. Johnston, Dr. Lardaro, Mr. Tremble. Nayes: None Abstained: None. Carried. 2) ORDINANCE 17-01 – FIRST READING Pres. Beckman handed out Ordinance 17-01. An Ordinance Requiring a Licensed Veterinarian to Release an Animal from Confinement in the Borough of Westwood. FIRST READING Mr. Tremble made a motion that Ordinance #17-01 be introduced and given its first reading by title only. Pres. Beckman read the Ordinance by title only: An Ordinance Requiring a Licensed Veterinarian to Release an Animal from confinement in the Borough of Westwood. Mr. Tremble moved that the above Ordinance be passed on its first reading; seconded by Dr. Lardaro. Roll Call: Ayes: Mrs. Beckman, Mrs. Bott, Ms. Costello, Ms. Cue, Mrs. Johnston, Dr. Lardaro, Mr. Tremble. Nayes: None. Abstained: None. The Ordinance will be published in the official newspaper The Record. Copy annexed. The Second and final passage will be read at the Regular Board of Health Meeting to be held December 13, 2017 at 7:30 PM in the Municipal Complex, 101 Washington Avenue, Westwood, New Jersey. 3) 2018 & 2019 PUBLIC HEALTH SERVICES CONTRACT/NORTHWEST BERGEN REGIONAL HEALTH COMMISSION Pres. Beckman presented the 2018 and 2019 Contract for Public Health Services from Northwest Bergen Regional Health Commission. Northwest has offered a two year contract which represents a 1.5% increase for 2018 ($95,966.40) and no increase for 2019. The Board discussed how satisfied they are with the services provided by Northwest Bergen Regional Health Commission. Dr. Lardaro made a motion that the 2018 and 2019 Northwest Bergen Regional Health Commission Contract in the amount of $95,966.40 per year, representing a 0% increase for 2019 be approved; seconded by Ms. Cue. Roll Call: Ayes: Mrs. Beckman, Mrs. Bott, Ms. Costello, Ms. Cue, Mrs. Johnston, Dr. Lardaro. Nayes: None Abstained: Mr. Tremble. Carried. OLD BUSINESS 1) NJ CHILD LEAD PROTECTION LAW Previously local health officials only intervened when a child's blood-lead level was measured at 10 or more micrograms of lead per deciliter of blood in children 17 years or younger. On February 6, 2017 Gov. Christie signed into law a measure that changed the threshold from 10 to 5 micrograms. Health Officer Musella explained that Northwest has entered into a contract with the Paterson Health Department to conduct the environmental testing. This helps Paterson qualify for grant money as you must have at least 20 lead cases or more to be eligible. Westwood has to cover all laboratory testing costs. A discussion followed. 2) 2018 BOARD OF HEALTH SALARY BUDGET Pres. Beckman explained that the Board of Health salaries will be discussed in detail at the next meeting. COUNCIL LIAISON REPORT: There was nothing to report. EMERGENT MATTERS: 1) FOOD TRUCKS Mr. Tremble explained that the Recreation Department is attempting to conduct fund raisers by bringing in food vending trucks to certain parks in Westwood. This idea was brought to the Mayor and Council for approval and was denied unanimously. The borough currently has an Ordinance that prohibits food preparation in mobile food vending trucks. A discussion followed regarding how Westwood’s “brick & mortar” establishments support the community by sponsoring athletic programs, donating to causes and being a part of the community. The Board Members unanimously stated that they did not want vending trucks that prepare food on site to be permitted in Westwood. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Tremble made a motion that the meeting be adjourned; seconded by Dr. Lardaro. Voice Vote: Ayes: All present voted in favor. Nayes: None. Carried. The meeting adjourned at 8:45 P.M.
