MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD DECEMBER 13, 2017 Pres. Beckman called the Meeting to order at 7:38 P.M. Pres. Beckman read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 12, 2017 and published in the Record on February 10, 2017. A copy of the meeting dates are on file with the Borough Clerk. Present: Mrs. Betsy Beckman, Ms. Maria Costello, Ms. Louise Cue, Mr. Dennis Farrell, Mr. Lee Tremble. Excused Absence: Mrs. Donna Bott, Dr. Theresa A. Lardaro (Alternate #1). Absent: None. Present: Sharon Blehl-Secretary, Angela Musella-Health Officer. Excused Absence: None Present: Raymond Arroyo-Council Liaison. Excused Absence: None Guests: None. SALUTE TO THE FLAG Mr. Farrell led those present in the salute to the flag. PUBLIC FORUM Mr. Tremble made a motion to open the floor to the public to discuss any topic; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Tremble made a motion to close the public forum; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. ACTIVITIES REPORTS 1) NOVEMBER HEALTH OFFICER, PUBLIC HEALTH INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for November, 2017 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous A discussion was held. Mr. Tremble made a motion that the Activities Reports for November, 2017 be approved; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) SEPTEMBER 13, 2017 12, 2017 - REGULAR MEETING There was a lack of quorum available to approve the September 13, 2017 Minutes, therefore they will be presented during the next meeting. 2) NOVEMBER 8, 2017 – REGULAR MEETING Mr. Tremble made a motion that the Minutes of Regular Meeting held November 8, 2017 be approved; seconded by Ms. Cue. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Ms. Cue, Mr. Tremble. Nayes: None. Abstained: Mr. Farrell. Carried. PURCHASE ORDERS Bills for November, 2017 in the amount of $1,764.00 were presented to the Board Members. Mr. Tremble made a motion that the following be accepted for payment; seconded by Mr. Farrell. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Ms. Cue, Mr. Farrell, Mr. Tremble. Nayes: None. Abstained: None. Sharon Blehl Clothing Allowance $ 400.00 Schneider Laboratories, Inc. Lead Investigation 120.00 J.A. Montgomery Risk Control 2017 RTK Inventory 1,244.00 Carried. NEW BUSINESS: 1) RESOLUTION 17-02 2018 RABIES CLINIC PAYMENTS Pres. Beckman read Resolution #17-02 to the Board Members approving the compensation for the Board of Health employees for working the 2018 rabies clinic. Copy Annexed. Mr. Tremble made a motion that Resolution #17-02 be approved; seconded by Mr. Farrell. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Ms. Cue, Mr. Farrell, Mr. Tremble. Nayes: None Abstained: None. 2) 2018 PROPOSED MEETING DATES Pres. Beckman handed out a list of the proposed meeting dates for 2018. Everyone was asked to look over the dates and let us know if there are any conflicts. These dates will be approved during the January 10, 2018 Meeting. February 14 – VALENTINES DAY March 14 April 11 May 9 June 13 July 11 August 8 September 12 October 10 November 14 December 12 January 9, 2019 After discussion, it was decided to meet on February 7, 2018 instead of February 14, 2018 as it is Valentine’s Day. OLD BUSINESS 1) ORDINANCE 17-01 – SECOND READING ORDINANCE 17-01 AN ORDINANCE REQUIRING A LICENSED VETERINARIAN TO RELEASE AN ANIMAL FROM CONFINEMENT-2nd READING Pres. Beckman requested that Ordinance # 17-01 be given its second reading. Pres. Beckman announced that Ordinance #17-01 has been published in the Record and posted in the Municipal Complex and on the Borough of Westwood’s web site. Copy Annexed. Pres. Beckman presented the Ordinance. Mr. Tremble made a motion to open the public hearing; seconded by Mr. Farrell. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Ms. Cue, Mr. Farrell, Mr. Tremble. Nayes: None Abstained: None. Pres. Beckman declared the hearing open to the public and asked if anyone wished to be heard. No one wished to be heard. Mr. Tremble moved that the hearing be closed to the public; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. Mr. Tremble moved that Ordinance #17-01 be passed on the second and final reading and that a Notice of Adoption of said Ordinance be published in the official newspaper, the Record according to law; seconded by Mr. Farrell. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Ms. Cue, Mr. Farrell, Mr. Tremble. Nayes: None Abstained: None. Carried. 2) 2018 BOARD OF HEALTH SALARY BUDGET Pres. Beckman explained that the 2018 Board of Health Salary Budget will be discussed in January, 2018. 3) NJ CHILD LEAD PROTECTION LAW HISTORY: Previously local health officials only intervened when a child's blood-lead level was measured at 10 or more micrograms of lead per deciliter of blood in children. On February 6, 2017 Gov. Christie signed into law a measure that changed the threshold from 10 to 5 micrograms. Health Officer Musella explained that currently there are five confirmed lead cases being investigated in Westwood. A discussion followed regarding the causes of high lead levels. COUNCIL LIAISON REPORT Council Liaison Arroyo explained that he enjoyed his time as Liaison to the Board of Health and found it very educational. The Board praised Council Liaison Arroyo’s interest and involvement with the Board and requested that he be appointed as the Board of Health Liaison for another year. A discussion followed. EMERGENT MATTERS: 1) RESIGNATION OF BOARD MEMBER JOHNSTON Pres. Beckman read Mrs. Sabrina Johnston’s letter of resignation (copy annexed). All Members expressed their dismay over Mrs. Johnston’s resignation as she has offered so much to the Board. She will definitely be missed. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Tremble made a motion that the meeting be adjourned; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Carried. The meeting adjourned at 8:16 P.M.
