MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD JULY 11, 2018 Pres. Beckman called the Meeting to order at 7:40 P.M. Pres. Beckman read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 12, 2018 and published in the Record on March 26, 2018. A copy of the meeting dates are on file with the Borough Clerk. Present: Mrs. Betsy Beckman, Mrs. Donna Bott, Ms. Maria Costello, Ms. Louise Cue, Mr. Dennis Farrell, Ms. Susan McCloskey, Mr. Lee Tremble. Excused Absence: Mr. Jon Andresen, Dr. Theresa A. Lardaro (Alternate #1). Absent: None. Present: Sharon Blehl-Secretary, Angela Musella-Health Officer. Excused Absence: None. Present: Beth Dell-Council Liaison. Excused Absence: None. Guests: None. SALUTE TO THE FLAG Mr. Tremble led those present in the salute to the flag. PUBLIC FORUM Mr. Tremble made a motion to open the floor to the public to discuss any topic; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Tremble made a motion to close the public forum; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. ACTIVITIES REPORTS 1) MAY & JUNE HEALTH OFFICER, PUBLIC HEALTH INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for May and June, 2018 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous A discussion was held regarding setting up a table at Westwood House to distribute and/or help residents complete the File of Life forms. Council Liaison Dell will speak with Westwood House to set up a date. Mr. Tremble made a motion that the Activities Reports for May and June, 2018 be approved; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) MAY 9, 2018 - REGULAR MEETING Mr. Farrell made a motion that the Minutes of Regular Meeting held May 9, 2018 be approved; seconded by Mrs. Bott. Roll Call: Ayes: Mrs. Beckman, Mrs. Bott, Mr. Farrell, Ms. McCloskey. Nayes: None. Abstained: Ms. Costello, Ms. Cue, Mr. Tremble. Carried. PURCHASE ORDERS: Bills for May and June, 2018 in the amount of $2,200.58 were presented to the Board Members. Mr. Tremble made a motion that the following be accepted for payment; seconded by Mr. Farrell. Roll Call: Ayes: Mrs. Beckman, Mrs. Bott, Ms. Costello, Ms. Cue, Mr. Farrell, Ms. McCloskey, Mr. Tremble. Nayes: None. Abstained: None. NEW BUSINESS: 1) MARIJUANA LEGALIZATION The legalization of marijuana in New Jersey is pending technical review by Legislative Counsel. The governing bodies in many towns have adopted ordinances which prohibit the sale or distribution of marijuana in all their zoning districts. Police Chief Pontillo composed a letter which outlined the negative impact to areas where marijuana has been legalized. A discussion followed. Due to the public health concerns of legalizing recreational marijuana the Board of Health will pass an ordinance banning the sale/distribution of marijuana in Westwood if the Zoning Board does not put forth a recommendation to the Mayor & Council to ban it. 2) AGE FRIENDLY COMMUNITY Lisa Bontemps, Assistant Project Manager for Westwood for All Ages is meeting with Ms. Blehl on July 12, 2018 at 3:00 PM. Westwood for All Ages is applying for their third and final grant and would like to know if the Board of Health could suggest any programs, advanced planning options etc. that would benefit our older residents. A discussion was held. Ms. Blehl was asked to submit the following suggestions to Ms. Bontemps; provide financial support to the Riley Center, provide education awareness on hoarding issues and provide individualized help to seniors when food shopping. OLD BUSINESS: 1) 2018 BOARD OF HEALTH SALARY BUDGET Pres. Beckman sent an email to Administrator Kezmarsky asking to meet to discuss the 2018 Board of Health Salary Budget. Pres. Beckman is awaiting a response. COUNCIL LIAISON REPORT 1) BOROUGH ANNIVERSARY Council Liaison Dell explained that the Borough of Westwood is turning 125 years old in 2019. A committee is putting together a wish list of ideas. They are asking for participation from all Departments and Boards. During this event they will also be celebrating the 100th anniversary of the Library, the 125th anniversary of the Fire Department and the 30th anniversary of the Heritage Society. The proposed date for this celebration is June 8, 2019 from 1:00 – 5:00 PM in Veteran’s Park. Any ideas should be submitted to the committee. A discussion followed. EMERGENT MATTERS: 1) NEW REGISTERED ENVIRONMENTAL HEALTH SPECIALISTS Health Officer Musella explained that Registered Environmental Health Specialists Matthew Newton and Darlene Manderville are leaving Northwest Bergen Regional Health Commission to pursue other careers. Zachary Martin and Rebecca Pigoncelli have been hired to take their place. A discussion followed. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Tremble made a motion that the meeting be adjourned; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Carried. The meeting adjourned at 8:30 P.M. Sharon Blehl Secretary The meeting scheduled for Wednesday, August 8, 2018 at 7:30 P.M. has been cancelled. The next meeting will be held Wednesday, September 12, 2018 at 7:30 PM in the Municipal Complex. These Minutes were approved at a meeting of the Board of Health of the Borough of Westwood held on the 12th day of September, 2018.
