MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD SEPTEMBER 12, 2018 Pres. Beckman called the Meeting to order at 7:30 P.M. Pres. Beckman read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 12, 2018 and published in the Record on March 26, 2018. A copy of the meeting dates are on file with the Borough Clerk. Present: Mr. Jon Andresen, Mrs. Betsy Beckman, Mrs. Donna Bott, Ms. Louise Cue, Mr. Dennis Farrell, Dr. Theresa A. Lardaro (Alternate #1), Mr. Lee Tremble. Excused Absence: Ms. Maria Costello, Ms. Susan McCloskey. Absent: None. Present: Sharon Blehl-Secretary, Angela Musella-Health Officer. Excused Absence: None. Present: Beth Dell-Council Liaison. Excused Absence: None. Guests: None. SALUTE TO THE FLAG Mr. Farrell led those present in the salute to the flag. PUBLIC FORUM Mr. Tremble made a motion to open the floor to the public to discuss any topic; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Tremble made a motion to close the public forum; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. ACTIVITIES REPORTS 1) JULY & AUGUST HEALTH OFFICER, PUBLIC HEALTH INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for July and August, 2018 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous A discussion was held regarding the protocol for receiving anonymous complaints. Mr. Tremble made a motion that the Activities Reports for July and August, 2018 be approved; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) JULY 11, 2018 - REGULAR MEETING Mr. Farrell made a motion that the Minutes of Regular Meeting held July 11, 2018 be approved; seconded by Mr. Tremble. Roll Call: Ayes: Mrs. Beckman, Mrs. Bott, Ms. Cue, Mr. Farrell, Mr. Tremble. Nayes: None. Abstained: Mr. Andresen, Dr. Lardaro. Carried. PURCHASE ORDERS: Bills for July and August, 2018 in the amount of $915.19 were presented to the Board Members. Mr. Tremble made a motion that the following be accepted for payment; seconded by Mr. Farrell. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Mrs. Bott, Cue, Mr. Farrell, Dr. Lardaro, Mr. Tremble. Nayes: None. Abstained: None. Carried. JULY & AUGUST, 2018 PURCHASE ORDERS Borough of Hillsdale July 25, 2018 CHC Clinic $ 35.00 Lexisnexis Matthew Bender Title 8 Updates November 2018-October 19, 2019 278.19 NJ State Department of Health-Vet 2nd Quarter Dog Monies 72.00 Treasurer, State of NJ 2nd Quarter Marriage Monies 425.00 Treasurer, State of NJ Medical Waste Generator 7/20/18-7/19/19 85.00 Treasurer, State of NJ 2nd Quarter Burial Permits 20.00 Carried. NEW BUSINESS: 1) 2019-HILLSDALE CHILD HEALTH CONFERENCE CONTRACT Pres. Beckman presented the 2019 Child Health Conference Contract which is supplied and overseen by the Hillsdale Board of Health. The cost of the contract is $35.00 per visit and an annual administrative fee of $125.00. This contract will keep the Westwood Board of Health in compliance with the guidelines set forth by the New Jersey State Department of Health and Senior Services. Mr. Tremble made a motion that the 2019 Hillsdale Board of Health Child Health Conference contract in the amount of $35.00 per visit and an annual administrative fee of $125.00 be approved; seconded by Mr. Farrell. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Mrs. Bott, Ms. Cue, Mr. Farrell, Dr. Lardaro, Mr. Tremble. Nayes: None. Abstained: None. Carried. OLD BUSINESS: 1) 2018 BOARD OF HEALTH SALARY BUDGET The non-contractual employees including the Board of Health staff received a 2% pay increase in their August 3, 2018 pay. A discussion followed. 2) MARIJUANA LEGALIZATION The legalization of marijuana in New Jersey is pending technical review by Legislative Council. The governing bodies in many towns have adopted ordinances which prohibit the sale or distribution of marijuana in all their zoning districts. Police Chief Pontillo composed a letter which outlined the negative impact to areas where marijuana has been legalized. During the July 11, 2018 Board of Health meeting the Board stated that, due to the public health concerns of legalizing recreational marijuana the Board of Health will pass an ordinance banning the sale/distribution of marijuana in Westwood if the Zoning Board does not put forth a recommendation to the Mayor and Council to ban it. A discussion was held. Mr. Tremble made a motion supporting Ordinance 18-33 introduced on August 21, 2018 by the Mayor and Council. Ordinance 18-33 prohibits the cultivation, distribution and/or sale of marijuana for recreational or medicinal use in the Borough of Westwood; seconded by Mr. Farrell. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Ms. Cue, Mr. Farrell, Dr. Lardaro, Mr. Tremble. Nayes: None. Abstained: Mrs. Bott. Carried. Mrs. Bott abstained from the vote as she was concerned about obtaining medical Marijuana for her patients receiving Hospice care, however she is in agreement of prohibiting the sale of marijuana for recreational use. 3) FILE OF LIFE – AUGUST 3, 2018 The File of Life assistance program was held at Westwood House on August 3, 2018 from noon until 5:00 PM. Pres Beckman, Council Liaison Dell, Board Members McCloskey, Bott, Andresen and Health Educator Folks were present to help the residents complete the forms. Approximately forty-five File of Life sets were distributed or filled out during the event. The event was well received. A discussion followed regarding providing other services to the residents of Westwood House. COUNCIL LIAISON REPORT There was nothing to report. EMERGENT MATTERS: There were no Emergent Matters to discuss. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Tremble made a motion that the meeting be adjourned; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Carried. The meeting adjourned at 8:26 P.M.
