MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD OCTOBER 10, 2018 Pres. Beckman called the Meeting to order at 7:36 P.M. Pres. Beckman read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 12, 2018 and published in the Record on March 26, 2018. A copy of the meeting dates are on file with the Borough Clerk. Present: Mr. Jon Andresen, Mrs. Betsy Beckman, Ms. Maria Costello, Ms. Louise Cue, Mr. Dennis Farrell, Mr. Lee Tremble. Excused Absence: Mrs. Donna Bott, Dr. Theresa A. Lardaro (Alternate #1), Ms. Susan McCloskey. Absent: None. Present: Sharon Blehl-Secretary, Angela Musella-Health Officer. Excused Absence: None. Present: Beth Dell-Council Liaison. Excused Absence: None. Guests: None. SALUTE TO THE FLAG Mr. Tremble led those present in the salute to the flag. PUBLIC FORUM Mr. Farrell made a motion to open the floor to the public to discuss any topic; seconded by Mr. Tremble. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Farrell made a motion to close the public forum; seconded by Mr. Tremble. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. ACTIVITIES REPORTS 1) SEPTEMBER HEALTH OFFICER, PUBLIC HEALTH INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for September, 2018 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous The Board discussed the Activities Reports. Mr. Tremble made a motion that the Activities Reports for September, 2018 be approved; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) SEPTEMBER 12, 2018 - REGULAR MEETING September’s Minutes will be addressed during the next meeting. PURCHASE ORDERS: A bill for September, 2018 in the amount of $1,269.00 was presented to the Board Members. Mr. Tremble made a motion that the following be accepted for payment; seconded by Mr. Farrell. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Ms. Costello, Ms. Cue, Mr. Farrell, Mr. Tremble. Nayes: None. Abstained: None. SEPTEMBER, 2018 PURCHASE ORDER J.A. Montgomery Risk Control 2018 Right to Know Inventory $1,269.00 Carried. NEW BUSINESS: 1) 2019-OPERATING EXPENSE BUDGET Pres. Beckman handed out the 2019 Operating Expense Budget which shows the current year to date expenses and proposed 2019 figures. Pres. Beckman went over each line item. The Board discussed the budget in detail. Mr. Farrell made a motion to submit the 2019 Board of Health Operating Expense Budget to the Mayor and Council in the amount of $129,887.00; seconded by Mr. Tremble. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Ms. Costello, Ms. Cue, Mr. Farrell, Mr. Tremble. Nayes: None. Abstained: None. Carried. 2) REAPPOINTMENT: DEPUTY REGISTRAR & ALTERNATE DEPUTY REGISTRAR Pres. Beckman explained the following to the Board: Sharon Blehl, Registrar reappointed Christine L. Compesi as the Deputy Registrar to the Westwood Board of Health. Ms. Compesi’s term will be January 1, 2019 and will expire December 31, 2021. Sharon Blehl, Registrar reappointed Mary Elizabeth Netzer (AKA Mary-Beth Netzer) as Alternate Deputy Registrar to the Westwood Board of Health. Mrs. Netzer’s term will be October 15, 2018 and will expire October 14, 2021. OLD BUSINESS: 1) Nothing to report. COUNCIL LIAISON REPORT 1) FARMERS MARKET Council Liaison Dell explained that the Mayor and Council passed Resolution #18-288 which extended the outdoor Farmers Market located in the parking lot of Hackensack UMC at Pascack Valley an additional three weeks. The outdoor market will go through November 17, 2018. 2) BERKELEY SCHOOL The Berkeley School PSO has received permission to make Berkeley Avenue a one way street in the section between Harrington Avenue and Lexington Avenue. This will be done for a period of 90 school days to see if it improves the safety of dropping off children at the school. A discussion followed. EMERGENT MATTERS: There were no Emergent Matters to discuss. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Farrell made a motion that the meeting be adjourned; seconded by Mr. Tremble. Voice Vote: Ayes: All present voted in favor. Nayes: None. Carried. The meeting adjourned at 8:30 P.M. Sharon Blehl Secretary The next meeting will be held Wednesday, November 14, 2018 at 7:30 P.M. in the Municipal Complex. These Minutes were approved at a meeting of the Board of Health of the Borough of Westwood held on the 9th day of January, 2019.
