MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD JANUARY 9, 2019 Pres. Beckman called the Meeting to order at 7:33 P.M. Pres. Beckman read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 12, 2017 and published in the Record on February 10, 2017. A copy of the meeting dates are on file with the Borough Clerk. Present: Mr. Jon Andresen, Mrs. Betsy Beckman, Mrs. Donna Bott, Ms. Maria Costello, Ms. Louise Cue, Mr. Dennis Farrell, Ms. Susan McCloskey. Excused Absence: Mr. Lee Tremble, Dr. Theresa A. Lardaro (Alternate #1). Absent: None. Present: Sharon Blehl-Secretary. Excused Absence: Angela Musella-Health Officer. Present: Beth Dell-Council Liaison. Excused Absence: None. Guests: None. SALUTE TO THE FLAG Ms. Costello led those present in the salute to the flag. PUBLIC FORUM Mr. Farrell made a motion to open the floor to the public to discuss any topic; seconded by Ms. Costello. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Farrell made a motion to close the public forum; seconded by Ms. McCloskey. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. REORGANIZATION 2 NOMINATION OF PRESIDENT A motion by Mr. Farrell; seconded by Ms. Cue that Mrs. Betsy Beckman be nominated for President of the Board of Health for 2019. Are there any nominations from the floor? There were no nominations from the floor. There being no nominations from the floor, Mr. Farrell made a motion that the nominations be closed; seconded by Mrs. Bott. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Mrs. Bott, Ms. Costello, Ms. Cue, Mr. Farrell, Ms. McCloskey. Nayes: None. Abstained: None. Carried. ELECTION OF PRESIDENT A motion was made by Mrs. Bott that Mrs. Betsy Beckman be appointed President of the Board of Health for 2019; seconded by Mr. Farrell. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Mrs. Bott, Ms. Costello, Ms. Cue, Mr. Farrell, Ms. McCloskey. Nayes: None. Abstained: None. Carried. 3 NOMINATION OF VICE PRESIDENT A motion by Mrs. Bott; seconded by Ms. Cue that Mr. Dennis Farrell be nominated for Vice President of the Board of Health for 2019. Are there any nominations from the floor? There were no nominations from the floor. There being no nominations from the floor, Mrs. Bott made a motion that the nominations be closed; seconded by Ms. Cue. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Mrs. Bott, Ms. Costello, Ms. Cue, Mr. Farrell, Ms. McCloskey. Nayes: None. Abstained: None. Carried. ELECTION OF VICE PRESIDENT A motion was made by Mrs. Bott that Mr. Dennis Farrell be appointed Vice President of the Board of Health for 2019; seconded by Ms. Cue. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Mrs. Bott, Ms. Costello, Ms. Cue, Mr. Farrell, Ms. McCloskey. Nayes: None. Abstained: None. Carried. BOARD MEMBERS TERMS Terms for the Board of Health Members will be addressed once the Governing Body make their appointments. EMPLOYEE APPOINTMENTS Pres. Beckman offered the following employee appointments for the year 2019 under the authority of Title 26:3-19 and Borough of Westwood Municipal Code 6- 18 to 6-22. Sharon Blehl is hereby reappointed Board of Health Director/Certified Municipal Registrar/Secretary to the Board/Public Health Investigator/Pet Licensing Official/Right to Know/Hazard Communications and Bloodborne Pathogens Coordinator of the Board of Health for the year 2019. Christine L. Compesi is hereby reappointed Certified Municipal Deputy Registrar/Secretary of the Board of Health for the year 2019. Mary Elizabeth (Mary-Beth) Netzer is hereby reappointed Alternate Deputy Registrar/ Secretary to Sharon Blehl and Angela Musella of the Board of Health for the year 2019. Corinne Woodward is hereby appointed Sub Registrar/Secretary of the Board of Health. Angela Musella is hereby reappointed Health Officer, through a contract with Northwest Bergen Regional Health Commission, of the Board of Health for the year 2019. Mr. Farrell made a motion that the Employee Appointments for 2019 be approved; seconded by Ms. McCloskey. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Mrs. Bott, Ms. Costello, Ms. Cue, Mr. Farrell, Ms. McCloskey. Nayes: None. Abstained: None. Carried. FINANCE COMMITTEE Pres. Beckman chose the following Members to make up the Finance Committee for the Board of Health for 2019. 1. Betsy Beckman, President 2. Dennis Farrell, Vice President Mr. Andresen made a motion that the Finance Committee appointments for 2019 be approved; seconded by Ms. Costello. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Mrs. Bott, Ms. Costello, Ms. Cue, Mr. Farrell, Ms. McCloskey. Nayes: None. Abstained: None. Carried. February 13, 2019 March 13, 2019 April 10, 2019 May 8, 2019 June 12, 2019 July 10, 2019 August 14, 2019 September 12, 2019 October 9, 2019 November 13, 2019 December 11, 2019 January 8, 2020 Mr. Farrell made a motion that the Meeting dates for 2019 be approved; seconded by Ms. Cue. ACTIVITIES REPORTS 1) DECEMBER HEALTH OFFICER, PUBLIC HEALTH, INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for December, 2018 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous A discussion was held. Mr. Farrell made a motion that the Activities Reports for December, 2018 be approved; seconded by Ms. Cue. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) SEPTEMBER 12, 2018 - REGULAR MEETING Mr. Farrell made a motion that the Minutes of Regular Meeting held September 12, 2018 be approved; seconded by Ms. Cue. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Mrs. Bott, Ms. Cue, Mr. Farrell. Nayes: None. Abstained: Ms. Costello, Ms. McCloskey. Carried. 2) OCTOBER 10, 2018 – REGULAR MEETING Mr. Farrell made a motion that the Minutes of Regular Meeting held October 10, 2018 be approved; seconded by Ms. Cue. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Ms. Costello, Ms. Cue, Mr. Farrell. Nayes: None. Abstained: Mrs. Bott, Ms. McCloskey. Carried. 3) DECEMBER 12, 2018 - REGULAR MEETING Mr. Farrell made a motion that the Minutes of Regular Meeting held December 12, 2018 be approved; seconded by Ms. McCloskey. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Mr. Farrell, Ms. McCloskey. Nayes: None. Abstained: Mr. Andresen, Mrs. Bott, Ms. Cue. Carried. PURCHASE ORDERS Bills for December, 2018 in the amount of $475.00 were presented to the Board Members. Mr. Farrell made a motion that the following be accepted for payment; seconded by Ms. Bott. DECEMBER 201 8 PURCHASE ORDE RS Sharon Blehl Clothing Allowance $400.00 Sharon Blehl Seminar (Blehl, Compesi & Netzer) 12/11/18 75.00 Carried. NEW BUSINESS : 1) VETERAN’S PARK Mr. Farrell suggested that Westwood have their own New Year’s Eve Ball Drop ceremony. It was suggested to have the ceremony around 6:00 PM so families can bring in the New Year with their children before celebrating the adult New Year at midnight. A discussion followed and many ideas were mentioned. 2) RABIES CLINIC – JANUARY 26, 2019 The Rabies Clinic will be held January 26, 2019 at the Train Station. Cats will be inoculated from 1:00 – 1:30 and Dogs from 1:30 – 3:30. Dr. Dyan Muller will administer the shots. The clinic is free and open to all residents of New Jersey. OLD BUSINESS 1) 2019 BOARD OF HEALTH SALARY BUDGET Pres. Beckman asked Council Liaison Dell if she knew what date the 2019 Board of Health Salary Budget will be requested by the Mayor and Council. Council Liaison Dell did not have any information as to when the budget would be requested. Pres. Beckman explained to the Board that the 2019 Salary Budget will be carefully reviewed before presenting it to the Mayor and Council for approval due to the following: a part time temporary person was hired to work in the Health Department during Mrs. Netzer’s medical leave; the Board of Health employed three full time employees until Pascack Valley Hospital closed in November, 2007; when the hospital closed the one full time position was reduced to part time with the understanding that it would be increased to full time once the hospital was up and running again; in an effort to properly cover the office and reduce the costs to the Borough it was decided to hire two part time employees instead of hiring a full time employee. Pres. Beckman explained that these matters must be considered before the 2019 Salary Budget is presented to the Mayor and Council. A discussion was held. COUNCIL LIAISON REPORT 1) BABY SITTING CLINIC Council Liaison Dell discussed three possible dates for the Baby Sitting Clinic. The one session class will be open to approximately twenty students. Various dates were discussed. Once coordinated the Board will be informed of the date. 2) ANNUAL SENIOR BIRTHDAY The Westwood Public Library will hold their Annual Senior Birthday celebration on April 7, 2019. The senior van will be used to transport seniors to the event. A discussion followed. 3) TASTE OF WESTWOOD The Westwood Public Library will hold their Taste of Westwood fundraiser on September 29, 2019 from 5:00 – 8:00 PM. EMERGENT MATTERS: There was nothing to discuss. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Farrell made a motion that the meeting be adjourned; seconded by Mrs. Bott. Voice Vote: Ayes: All present voted in favor. Nayes: None. Carried. The meeting adjourned at 8:30 P.M.
