MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD FEBRUARY 13, 2019 Pres. Beckman called the Meeting to order at 7:40 P.M. Pres. Beckman read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 10, 2019. A copy of the meeting dates are on file with the Borough Clerk. Present: Mrs. Betsy Beckman, Mrs. Donna Bott, Ms. Maria Costello, Mr. Dennis Farrell, Mr. Lee Tremble. Excused Absence: Mr. Jon Andresen, Ms. Louise Cue, Dr. Theresa A. Lardaro (Alternate #1), Ms. Susan McCloskey. Absent: None. Present: Sharon Blehl-Secretary, Angela Musella-Health Officer. Excused Absence: None. Present: Beth Dell-Council Liaison. Excused Absence: None. Guests: None. SALUTE TO THE FLAG Mr. Tremble led those present in the salute to the flag. PUBLIC FORUM Mr. Farrell made a motion to open the floor to the public to discuss any topic; seconded by Mr. Tremble. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Tremble made a motion to close the public forum; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. ACTIVITIES REPORTS 1) JANUARY HEALTH OFFICER, PUBLIC HEALTH, INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for January, 2019 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous A discussion was held. Mr. Tremble made a motion that the Activities Reports for January, 2019 be approved; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) JANUARY 9, 2019 - REGULAR MEETING The January 9, 2019 Minutes will be addressed during the next meeting. PURCHASE ORDERS Bills for January, 2019 in the amount of $1,482.81 were presented to the Board Members. Mr. Tremble made a motion that the following be accepted for payment; seconded by Mr. Farrell. Roll Call: Ayes: Mrs. Beckman, Mrs. Bott, Ms. Costello, Mr. Farrell, Mr. Tremble. Nayes: None. Abstained: None. JANUARY 2019 PURCHASE ORDE RS Treasurer, State of New Jersey 3rd & 4th Quarter Marriage Monies $650.00 Treasurer, State of New Jersey 3rd & 4th Quarter Burial Permit Monies 25.00 W.B. Mason Office Supplies 807.81 Carried. NEW BUSINESS : 1) COUNCIL LIAISON Pres. Beckman wanted to go on record to request that Beth Dell be reappointed the Board of Health’s Council Liaison for 2019. A discussion was held. Ms. Costello made a motion to formally request that Beth Dell be reappointed as the Council Liaison for the Board of Health. Council Liaison Dell has done a wonderful job and has been working on multiple projects slated for 2019; seconded by Mr. Farrell. Roll Call: Ayes: Mrs. Beckman, Mrs. Bott, Ms. Costello, Mr. Farrell, Mr. Tremble. Nayes: None. Abstained: None. Carried. OLD BUSINESS 1) PART TIME SEASONAL EMPLOYEE Mary-Beth Netzer, Alternate Deputy Registrar was out on medical leave from December 14, 2018 through January 27, 2019. That is the busiest time of year in the Health Department due to establishment license renewals, pet license renewals, rabies clinic preparation as well as handling the day to day work, therefore, with the approval of Pres. Beckman and Administrator Kezmarsky a part time seasonal employee was hired. Mrs. Corinne Woodward was hired and started on January 2, 2019. Mrs. Woodward was appointed Sub Registrar during the January 9, 2019 Board of Health Meeting. Mrs. Woodward has proven to be an asset to the department by comprehending and executing new tasks quickly and efficiently. HISTORY: Mrs. Alice Porcello resigned from the Board of Health as a full time employee on December 31, 2006. Pascack Valley Hospital was preparing to close therefore the Board agreed to hire a part time employee with the understanding that that person would go full time once the hospital re-opened. Valerie Kerekes was hired on January 2, 2007 as a part time employee. Pascack Valley Hospital closed November 2007. Mrs. Kerekes resigned on May 11, 2012 as her husband’s job was relocated to North Carolina. Mary-Beth Netzer was hired on October 15, 2012 as a part time employee. Hackensack UMC at Pascack Valley opened in June, 2013. Pres. Beckman went over the “HOSPITAL STATISTICS-BIRTHS” (copy annexed). These figures show that the work generated from the hospital has been increasing steadily. Ms. Blehl was informed by the hospital that a new doctor has received hospital privileges and has a large client base. This is expected to immensely increase the births generated from our hospital. Pres. Beckman and Ms. Blehl have discussed in detail a full time vs. part time position for the Health Department and both have agreed that having two part- time employees instead of one full-time employee would benefit the department and save the Borough money by not having to provide benefits. A discussion was held regarding the increase in the workload from the hospital, the additional regulations set forth by the state and Mrs. Woodward’s effective and helpful contribution to the department. Mr. Tremble made a motion that Corinne Woodward be made a permanent part time employee to the Westwood Board of Health due to the increased workload; seconded by Mr. Farrell. Roll Call: Ayes: Mrs. Beckman, Mrs. Bott, Ms. Costello, Mr. Farrell, Mr. Tremble. Nayes: None. Abstained: None. Carried. 2) 2019 BOARD OF HEALTH SALARY BUDGET Pres. Beckman asked Council Liaison Dell if she knew what date the 2019 Board of Health Salary Budget will be requested by the Mayor and Council. Council Liaison Dell said that the Finance Committee is currently working on the budget and it will be requested soon. A discussion followed. Pres. Beckman explained that the Board of Health Members will carefully review the 2019 Board of Health Salary Budget before presenting it to the Mayor and Council for approval. COUNCIL LIAISON REPORT 1) COUNCIL MEMBER ARROYO After court proceedings Ray Arroyo was declared the winner of the November, 2018 election. A discussion followed. 2) BABY SITTING CLINIC The Baby Sitting Clinic scheduled for February 21, 2019 at 6:00 PM has been completely booked. Council Liaison Dell asked if there could be representation from the Board of Health. A discussion followed. A second Baby Sitting Clinic has been scheduled for March 7, 2019 and has also been completely booked. EMERGENT MATTERS: 1) FILE OF LIFE Mrs. Bott suggested that the Board of Health hold another File of Life program at Westwood House. Various dates were suggested. Once the date has been verified the Board will be informed. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Tremble made a motion that the meeting be adjourned; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Carried. The meeting adjourned at 8:20 P.M.
