MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD APRIL 10, 2019 Pres. Beckman called the Meeting to order at 7:45 P.M. Pres. Beckman read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 10, 2019 and published in The Record on March 11, 2019. A copy of the meeting dates are on file with the Borough Clerk. Present: Mr. Jon Andresen, Mrs. Betsy Beckman, Ms. Maria Costello, Mr. Dennis Farrell, Ms. Susan McCloskey, Mr. Lee Tremble. Excused Absence: Mrs. Donna Bott, Ms. Louise Cue, Dr. Theresa A. Lardaro (Alternate #1). Absent: None. Present: Sharon Blehl-Secretary. Excused Absence: Angela Musella-Health Officer. Present: Beth Dell-Council Liaison. Excused Absence: None. Guests: None. SALUTE TO THE FLAG Ms. Costello led those present in the salute to the flag. PUBLIC FORUM Mr. Farrell made a motion to open the floor to the public to discuss any topic; seconded by Ms. Costello. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Farrell made a motion to close the public forum; seconded by Mr. Andresen. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. ACTIVITIES REPORTS 1) MARCH HEALTH OFFICER, PUBLIC HEALTH, INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for March, 2019 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous A discussion was held. Mr. Farrell made a motion that the Activities Reports for March, 2019 be approved; seconded by Ms. McCloskey. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) JANUARY 9, 2019 - REGULAR MEETING The January 9, 2019 Minutes will be addressed during the next meeting. 2) FEBRUARY 13, 2019 – REGULAR MEETING The February 13, 2019 Minutes will be addressed during the next meeting. 3) MARCH 13, 2019 – REGULAR MEETING The March 13, 2019 Minutes will be addressed during the next meeting. PURCHASE ORDERS Bills for March, 2019 in the amount of $721.10 were presented to the Board Members. Mr. Farrell made a motion that the following be accepted for payment; seconded by Ms. McCloskey. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Ms. Costello, Mr. Farrell, Ms. McCloskey, Mr. Tremble. Nayes: None. Abstained: None. MARCH 2019 PURCHASE ORDE RS Borough of Hillsdale February CHC $ 35.00 MGL Printing Solutions Minute Books 298.00 NJ State Department of Health-Vet February 2019 Dog Monies 351.00 North Jersey Media Group 2019 BOH Meeting Dates 37.10 Carried. NEW BUSINESS : 1) Nothing to report. OLD BUSINESS 1) BOARD OF HEALTH OFFICE HOURS Due to the backlog of work in the Health Department the Board requested that the department be closed temporarily on Tuesdays and Thursdays from 8:30 AM – 12:30 PM which started on April 2, 2019. Ms. Blehl explained that so much has been accomplished because the staff is not constantly interrupted with phone calls and walk-in requests. The projects that are being worked on require attention to detail, are mandated by the State and this uninterrupted time is vital to achieve this work. A discussion followed. 2) 2019 BOARD OF HEALTH SALARY BUDGET This will remain on the Agenda until the Salary Budget is finalized. 3) FILE OF LIFE The Police Department had the File of Life medical and emergency identification cards reprinted. Various dates were discussed to hold another File of Life event at Westwood House. Once a date is decided the Board will be informed. COUNCIL LIAISON REPORT 1) BABYSITTING TRAINING CLASS The next Babysitting Training Class will be held on May 30, 2019 at Westwood House. This class will be offered to seniors. A discussion followed. The Board felt this was a great idea. 2) EASTER EGG HUNT The Recreation Department will host the annual Easter Egg Hunt on Saturday, April 13, 2019 at 10:30 AM in Veterans Memorial Park. EMERGENT MATTERS: There were no Emergent Matters to discuss. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Farrell made a motion that the meeting be adjourned; seconded by Ms. McCloskey. Voice Vote: Ayes: All present voted in favor. Nayes: None. Carried. The meeting adjourned at 8:22 P.M. Sharon Blehl Secretary The next meeting will be held Wednesday, May 8, 2019 at 7:30 P.M. in the Municipal Complex. These Minutes were approved at a meeting of the Board of Health of the Borough of Westwood held on the 12th day of Sepember, 2019.
