MINUTES OF THE REGULAR MEETING
OF THE WESTWOOD BOARD OF HEALTH
HELD JUNE 12, 2019
Vice President Farrell called the Meeting to order at 7:34 P.M.
Vice President Farrell read the "Open Public Meeting Act" as follows:
In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual
notice requirements have been satisfied. The meeting dates for the year were
posted on the Borough Web Site on January 10, 2019 and published in The Record
on March 11, 2019. A copy of the meeting dates are on file with the Borough
Clerk.
Present: Mr. Jon Andresen, Ms. Maria Costello, Ms. Louise Cue, Mr. Dennis
Farrell, Dr. Theresa A. Lardaro (Alternate #1), Ms. Susan McCloskey,
Mr. Lee Tremble.

Absence: Mrs. Betsy Beckman, Mrs. Donna Bott.

Present: Sharon Blehl-Secretary, Darlene Mandeville-REHS Supervisor.

Ms. Costello led those present in the salute to the flag.
PUBLIC FORUM
Mr. Tremble made a motion to open the floor to the public to discuss any topic;
seconded by Ms. Costello.
Voice Vote:
Ayes: All present voted in favor.
Nayes: None.
Abstained: None. Carried.
There being no public discussion, Mr. Tremble made a motion to close the public
forum; seconded by Ms. Cue.
Voice Vote:
Ayes: All present voted in favor.
Nayes: None.

ACTIVITIES REPORTS
1) APRIL AND MAY HEALTH OFFICER, PUBLIC HEALTH, INVESTIGATOR,
REGISTRAR, SECRETARIAL
The Board Members reviewed the following Activities Reports for April and May,
2019 which are on file and available to the public:

A discussion was held.
Mr. Tremble made a motion that the Activities Reports for April & May, 2019 be
approved; seconded by Dr. Lardaro.

MINUTES
1) JANUARY 9, 2019 - REGULAR MEETING
The January 9, 2019 Minutes will be addressed at the next meeting.
2) FEBRUARY 13, 2019 – REGULAR MEETING
The February 13, 2019 Minutes will be addressed at the next meeting.
3) MARCH 13, 2019 – REGULAR MEETING
The March 13, 2019 Minutes will be addressed at the next meeting.
4) APRIL 10, 2019 – REGULAR MEETING
The April 10, 2019 Minutes will be addressed at the next meeting.
PURCHASE ORDERS
Bills for April and May, 2019 in the amount of $2,650.27 were presented to the
Board Members.
Mr. Tremble made a motion that the following be accepted for payment; seconded
by Ms. Costello.

NEW BUSINESS :
1) YOUTH VAPING EPIDEMIC
Gary Buchheister, Recreation Director sent emails to Ms. Blehl containing
information about the youth vaping epidemic. This information was distributed to
the Board Members. Vice President Farrell asked the Board to read over the
information provided and bring suggestions to the next Board Meeting.
A discussion followed.
OLD BUSINESS
1) 2019 BOARD OF HEALTH SALARY BUDGET
Vice President Farrell asked Council Liaison Dell if she had any information about
the 2019 Salary Budget. Council Liaison Dell said that a general 2% increase would
be given to the non-contractual employees.
This item will remain on the Agenda until the Salary Budget is finalized.
2) BOARD OF HEALTH OFFICE HOURS
Due to the backlog of work in the Board of Health the department closed
temporarily on Tuesdays and Thursdays from 8:30 AM – 12:30 PM. The
department was closed a total of nine mornings between the dates of April 2 – May
7, 2019. So much work was accomplished because the staff was not constantly
interrupted by phone calls or walk in requests. A discussion followed.
3) SPECIAL EVENTS:
MAY 5, 2019 - CRAFT/ANTIQUE FAIR
The Craft/Antique Fair was held in Veteran’s Park on May 5, 2019. It was cold
and raining during event, therefore, not too many vendors were in attendance.
JUNE 1, 2019 - FARMERS MARKET
The weekly Farmers Market started on June 1, 2019 and is expected to run
every Saturday through October 26, 2019. The market is held in the parking lot
of Hackensack UMC at Pascack Valley and will be inspected weekly. It was
mentioned that they would like to move the market to Veterans Memorial Park.
There was a lengthy discussion. Some of the Board Members voiced their
opinion opposing moving the market to the park as it could create a parking
issue and the establishments in the brick and mortar stores could object.
JUNE 2, 2019 - WESTWOOD PRIDE DAY/CRAFT FAIR
Westwood Pride Day/Craft Fair was held on June 2, 2019 in Veteran’s Park.
Chantal Folkes, Health Educator with Northwest Bergen Regional Health
Commission manned the Board of Health table giving out Health Education
materials. Ms. Blehl conducted the inspections of the food vendors.
JUNE 8, 2019 – CELEBRATE WESTWOOD
The Celebrate Westwood event was held on June 8, 2019 in Veterans Memorial
Park. This event celebrated the 125th Anniversary of Westwood. There were
food vendors, children’s activities, bands as well as give-a-ways from various
businesses. It was a well-attended event.
COUNCIL LIAISON REPORT
1) BABYSITTING TRAINING CLASS
The Babysitting class was held at the Riley Center on May 30, 2019. There was
only one senior in attendance however eight younger people attended. It was a
great class. A discussion was held.
2) SENIOR CPR
There will be a Senior CPR class presented on June 19, 2019 between 12:30 – 1:30
PM. The class will be held at the Riley Center.
EMERGENT MATTERS:
There were no Emergent Matters to discuss.
ADJOURNMENT
There being no further business to come before the Board at this time, Mr.
Tremble made a motion that the meeting be adjourned; seconded by Ms. Costello.

The meeting adjourned at 8:20 P.M.

The next meeting will be held Wednesday, July 10, 2019 at 7:30 P.M. in the
Municipal Complex.
