The staff is unable to properly quantify and justify all the work required in the department because it became a monumental task and was taking away from the everyday duties required to run the department. Ms. Blehl explained that there are so many variables involved with issuing just a birth certificate and offered many examples to the Board (mother has different last name, child’s name legally changed, parents made spelling errors on the record, father not listed on the record, the requestor does not have proper identification etc.). It became very time consuming to try and justify all the different scenarios. A discussion followed.
