MINUTES OF THE REGULAR MEETING
OF THE WESTWOOD BOARD OF HEALTH
HELD SEPTEMBER 12, 2019
President Beckman called the Meeting to order at 7:39 P.M.
President Beckman read the "Open Public Meeting Act" as follows:
In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual
notice requirements have been satisfied. The meeting dates for the year were
posted on the Borough Web Site on January 10, 2019 and published in The Record
on March 11, 2019. A copy of the meeting dates are on file with the Borough
Clerk.
Present: Mr. Jon Andresen, Mrs. Betsy Beckman, Mrs. Donna Bott, Ms. Maria
Costello, Mr. Dennis Farrell.

Absence: Ms. Louise Cue, Ms. Susan McCloskey, Dr. Theresa A. Lardaro
(Alternate #1), Mr. Lee Tremble.

Ms. Costello made a motion to open the floor to the public to discuss any topic;
seconded by Mr. Andresen.

There being no public discussion, Ms. Costello made a motion to close the public
forum; seconded by Mr. Andresen.

A discussion was held.
Mr. Farrell made a motion that the Activities Reports for June, July and August,
2019 be approved; seconded by Ms. Costello.

MINUTES
1) JANUARY 9, 2019 - REGULAR MEETING
Mr. Farrell made a motion that the Minutes of Regular Meeting held January 9,
2019 be approved; seconded by Ms. Costello.

2) FEBRUARY 13, 2019 – REGULAR MEETING
Ms. Costello made a motion that the Minutes of Regular Meeting held February 13,
2019 be approved; seconded by Mr. Farrell.

3) MARCH 13, 2019 – REGULAR MEETING
Mr. Farrell made a motion that the Minutes of Regular Meeting held March 13,
2019 be approved; seconded by Mrs. Bott.

4) APRIL 10, 2019 – REGULAR MEETING
Mr. Andresen made a motion that the Minutes of Regular Meeting held April 10,
2019 be approved; seconded by Mr. Farrell.

5) JUNE 12, 2019 – REGULAR MEETING
The June 12, 2019 Minutes will be addressed at the next Board of Health Meeting
as there is a lack of quorum available to approve the Minutes.

Bills for June, July and August, 2019 in the amount of $4,037.59 were presented to
the Board Members.

by Ms. Costello.

NEW BUSINESS :
1) BERGEN/PASSAIC REGISTRAR’S ASSOCIATION MEETING
Ms. Blehl, Ms. Compesi and Mrs. Netzer will be attending a Registrar’s Seminar on
September 17, 2019 in Fair Lawn. The meeting is scheduled from 8:00 AM to
approximately 1:30 PM. Three credits will be awarded for attending the entire
seminar. The Board of Health office will open as soon as we return. All the proper
paperwork has been submitted to the Administrator and a sign has been posted on
the Board of Health window. A discussion followed.
OLD BUSINESS
1) 2020 BOARD OF HEALTH SALARY BUDGET
Pres. Beckman explained that for 2020 the department will continue to operate
with the current staff. The staff is unable to properly quantify and justify all the
work required in the department because it became a monumental task and was
taking away from the everyday duties required to run the department. Ms. Blehl
explained that there are so many variables involved with issuing just a birth
certificate and offered many examples to the Board (mother has different last
name, child’s name legally changed, parents made spelling errors on the record,
father not listed on the record, the requestor does not have proper identification
etc.). It became very time consuming to try and justify all the different scenarios.
A discussion followed.
COUNCIL LIAISON REPORT
1) NEW YEARS EVE CELEBRATION
Council Liaison Dell explained that the first New Year’s Eve Celebration will be
held between 3:00 – 6:30 PM on December 31, 2019 in Veterans’ Park. This
will be a family event and will include a ball drop. Council Liaison Dell
explained that this has been in the planning stages since 2018. A discussion
followed.
2) FARMERS MARKET
Council Liaison Dell explained that the Farmers Market is expected to move to
the Municipal Complex parking lot if all paperwork/documentation is submitted
as requested. The market is currently held in the parking lot of Hackensack
UMC at Pascack Valley Hospital every Saturday. It was explained that having a
Farmers Market benefits the town as it is considered a Green Initiative and
money is also raised for a scholarship. There was a discussion held.
3) WESTWOOD REGIONAL VETERINARY HOSPITAL
Council Liaison Dell explained that the Borough of Westwood joined with
Westwood Regional Veterinary Hospital to offer free Lyme disease testing and
inoculation to all registered dogs in Westwood. This free service is valid until
September 30, 2019. A discussion was held.
4) STIGMA FREE
Council Liaison Dell explained that there will be a Stigma Free meeting at the
Library on October 7, 2019 at 7:00 PM. A discussion followed.
EMERGENT MATTERS:
1) BEREAVEMENT SUPPORT GROUP
Mrs. Bott explained that the Westwood Area Clergy Council partnered with the
Westwood Library to offer a six week Bereavement Support Group which started
September 11, 2019. Mrs. Bott explained that this support group is for those
suffering the loss of a loved one. A discussion followed.

There being no further business to come before the Board at this time, Ms.
Costello made a motion that the meeting be adjourned; seconded by Mr. Farrell.
