MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD OCTOBER 9, 2019 Vice President Farrell called the Meeting to order at 7:35 P.M. Vice President Farrell read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 10, 2019 and published in The Record on March 11, 2019. A copy of the meeting dates are on file with the Borough Clerk. Present: Ms. Maria Costello, Mr. Dennis Farrell, Ms. Susan McCloskey, Mr. Lee Tremble. Excused Absence: Mr. Jon Andresen, Mrs. Betsy Beckman, Mrs. Donna Bott, Ms. Louise Cue, Dr. Theresa A. Lardaro (Alternate #1). Absent: None Present: Sharon Blehl-Secretary, Angela Musella-Health Officer. Excused Absence: None. Present: Beth Dell-Council Liaison. Excused Absence: None. Guests: None. SALUTE TO THE FLAG Ms. Costello led those present in the salute to the flag. PUBLIC FORUM Mr. Tremble made a motion to open the floor to the public to discuss any topic; seconded by Ms. McCloskey. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Tremble made a motion to close the public forum; seconded by Ms. McCloskey. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. ACTIVITIES REPORTS 1) SEPTEMBER HEALTH OFFICER, PUBLIC HEALTH, INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for September, 2019 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous A discussion was held. Mr. Tremble made a motion that the Activities Reports for September, 2019 be approved; seconded by Ms. McCloskey. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) JUNE 12, 2019 – REGULAR MEETING Mr. Tremble made a motion that the Minutes of Regular Meeting held June 12, 2019 be approved; seconded by Ms. McCloskey. Roll Call: Ayes: Ms. Costello, Mr. Farrell, Ms. McCloskey, Mr. Tremble. Nayes: None. Abstained: None. Carried. 2) SEPTEMBER 12, 2019 - REGULAR MEETING The Minutes for September 12, 2019 will be presented during the next meeting. PURCHASE ORDERS Bills for September, 2019 in the amount of $3,655.59 were presented to the Board Members. Mr. Tremble made a motion that the following be accepted for payment; seconded by Ms. McCloskey. Roll Call: Ayes: Ms. Costello, Mr. Farrell, Ms. McCloskey, Mr. Tremble. Nayes: None. Abstained: None. SEPTEMBER, 2019 PURCHASE ORDE RS Bergen County Department of Health Animal Cruelty Services 2019 $3,272.40 Borough of Hillsdale July 24, 2019 CHC 35.00 Borough of Hillsdale August 28, 2019 CHC 70.00 Lexisnexis Matthew Bender Title 8 Subscription November, 2019 – October 2020 278.19 Carried. NEW BUSINESS : 1) EMPLOYEE APPRECIATION BBQ On October 4, 2019 Borough Administrator Kezmarsky, with the approval of the Mayor and Council, held a BBQ for the Borough Employees. It was held in the Police parking lot and was attended by quite a few employees. It was an enjoyable lunch and everyone had a good time. A discussion followed. 2) BERGEN/PASSAIC REGISTRAR’S ASSOCIATION HOLIDAY PARTY/MEETING On December 3, 2019 Ms. Blehl, Ms. Compesi and Mrs. Netzer will be attending the Registrar’s Association Holiday Party/Meeting in Wood-Ridge. The meeting is scheduled to start at 10:30 AM and end at approximately 3:00 PM. 1.5 continuing education credits will be awarded for attending the entire seminar. A discussion was held. Mr. Tremble made a motion that the Board of Health Office be closed for the entire day on December 3, 2019 to allow for travel time; seconded by Ms. McCloskey. Roll Call: Ayes: Ms. Costello, Mr. Farrell, Ms. McCloskey, Mr. Tremble. Nayes: None. Abstained: None. 3) ZONING CODE AMENDMENTS At the request of the Planning Board an Ordinance was introduced by the Mayor and Council during their September 17, 2019 meeting. The purpose of the Ordinance is to expand some of the permitted zoning uses in the Central Business/Special Pedestrian Environment Districts. The final hearing was set for October 1, 2019 but due to proposed changes the Ordinance was voted down. A special Planning Board Meeting is scheduled for October 9, 2019, with the expectation of presenting an updated Ordinance to be introduced at the October 15, 2019 Mayor and Council Meeting. There have been concerns regarding the location of dumpsters/grease receptacles if more eateries are permitted in the Central Business District. Per protocol a site plan review is conducted by the Health Department. A proposed establishment will not receive Board of Health approval if there is not sufficient space to house a trash and grease receptacle, which must also conform to fire safety regulations. A discussion was held. 4) TASTE OF WESTWOOD The Westwood Library held their Annual Taste of Westwood on October 6, 2019 from 5:00 – 8:00 PM. Fifteen Westwood eateries were in attendance offering some of their signature dishes as well as four breweries offering different beers and one liquor store offering wine. Ms. Blehl was at the event to perform the required inspections. A discussion was held. 5) FLU CLINIC Due to a delay in the shipment of the High-Dose Flu Vaccine the Flu Clinic scheduled for October 1, 2019 from 10:00 – 11:30 AM at the Riley Senior Center was cancelled. The Riley Center was notified, an email blast was sent by the Recreation Department, the Library and the Borough. A notice was posted on the Borough Web Site. Depending upon vaccine availability the clinic will be rescheduled. A discussion was held. 6) PUBLIC HEALTH ANNEX Ms. Blehl has updated the Board of Health Public Health Annex and submitted it to Darren Blankenbush, OEM Coordinator. The purpose of the annex is to define a standard procedure to ensure an open line of communication between all agencies and parties involved and to conduct necessary activities during a public health emergency and/or disaster. A discussion followed. 7) EXPOSURE CONTROL PLAN Ms. Blehl has updated the Exposure Control Plan and submitted it to all essential personnel. The purpose of this plan is to protect New Jersey Public Workers from exposure to blood and other bodily fluids that contain Bloodborne pathogens. This forty-six page document outlines employee exposure determination by job classification, universal precautions, engineering controls, work practice controls, personal protective equipment, training and vaccination. A discussion followed. OLD BUSINESS 1) 2020 BOARD OF HEALTH SALARY BUDGET This will be discussed during the next meeting. COUNCIL LIAISON REPORT 1) WESTWOOD REGIONAL VETERINARY HOSPITAL Council Liaison Dell explained that the Borough of Westwood joined with Westwood Regional Veterinary Hospital to offer free Lyme disease testing and inoculation to all registered dogs in Westwood. This service was supposed to end September 30, 2019 but was extended to December 15, 2019. A discussion was held. EMERGENT MATTERS: There was nothing to discuss. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Tremble made a motion that the meeting be adjourned; seconded by Ms. McCloskey. Voice Vote: Ayes: All present voted in favor. Nayes: None. Carried. The meeting adjourned at 8:11 P.M.
