MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD DECEMBER 11, 2019 President Beckman called the Meeting to order at 7:45 P.M. President Beckman read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 10, 2019 and published in The Record on March 11, 2019. A copy of the meeting dates are on file with the Borough Clerk. Present: Mr. Jon Andresen, Mrs. Betsy Beckman, Mrs. Donna Bott, Ms. Maria Costello, Mr. Dennis Farrell, Ms. Susan McCloskey, Mr. Lee Tremble. Excused Absence: Ms. Louise Cue, Dr. Theresa A. Lardaro (Alternate #1). Absent: None. Present: Sharon Blehl-Secretary, Angela Musella-Health Officer. Excused Absence: None. Present: Beth Dell-Council Liaison. Excused Absence: None. Guests: None. SALUTE TO THE FLAG Mr. Tremble led those present in the salute to the flag. PUBLIC FORUM Mr. Tremble made a motion to open the floor to the public to discuss any topic; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Tremble made a motion to close the public forum; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. ACTIVITIES REPORTS 1) OCTOBER AND NOVEMBER HEALTH OFFICER, PUBLIC HEALTH, INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for October and November, 2019 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous A discussion was held. Mr. Tremble made a motion that the Activities Reports for October and November, 2019 be approved; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) JUNE 12, 2019 – REGULAR MEETING Mr. Tremble made a motion that the Minutes of Regular Meeting held June 12, 2019 be approved; seconded by Mr. Farrell. Roll Call: Ayes: Mr. Andresen, Ms. Costello, Mr. Farrell, Ms. McCloskey, Mr. Tremble. Nayes: None. Abstained: Mrs. Beckman, Mrs. Bott. Carried. 2) SEPTEMBER 12, 2019 - REGULAR MEETING The Minutes for September 12, 2019 will be presented during the next meeting. 3) OCTOBER 9, 2019 - REGULAR MEETING The Minutes for October 9, 2019 will be presented during the next meeting. PURCHASE ORDERS Bills for October and November, 2019 in the amount of $3,495.56 were presented to the Board Members. Mr. Tremble made a motion that the following be accepted for payment; seconded by Mr. Farrell. Mason Co., Inc Office Supplies 670.06 Carried. NEW BUSINESS : 1) 2020 PROPOSED MEETING DATES The 2020 Board of Health Meeting dates will be presented and voted on during January’s Meeting. Following is a list of the proposed dates which reflect the second Wednesday of each month: February 12, 2020 March 11, 2020 April 8, 2020 (Jewish Holiday “Pesach” April 9-10) May 13, 2020 June 10, 2020 July 8, 2020 August 12, 2020 September 9, 2020 October 14, 2020 November 11, 2020 – Veteran’s Day NEED TO RESCHEDULE December 9, 2020 There was discussion held regarding the meeting dates and the number of meetings that need to be scheduled for the year. The dates will be voted on during January’s Reorganization Meeting. 2) 2020 CHILD HEALTH CLINIC CONTRACT WITH HILLSDALE Pres. Beckman presented the 2020 Child Health Conference Contract which is supplied and overseen by the Hillsdale Board of Health. The cost of the contract is $35.00 per visit and an annual administrative fee of $250.00. This contract will keep the Westwood Board of Health in compliance with the guidelines set forth by the New Jersey State Department of Health and Senior Services. A discussion was held. Mr. Tremble made a motion that the 2018 Hillsdale Board of Health Child Health Conference contract in the amount of $35.00 per visit and an annual administrative fee of $250.00 be approved; seconded by Mr. Farrell. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Mrs. Bott, Ms. Costello, Mr. Farrell, Ms. McCloskey, Mr. Tremble. Nayes: None. Abstained: None. Carried. 3) 2020 & 2021 PUBLIC HEALTH SERVICES CONTRACT/NORTHWEST BERGEN REGIONAL HEALTH COMMISSION Pres. Beckman presented the 2020 and 2021 Contract for Public Health Services from Northwest Bergen Regional Health Commission. Northwest has offered a two year contract which represents a 2% increase for 2020 at a cost of $97,886.00 and a zero percent increase for 2021. A discussion was held. Mr. Tremble made a motion that the 2020 and 2021 Northwest Bergen Regional Health Commission Contract in the amount of $97,886.00 per year, which represents a 2% increase for 2020 and a 0% increase for 2021 be approved; seconded by Mr. Farrell. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Mrs. Bott, Ms. Costello, Mr. Farrell, Ms. McCloskey, Mr. Tremble. Nayes: None. Abstained: None. Carried. 4) 2020 PROPOSED OPERATING EXPENSE BUDGET Administrator Kezmarsky asked Ms. Blehl to submit the 2020 Operating Expense by November 8, 2019. The budget was submitted with the understanding that it would be presented at the December 11, 2019 Board of Health Meeting for the Board’s approval. The budget worksheet was handed out to the Board and Pres. Beckman went over each line item. A discussion was held. Mr. Tremble made a motion to submit the 2020 Board of Health Operating Expense Budget in the amount of $135,702.00; seconded by Mr. Andresen. Roll Call: Ayes: Mr. Andresen, Mrs. Beckman, Mrs. Bott, Ms. Costello, Mr. Farrell, Ms. McCloskey, Mr. Tremble. Nayes: None. Abstained: None. Carried. OLD BUSINESS 1) 2020 BOARD OF HEALTH SALARY BUDGET Pres. Beckman and Vice President Farrell will discuss the 2020 Board of Health Salary Budget and report at the next meeting. 2) ZONING CODE AMENDMENTS At the request of the Planning Board an Ordinance was introduced by the Mayor and Council during the September 17, 2019 meeting. The purpose of the Ordinance is to expand some of the permitted zoning uses in the Central Business/Special Pedestrian Environment Districts. The Mayor and Council sent recommendations back to the Planning Board and are awaiting a response. A discussion was held. COUNCIL LIAISON REPORT Council Liaison Dell wished everyone Happy Holidays and a Healthy and Happy New Year. EMERGENT MATTERS: 1) BEREAVEMENT SUPPORT GROUP Ms. Blehl thanked Mrs. Bott for the excellent work she is doing with running the Bereavement Support Group. A program sponsored by the Westwood Area Clergy Council. Ms. Blehl explained that a good friend of hers lost her husband suddenly this year and has been struggling since his loss. Since attending the six week program she has learned coping mechanisms and formed many great friendships with people experiencing similar loss. Ms. Blehl commended Mrs. Bott for her dedication to helping so many people cope during a very hard time in their lives. A discussion followed. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Andresen made a motion that the meeting be adjourned; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Carried. The meeting adjourned at 8:32 P.M.
