MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD JANUARY 8, 2020 Pres. Beckman called the Meeting to order at 7:43 P.M. Pres. Beckman read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 12, 2019 and published in the Record on February 10, 2019. A copy of the meeting dates are on file with the Borough Clerk. Present: Mrs. Betsy Beckman, Ms. Maria Costello, Mr. Dennis Farrell, Mrs. Maria Montana (Alternate #2), Mr. Lee Tremble. Excused Absence: Mr. Jon Andresen (Alternate #1), Mrs. Donna Bott, Ms. Louise Cue, Ms. Susan McCloskey. Absent: None. Present: Sharon Blehl-Secretary. Excused Absence: Angela Musella-Health Officer. Present: Christopher Montana-Council President Excused Absence: Cheryl Hodges-Council Liaison. Guests: None. SALUTE TO THE FLAG Mrs. Montana led those present in the salute to the flag. PUBLIC FORUM Mr. Tremble made a motion to open the floor to the public to discuss any topic; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Tremble made a motion to close the public forum; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. REORGANIZATION 2 NOMINATION OF PRESIDENT A motion by Mr. Tremble; seconded by Mr. Farrell that Betsy Beckman be nominated for President of the Board of Health for 2020. Are there any nominations from the floor? No nominations from the floor. There being no nominations from the floor, Mr. Tremble made a motion that the nominations be closed; seconded by Mr. Farrell. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Mr. Farrell, Mrs. Montana, Mr. Tremble. Nayes: None. Abstained: None. Carried. ELECTION OF PRESIDENT A motion was made by Mr. Tremble that Betsy Beckman be appointed President of the Board of Health for 2020; seconded by Mr. Farrell. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Mr. Farrell, Mrs. Montana, Mr. Tremble. Nayes: None. Abstained: None. Carried. NOMINATION OF VICE PRESIDENT 3 A motion by Mr. Tremble; seconded by Ms. Costello that Dennis Farrell be nominated for Vice President of the Board of Health for 2020. Are there any nominations from the floor? No nominations from the floor. There being no nominations from the floor, Mr. Tremble made a motion that the nominations be closed; seconded by Ms. Costello. ELECTION OF VICE PRESIDENT A motion was made by Mr. Tremble that Dennis Farrell be appointed Vice President of the Board of Health for 2020; seconded by Ms. Costello. BOARD MEMBERS TERMS Cheryl Hodges was appointed Council Liaison to the Board of Health for 2020. Beth Dell was appointed Deputy Council Liaison to the Board of Health for 2020. Beckman offered the following employee appointments for the year 2020 under the authority of Title 26:3-19 and Borough of Westwood Municipal Code 6- 18 to 6-22. Sharon Blehl is hereby reappointed Board of Health Director/Certified Municipal Registrar/Secretary to the Board/Public Health Investigator/Pet Licensing Official/Right to Know/Hazard Communications and Bloodborne Pathogens Coordinator of the Board of Health for the year 2020. Christine L. Compesi is hereby reappointed Certified Municipal Deputy Registrar/Secretary of the Board of Health for the year 2020. Mary Elizabeth (Mary-Beth) Netzer is hereby reappointed Alternate Deputy Registrar/ Secretary to Sharon Blehl and Angela Musella of the Board of Health for the year 2020. Angela Musella is hereby reappointed Health Officer, through a contract with Northwest Bergen Regional Health Commission, of the Board of Health for the year 2020. Mr. Tremble made a motion that the Employee Appointments for 2020 be approved; seconded by Mr. Farrell. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Mr. Farrell, Mrs. Montana, Mr. Tremble. Nayes: None. Abstained: None. Carried. FINANCE COMMITTEE Pres. Beckman chose the following Members to make up the Finance Committee for the Board of Health for 2020. 1. Betsy Beckman, President 2. Dennis Farrell, Vice President Mr. Tremble made a motion that the Finance Committee Appointments for 2020 be approved; seconded by Ms. Costello. MEETING DATES The Westwood Board of Health will hold the Regular Meetings on the following dates in the Municipal Complex, 101 Washington Avenue, Westwood, New Jersey at 7:30 P.M. February 12, 2020 March 11, 2020 April 8, 2020 May 13, 2020 June 10, 2020 July 8, 2020 August 12, 2020 September 9, 2020 October 14, 2020 November 10, 2020 December 9, 2020 January 13, 2021 Mr. Tremble made a motion that the Meeting dates for 2020 be approved; seconded by Mr. Farrell. ACTIVITIES REPORTS 1) DECEMBER HEALTH OFFICER, PUBLIC HEALTH, INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for December, 2019 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous A discussion was held. Mr. Tremble made a motion that the Activities Reports for December, 2019 be approved; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) SEPTEMBER 12, 2019 - REGULAR MEETING The Minutes will be addressed at the next Board of Health Meeting as there is a lack of quorum available to approve the September 12, 2019 Minutes. 2) OCTOBER 9, 2019 – REGULAR MEETING The Minutes will be addressed at the next Board of Health Meeting as there is a lack of quorum available to approve the October 9, 2019 Minutes. 3) DECEMBER 11, 2019 - REGULAR MEETING Mr. Tremble made a motion that the Minutes of Regular Meeting held December 11, 2019 be approved; seconded by Mr. Farrell. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Mr. Farrell, Mr. Tremble. Nayes: None. Abstained: Mrs. Montana. Carried. PURCHASE ORDERS Bills for December, 2019 in the amount of $2,285.20 were presented to the Board Members. Mr. Tremble made a motion that the following be accepted for payment; seconded by Mr. Farrell. DECEMBER 201 9 PURCHASE ORDE RS Treasurer, State of New Jersey 4th quarter Marriage Monies $ 325.00 Treasurer, State of New Jersey 4th quarter Burial Permit Monies 10.00 R.R. Donnelley State Paper 661.50 W.B. Mason Office Supplies 1,285.70 Carried. NEW BUSINESS 1) RABIES CLINIC – JANUARY 25, 2020 The Rabies Clinic will be held January 25th at the Train Station. Cats will be inoculated from 1:00 – 1:30 and Dogs from 1:30 – 3:30. Dr. Dyan Muller will administer the shots. The clinic is open and free to all residents of New Jersey. A discussion was held. 2) PLASTIC BAG & STYROFOAM BAN Paramus enacted a borough wide ban on single-use plastic bags and Styrofoam food containers which went into effect January 1, 2020. The following items are exempt from the ordinance: straws, cup lids, utensils, pre-packaged food and transparent covering, garbage pet and yard waste bags. Hospitals and nursing homes are exempt from the ordinance. The Board discussed the possibility of doing this in Westwood. After a lengthy discussion it was decided to ask our establishments to voluntarily switch over to products that would reduce our footprint. OLD BUSINESS 1) 2020 BOARD OF HEALTH SALARY BUDGET A discussion was held regarding the budget process. Council President Montana explained that the Salary Budget will be adopted by May or June this year. COUNCIL LIAISON REPORT 1) DR. LARDARO Council President Montana thanked Dr. Lardaro for her commitment and years of service as a Board of Health Member. 2) BOARD REAPPOINTMENTS/APPOINTMENTS Council President Montana welcomed back Mrs. Beckman and Mr. Tremble and welcomed Mrs. Montana to the Board of Health EMERGENT MATTERS: 1) STRAY DOG A Good Samaritan dropped off a dog to the Health Department that was seen running down a street in Westwood earlier in the day. The Board of Health employees kept the dog in their office and called various agencies including the Bergen County Animal Shelter and posted pictures to alert the owner that the dog was at the Board of Health. As of that evening no one claimed the dog so Pres. Beckman brought the dog home until its owner could be found. Ms. Blehl informed Police Dispatch that the dog would be with Mrs. Beckman until the owner called for the dog. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Tremble made a motion that the meeting be adjourned; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Carried. The meeting adjourned at 8:52 P.M.
