BOROUGH OF WESTWOOD HISTORIC PRESERVATION COMMISSION Thursday, February 21, 2019 OPENING OF THE MEETING 1. The meeting was called to order at 7:33pm. 2. Statement of Adequate Notice 3. Pledge of Allegiance ROLL CALL 1. Present: Lauren Letizia, Councilwoman Erin Collins, Alena Bohacova, Michael Malatino, Grace Pesanti, and Camille Sasena. 2. Not Present: Maureen Murray, Lisa Marinkovic, and G. Dietrich, consultant, not requested for participation at this meeting based on agenda items. MINUTES January Minutes. Motion to approve the minutes by L. Letizia and 2nd by A. Bohacova. All in favor. PROCEDURAL 1. Membership - Oaths, Reclassification & Openings - L. Letizia/E. Collins a. RECLASSIFICATION: Maureen Murray, Alt. 1 (replace L. Marinkovic) b. RENOMINATION: G. Pesenti (Class B, exp. 2018) c. RENOMINATION: G. Dietrich (Consultant, exp. 2018) d. OPEN: Member Class C – Nomination of Matthew Corso (A or B) (to replace J. Whelan) e. OPEN: Alternate 2. 2018 Review / Report to Planning Board. On February 28, 2019, L. Letizia will be providing an update to the planning board. 3. Contact Info – L Letizia reminded the board members to update their contact information. CORRESPONDENCE 1. January 28, 2019 – Email from State Historic Preservation Office re: training, Preservation Practice for Historic Preservation Commissions in Morristown. 2. January 30, 2019 – Email from State Historic Preservation Office re: extension for the grants for Certified Local Government participants. 3. Mail from Bergen County of Office of Historic Preservation re: Nomination for 2019 Bergen County Historic Preservation Awards. 4. February 8, 2019 – Email request from NJ State Library email – request to complete a survey – forwarded from Heritage Society. L. Letizia completed it on behalf of the Commission. 5. February 19, 2019 – State Historic Preservation Office sent an email re: March 9, 2019 Preservation Workshop. 6. E. Collins sent an email regarding the Beauty in the Cemetery event at the Wyckoff Library next week. BOROUGH OF WESTWOOD HISTORIC PRESERVATION COMMISSION Thursday, February 21, 2019 STATEMENT OF ACCOUNTS and VOUCHERS 1. YTD Spending Report - L. Letizia. The municipal budget has not been passed yet. The Commission has a preliminary budget of $1,000. 2. Requisition Extension for Train Station Plaque L. Letizia. Motion to have a formal request to the counsel to extend the to purchase of the plaque until June 30, 2019 and 2nd by A. Bohacova. All in favor. OLD BUSINESS 1. Train Station Nomination Status Update – G. Dietrich contacted the State and he was able to communicate with Bob. He advised him that it still pending. G. Dietrich was promised that it would get done by the end of the month. The Heritage Society suggested reaching out State Assemblywoman Holly Schepisi. 2. 84 Washington Ave - C. Sasena suggested that we should use it for an indoor public space as a gateway to revitalize the community while highlighting Westwood history and its preservation. Open discussion on possible issue with the indoor public space. L. Letizia suggested looking at the Building Department records regarding this building. 3. Certified Local Government - M. Malatino – no update at this time. 4. Training Status & Opportunities a. Preservation Practice for Historic Preservation Commissions - Rutgers MARCH program on March 9, 2019 in Morristown, NJ. b. National Park Service endorsed online training session. 5. Celebrate Westwood a. Updated Central Business District list - C. Sasena is working on the research finding any gaps. Other departments including Police and Fire are doing their own research and they might be able to contribute. b. Walking Tour – waiting on more research from CBD. NEW BUSINESS 1. Parian / Old Bank Building – The business is closing on February 28, 2019. It is a key contributing building from the Bergen County survey done in 1982. Build in 1908 with the latest restoration in 2006. It was considered the state of the art bank at the time it was built. It had a succession of jewelry stores from 1950s. Open discussion on the future of the building. 2. Pride of Place Program - Open Discussion on how to reach our community, including social media, survey and other form of education. L. Letizia conducted an initial research and reported that awarding community members is very popular in Ireland. L. Letizia will draft a proposal/nomination form and by May 2019 have a winner. 3. Jefferson Ave Historic District Brochure -L. Marinkovic – tabled until next meeting. ADJOURNMENT Motion to adjourn by L. Letizia and 2nd by M. Malatino at 8:30pm. All in favor.
