BOROUGH OF WESTWOOD HISTORIC PRESERVATION COMMISSION Thursday, May 18, 2023 7:30 PM, Borough Hall 1. OPENING OF THE MEETING – 7:45 pm 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL – Mike Bieri, Beth Dell, Noeline Grefrath, Jackie Martin Christine Scheideler, Lou Scheideler Absent: Steve Lydon, Tom Leavy 4. APPROVAL OF MINUTES - April Minutes submitted by CS, accepted for approval - Motion J. Martin, 2nd N. Grefrath. Motion passed. CS to forward approved minutes to JMV 5. PROCEDURAL – n/a 6. CORRESPONDENCE – Beth Dell: Tom Leavy resignation. Currently the HPC has two open alternate positions (Alternate Members shall meet the qualifications of Class C members. Class C members shall be citizens of the municipality who shall hold no other municipal office, position or employment except for membership on the Planning Board or Board of Adjustment. See membership.) and one open Class B position (Class B: A person who is knowledgeable or with a demonstrated interest in local history and who may reside outside of the municipality.) 7. STATEMENT OF ACCOUNTS and VOUCHERS – n/a (account balance unchanged: $5,800.00) $1,000.00 approved for library, $850 approved to Tim Adriance. 8. OLD BUSINESS a. Projects – - Designation 84 Washington – L. Scheideler informed Tim Adriance of approval for services. Tim will work on a resolution to be presented to HPC approval. - Walking Tour #2 - TravelStorys Program – L. Scheideler informed Tim Adriance of interest. Tim suggested Iron Horse to Fire House. HPC to recommend sites (3-4) after consideration, recommendation for consideration: 84 Washington Ave, former Ford dealership, Mt. Everest, Iron Horse - Draft Ordinance Project – S. Lydon, progress submitted to L. Scheideler - Photo Documentation – Suggestions to be discussed and submitted to FV. [J. Martin reviewed access to google drive with members (re: photo inventory submitted by R. Frant Visuals, list established from County Commission records & amended by HPC)] b. Historic Properties – See new business c. Training Status & Opportunities – Link to Bill Martin’s History of Home Construction in the Pascack Valley will be made available to HPC members d. Annual Report to Planning Board – Members to review, respond by May 26 with comments/revisions. L. Scheideler to make presentation to the Planning Board June 22nd; will coordinate with J. Hodges for scheduling. [L. Scheideler to contact Jayme Hodges, chairperson Westwood Planning Board, re: meeting date for presentation of Annual Report. Report to be distributed to Westwood Zoning Board, chairperson W. Martin and Westwood Borough Clerk, Karen Hughes. HPC members to review Annual Report at next meeting, May 18, 2023] e. Nomination of Jefferson Ave Property, County Historic Preservation Awards – J. Martin i. Awards Ceremony [May 4, 2023, 7:00 pm, Valley Brook Golf Club in River Vale] ---- B. Dell, J. Martin, C. Scheideler in attendance. CS to copy program booklet for distribution to HPC members. - J. Martin suggested submitting HPC walking tour for 2024 Awards. f. Social Media – Facebook Page – Submissions to L. Scheideler - No Report. g. Elisabeth Maul - Eagle Scout Project – B. Dell – No Report. 9. NEW BUSINESS a. Grant Opportunities i. 2023 Discover NJ History License Plate Fund – L. Scheideler Applications opened (May 1st, August 1st, November 1st for Board Approval) HPC members to review and prepare materials for targeted August submission. ii. Bergen County Open Space Trust Fund Application discussed & considered; submission planned for early 2024 iii. B. Dell emailed Annual Report 2021/22 to members for review b. Possible Designations – Updated list – (see Land Use Ordinance, Westwood Borough Website) HPC members ordered the following list of properties to be considered for preservation: i. Former Bank of America Building (Corner of Westwood Ave + Broadway) (Lot 9, Block 907) – 4 Story Building ii. Veteran’s Park/Bandstand, (assumption: Mayor Bogert sold property to the Borough) iii. Fireman’s Park iv. Library v. Grace Episcopal Church, Kinderkamack Road vi. 29 Park Ave (next to library), removed from consideration due to renovations vii. Future consideration: 19 & 25 Boulevard, Bogert Built furniture, George Mulhauser, owner. c. Westwood Pride Day June, 11, 10:00-5:00 pm. L. Scheideler will send out sign up for the day. B. Dell will respond to organizing committee. d. B. Dell – initiated discussion re: HPC lawn signs e. WCTV – Interest in recording someone experiencing the walking tour; J. Martin to ask W.
