FINANCE COMMITTEE MEETING

Monday, May 13, 2019—5: 30 p.m.
City Manager Andres Garza, Jr. declared a meeting of the City Council Finance Committee duly open for
the transaction of business at 5: 43 p.m.
Committee Members present were: Councilmember Russell Machann, Councilmember Alice Heard
and Mayor Tim Barker.
Committee Member absent was: None.
City Council Member present was: Councilmember Terry Freese.
Staff members present were: City Manager Andres Garza, Jr., City Attorney Paul Webb,
Assistant to the City Manager Brandi Jimenez, Finance Director
Joan Andel, Emergency Management Coordinator Steve Johnson
and Community Development Coordinator Gwyn Teves.
Staff member absent was: None.
Visitors: Mr. Ron Sanders, Executive Director of the Wharton Chamber of
Commerce.
The third item on the agenda was public comments. There were no public comments.
The fourth item on the agenda was to review and consider the minutes from the meeting held April 22,
2019. Councilmember Russell Machann made a motion to approve the minutes as presented. Mayor Tim
Barker seconded. All voted in favor.
The fifth item on the agenda was to review and consider Request from Mr. Ron Sanders, Executive
Director of the Wharton Chamber of Commerce for funding for the 1st Annual Texas Salsa
Showdown. City Manager Andres Garza, Jr., stated to the Committee that he had received a letter
from Mr. Ron Sanders, Executive Director of the Wharton Chamber of Commerce requesting
4, 000.00 in support of the 1st Annual Texas Salsa Showdown. Mr. Ron Sanders presented the
Committee information on the event and why the funding was needed. After some discussion,
Councilmember Russell Machann made a motion to recommend to the City Council the approval
ofthe funding for the 1st Annual Texas Salsa Showdown. Councilmember Alice Heard seconded.
All voted in favor.
The sixth item on the agenda was to review and consider City of Wharton Depository with
Prosperity Bank. Finance Director Joan Andel stated to the Committee that on August 22, 2016,
the City Council approved a bank depository contract with Prosperity Bank for a three year period
beginning October 1, 2016 and ending September 30, 2019 with an additional one year extension
not to exceed two additional years. She stated that she received a letter from Prosperity Bank
City to the for an additional year. After some discussion,
requesting the extend agreement
Councilmember Russell Machann made a motion to recommend to the City Council the approval
of the Prosperity Bank Depository Contract. Councilmember Alice Heard seconded. All voted in
favor.
The seventh item on the agenda was to review and consider Proposals for Debris Removal
Services. Community Development Coordinator Gwyn Teves stated to the Committee that on
April 9, 2019, five bids were received for Debris Removal Services. They were as followed:
1. Custom Tree Care.
2. DRC Emergency Services.
3. Ceres Environmental Service, Inc.
4. D& J Enterprises, Inc.
5. TFR Enterprises, Inc.
She stated that on April 22, 2019, the Committee met and received the proposals for their review.
She stated that Committee voted to rank the bids at the next meeting and the top three highest
ranked would be interviewed. The Committee ranked the proposals and the top three to be
interviewed were as followed:
1. Ceres Environmental Service, Inc.
2. DRC Emergency Services.
3. TFR Enterprises, Inc.
After some discussion, Mayor Tim Barker made a motion to interview the top three. Finance
Director Joan Andel seconded. All voted in favor.
The eighth item on the agenda was to review and consider Proposals for an acquisition and
relocation firm for the Wharton Levee Project.
Community Development Coordinator Gwyn
Teves stated to the Committee that on May 6, 2019, the City Staff received Statements of
Qualifications for an acquisition and relocation firm for the Wharton Levee Project.
She stated that proposals were received from:
1. HDR
2. Halff Associates
3. OPC
Aftersome discussion, Mayor Tim Barker made a motion to interview all three firms.
Councilmember Russell Machann seconded. All voted in favor.
The ninth item on the agenda was adjournment. Councilmember Russell Machann moved to
adjourn. Councilmember Alice Heard seconded the motion. All voted in favor.

Notice is hereby given that a City Council Finance Committee Meeting will be held on
Monday, May 13, 2019 at 5:30 PM at the Wharton City Hall, 120 East Caney Street, Wharton,
Texas, at which time the following subjects will be discussed to-wit:

City Council Finance Committee Meeting is a true and correct copy of said Notice and that I
