MINUTES OF CITY OF WHARTON PUBLIC WORKS COMMITTEE MEETING City Ha11, 120 East Caney Street, Wharton, Texas Monday, June 8, 2020 5: 30 p.m. City Manager Andres Garza, Jr. declared a meeting of the City Council Public Works Committee duly open for the transaction of business at 5: 30 p.m. Committee MembersP resent: Councilmember Don Mueller, Councilmember Clifford Jackson and Councilmember Terry Freese. Committee Member absent: None. Staff Members present: City Manager Andres Garza, Jr., Finance Director Joan Andel, Assistant to the City Manager Brandi Jimenez, Community Development Director Gwyneth Teves and Public Works Director John Plaia. Staff Members absent: None. Visitors present: Mayor Tim Barker, Mr. Stephen Swindell-Jones and Carter and Mr. Chad Odom-Wharton Economic Development Corporation Executive Director. Public comments. There were no public comments. The first item on the agenda was to review and consider minutes from the meeting held May 19, 2020. Councilmember Don Mueller made a motion to approve the minutes as presented. Councilmember Terry Freese seconded. All voted in favor. The second item on the agenda was to review and consider a Resolution: A resolution of the Wharton City Council awarding a contract to aftermath structural repairs for the Emergency Structural Repairs to the Santa Fe Outfall Structure and authorizing the Mayor of the city of Wharton to execute all documents relating to said contract. Community Development Director Gwyn Teves stated that during Hurricane Harvey in 2017 the Santa Fe Outfall received damage. She stated that the City Staff had been working with Jones and Carter and the United States Army Corp of Engineers ( USACE) on the status and repairs of the Outfall. She stated that the USACE had been working on getting a team to come inspect and eventually repair the outfall, however, in the meantime, Jones and Carter has been doing inspections after each major rain event or high water event and has located a crack in the structure that could result in sudden and catastrophic failure of the structure. She stated upon notification to the USACE of this problem, they were unable to provide a timeline on any repairs to be made and our consultant who was formerly with the USACE had advised the funding and repair process could possibly take up to 2 years and this would not be acceptable under the current circumstances. She stated that Jones & Carter was contracted for the Santa Fe Outfall and had requested quotes from contractors who are able City of Wharton Public Works Committee Meeting May 19, 2020 Page 2 of 2 to perform the emergency repairs. She stated that they were only able to locate one contractor who could provide the repairs needed. After some discussion, Councilmember Terry Freese made a motion to recommend to the City Council the approval of the emergency repairs to the Santa Fe Outfall. Councilmember Don Mueller seconded the motion. All voted in favor. The third item on the agenda was adjournment. Councilmember Don Mueller moved to adjourn. Councilmember Clifford Jackson secon ed.
