Smayda The Special Meeting of the Common Council called for Monday, June 24, 2013, at six o'clock in the evening in the Mayor's Conference Room, Municipal Building. Mayor Roach presiding and the following Members present: Mr. Boykin, Mr. Kirkpatrick, Mr. Martin, Mrs. Lecuona, and Mrs. Smayda. Absent: Mr. Krolian ________ The Special Meeting was called to consider a resolution in relation to authorization to submit proposals to the County of Westchester to receive grants to provide Youth Employment Services to In-School and Out- of-School Youth, and to discuss proposed Capital Projects. ________ Communication received from Director, Youth Bureau. Ms. Smayda moved that it/they be filed and spread in full upon the minutes. Mr. Boykin seconded the motion. Carried. June 21, 2013 Honorable Mayor Thomas M. Roach and Members of the Common Council: The White Plains Youth Bureau is in receipt of the Westchester Workforce Development Academy for Youth In School and Out of School grant applications for July 1, 2013 through June 30, 2014. I would like to request that the Youth Bureau Director be authorized to submit these two grant applications. Honorable Mayor Thomas M. Roach and Members of the Common Council: The White Plains Youth Bureau is in receipt of the Westchester Workforce Development Academy for Youth In School and Out of School grant applications for July 1, 2013 through June 30, 2014. I would like to request that the Youth Bureau Director be authorized to submit these two grant applications. A RESOLUTION AUTHORIZING THE DIRECTOR OF THE CITY OF WHITE PLAINS YOUTH BUREAU TO SUBMIT PROPOSALS TO THE COUNTY OF WESTCHESTER AND THE WESTCHESTER/PUTNAM WORKFORCE INVESTMENT BOARD IN ORDER TO RECEIVE GRANTS TO PROVIDE WORKFORCE INVESTMENT ACT (WIA) YOUTH EMPLOYMENT SERVICES TO IN-SCHOOL YOUTH 14 TO 18 YEARS OF AGE AND WORKFORCE INVESTMENT ACT (WIA) YOUTH EMPLOYMENT SERVICES TO OUT-OF-SCHOOL YOUTH 19 TO 21 YEARS OF AGE WHEREAS, the City of White Plains Youth Bureau has regularly in the past received grants, extended on an annual basis, from the County of Westchester and the Westchester/Putnam Workforce Investment Board to provide Workforce Investment Act (WIA) youth employment services to in-school youth 14 to 18 years of age and Workforce Investment Act (WIA) youth employment services to out-of-school youth 19 to 21 years of age ; and WHEREAS, on June 17, 2013 the County of Westchester and the Westchester/Putnam Workforce Investment Board issued requests for proposals to issue grants for the July 1, 2013 -June 30, 2014 fiscal year to provide Workforce Investment Act (WIA) youth employment services to in-school Youth 14 to 18 years of age and Workforce Investment Act (WIA) youth employment services to out-of-school youth 19 to 21 years of age which proposals are required to be submitted by June 28, 2013 ; and WHEREAS, the City of White Plains Youth Bureau would like to submit proposals to the County of Westchester and the Westchester/Putnam Workforce Investment Board in order to continue to provide Workforce Investment Act (WIA) youth employment services to in-school youth 14 to 18 years of age and Workforce Investment Act (WIA) youth employment services to out-of-school youth 19 to 21 years of age; and WHEREAS, the Common Council finds that it would be in the best interests of the City for the City of White Plains Youth Bureau to continue to provide Workforce Investment Act (WIA) youth employment services to in-school youth 14 to 18 years of age and Workforce Investment Act (WIA) youth employment services to out-of-school youth 19 to 21 years of age ; now, therefore, be it RESOLVED, that the Common Council authorizes the Director of the City of White Plains Youth Bureau to submit proposals to the County of Westchester and the Westchester/Putnam Workforce Investment Board in order to continue to provide Workforce Investment Act (WIA) youth employment services to in- school youth 14 to 18 years of age and Workforce Investment Act (WIA) youth employment services to out-of-school youth 19 to 21 years of age; and be it further RESOLVED, that this resolution shall take effect immediately. Carried. ________ The Special Meeting continued with discussion of proposed Capital Projects. ________ On motion of Council President Smayda, seconded and duly carried, the Common Council adjourned the meeting. ________ Anne M.
