F/S AND ATTACHMENT FILED.  AN ORDINANCE AMENDING THE TRAFFIC ORDINANCE OF THE CITY OF WHITE PLAINS IN RELATION TO MODIFYING A “NO STANDING AT ANY TIME” ZONE FOR THE WEST SIDE OF DR. MARTIN LUTHER KING, JR. BOULEVARD; MODIFYING A “NO PARKING” ZONE ON THE EAST SIDE OF CHURCH STREET; AND MODIFYING A “NO PARKING” ZONE ON THE WEST SIDE OF FERRIS AVENUE. The Common Council of the City of White Plains hereby ordains and enacts as follows: No Standing at Any Time Section 1. Subdivision 9-b of Section 222 of Article II of an ordinance adopted by the Common Council of the City of White Plains on the third day of September 1946, entitled, “An ordinance regulating traffic in the City of White Plains and providing penalties for the violations of its provisions,” said ordinance as last amended on 5th day of December 2011, is hereby amended as follows: 9-b. Dr. Martin Luther King, Jr. Boulevard, on the west side, for approximately 140 feet north from a point approximately 155 feet north of the northerly curb line of Hamilton Avenue, and for a distance of approximately 70 feet south of the south curb line of Hamilton Avenue, and for a distance of approximately 275 feet northerly from the Martine Avenue curb line, and on the east side between Hamilton Avenue and Main Street and on both sides, between Main Street and Martine Avenue. No Parking Section 2. Subdivision 31 of Section 202 of Article II of said ordinance as last amended on April 2, 2012, is hereby amended to read as follows:  31. Church Street, on the easterly side, for a distance of approximately 195 feet starting at a point approximately 197 feet north of the northerly curb line of Main Street, and starting from a point approximately 305 feet north of Main Street to Hamilton Avenue, and north from a point approximately 122 feet north of the point opposite the northerly curb of Wardman Street, and opposite of the Church Street Elementary School, starting at the raised crosswalk and extending southerly a distance of approximately 150 feet, and between Rockledge Avenue and a point approximately 164 feet north of the northerly curb of Park Avenue. Section 3. Subdivision 59 of Section 202 of Article II of said ordinance as last amended on December 3, 2007, is hereby amended to read as follows: 59. Ferris Avenue, on the east side, for approximately 30 feet beginning at a point approximately 710 feet north of Park Avenue in front of #71, for approximately 400 feet north from Richards Street, and for approximately 60 feet north beginning at a point approximately 640 feet north of Richards Street, and for approximately 110 feet south of the south curb line of Cemetery Road, and on both sides, between Park Avenue and Hamilton Avenue, on the west side for approximately 60 feet beginning at a point approximately 325 feet from Cemetery Road. Section 4. This ordinance shall take effect immediately. -2-  24. As per the communication of the Westchester County Planning Board dated February 27, 2013, the proposed development would cover virtually the entire site with impervious surfaces. While it is acknowledged that some subsurface stormwater mitigation is being provided, the Applicant should work with the City to reduce stormwater runoff from the site even further by substituting pervious pavers for the proposed asphalt in the “snow stockpile area” and perhaps additional areas as suitable for this treatment. -34-
