1. Ordinance amending an ordinance entitled, “The Zoning Ordinance of the City of White
Plains” in relation to amending Sections 4.4.21 and 9.5.3 pertaining to the requirements
for review by the Design Review Board of certain solar panel energy systems.

3. Ordinance authorizing the Mayor to enter into an agreement with the U.S. Department
of the Interior, National Parks Service, Washington Rochambeau Revolutionary Route

4. Ordinance of the Common Council of the City of White Plains authorizing the
Commissioner of Public Works to enter into a revocable license agreement with White
Plains Hospital to permit a pedestrian bridge over Davis Avenue, together with footings
and foundations; a stair tower along Davis Avenue and an elevator along Davis
Avenue. ADOPTED 6 - 0. COUNCIL VACANCY
5. Ordinance of the Common Council of the City of White Plains authorizing the Mayor to
enter into a contract with the County of Westchester, Department of Community Mental
Health, in order to receive $181,299 in funding to continue the Project Hope Program
through the New York State Office of Alcoholism and Substance Abuse Services
(OASAS) providing alcohol and substance prevention services to the City of White
Plains. ADOPTED 6 - 0. COUNCIL VACANCY
6. Ordinance amending an ordinance adopted January 7, 2013, entitled, “An ordinance of
the Common Council of the City of White Plains authorizing the Mayor, or his designee,
to enter into a contract with the Westchester Community Foundation on behalf of the
City of White Plains, through its Youth Bureau, to receive a one year grant to support
the Growing White Plains Project and to amend the FY 2012-2013 Youth Development
Fund to reflect this grant.” ADOPTED 6 - 0. COUNCIL VACANCY.

Bargaining Agreement between the City and the White Plains Police Benevolent
Association with regard to the creation, staffing and operation of a canine unit. F/S
8. Ordinance ratifying and approving a tentative agreement providing for an
amendment to the Collective Bargaining Agreement between the City of White
Plains and the Police Benevolent Association of the City of White Plains, Inc.,
with regard to the impact of the City’s decision to create, staff and operate a
