on June 5, 2017 and extending to June 1, 2020, subject to the findings and

application submitted on behalf of 120 Bloomingdale Road LLC (“Applicant”) for
an additional one year extension of an amended site plain approval under
Section 7 and 3.6 of the Zoning Ordinance of the City of White Plains (“Zoning
Ordinance”) granted by the Common Council by resolution adopted May 7, 2013,
amended February 3, 2014, and extended for one year each by consecutive
extension resolutions adopted July 7, 2014, June 1, 2015, and June 6, 2016, to
construct approximately 46,843 square feet fo new upscale retail use on the
existing site located at 120 Bloomingdale Road which is currently developed with
an approximately 141,427 square foot office building, including an approximately
10,000 square foot day care facility, and for a Special Permit under Section 6 of
the Zoning Ordinance to establish restaurants and outdoor dining associated
with such restaurants for approximately 6,000 square feet, for a total of
approximately 53,000 square feet of retail/restaurant use and associated
parking, for the new development to be known as “Heritage White Plains”
(formerly known as The Venue), with the principal portion of the site being
located in the B-1 “S” Zoning District (approximately 5.8 acres) and a smaller
portion of the site being located in the R2-2.5 Zoning District along Hale and
Carhart Avenues (approximately .87 acres) and being together declared a single
development site by the Common Council in its prior May 5, 2008 site
plan/special permit approval, and further being an environmentally sensitive site
under Section 4.4.25 of the Zoning Ordinance. ADOPTED 7 - 0

year extension of the project site plan approval granted to Esplanade White
Plains Venture Partnership (“Applicant”), the owner of the project referred to
herein as “The Esplanade” and consisting of the re-purposing and re-
development of existing buildings located at 95 South Broadway and 4 Lyon
Place (Section 125.84, Block 4, Lot 8, and Section 125.84, Block 5, Lot 2),
pursuant to Section 7 of the Zoning Ordinance of the City of White Plains
(“Zoning Ordinance”), such re-purposing and re-development includes a mixed
use development on a single development site, changing from the current
assisted living facility and hotel use, to a predominantly residential development
consisting of the construction of 212 upscale rental apartments, 13 units (6%) of
which will be affordable units, and supported by amenities, including a pool,
fitness center and outdoor gathering spaces, with 2,116 square feet of retail use,
6,750 square feet of restaurant use, and 9,000 square feet of medical office
space at the ground level, all of which will be located within the existing
structures, with associated parking, joint use parking and payment by the
applicant of fee-in-lieu of parking for twenty spaces, and payment of fee-in-lieu,
in the amount of $626,500 to be used exclusively for park, playground and other
recreational purposes, including the acquisition of real property, to mitigate the
recreational impact of the new multi-family project, in accordance with General
City Law Section 27-A. TABLED
65. Communication from Commissioner of Public Works in relation to a proposed
amendment to condition 43 of a resolution previously adopted in 2014 granting site plan
approval to LCOR 55 Bank Street LLC, which would authorize the City to receive a
payment of $250,000 to fulfill to requirement to reline/replace the existing sanitary
