Smayda The Annual Meeting of the Common Council held Tuesday, January 2, 2018, at seven thirty o'clock in the evening in the Common Council Chamber in the Municipal Building. Mayor Roach presiding and the following members present: Mr. Brasch, Mrs. Hunt-Robinson, Mr. Kirkpatrick, Mr. Krolian, Mrs. Lecuona, Mr. Martin. Judge Joann Friia administered the Oath of Office to Hon. Thomas M. Roach. Mayor Roach administered the Oath of Office to Hon. Justin Brasch, Hon. John Kirkpatrick and Hon. John Martin. The Mayor declared the next order of business the nomination of a Council President. 2 COMMON COUNCIL MINUTES January 2, 2018 Mr. Kirkpatrick moved to nominate John Martin as Council President. Mrs. Hunt-Robinson seconded the motion. The Mayor asked if there were any other nominations from the floor, and there being none asked that the nomination be closed. Mr. Kirkpatrick moved that the nomination be closed. Mrs. Hunt-Robinson seconded the motion. Carried. The Mayor stated that John Martin was nominated as Council President to a term which will expire on December 31, 2019. Approved by the following roll call vote: Mr. Brasch, Mrs. Hunt-Robinson, Mr. Kirkpatrick, Mr. Krolian, Mrs. Lecuona, Mr. Martin and the Mayor. Carried. To the Honorable Mayor and Members of the Common Council of The City of White Plains: Submitted herewith is an ordinance authorizing the settlement of tax review proceedings. These proceedings were brought on behalf of the owner(s) or lessee(s) of the properties located at 280 Ferris Avenue, 95 Church Street, 300 Hamilton Avenue, 4 Cottage Place, 99 Court Street, 177-183 East Post Road, 200 Mamaroneck Avenue, and 202 Mamaroneck Avenue, White Plains, NY. The Law Department has reviewed the proposed settlements with our Assessor, who recommends them. Based upon our review, it is my opinion that the settlements are appropriate and should be accepted. NOW, THEREFORE, the Common Council of The City of White Plains hereby ordains and enacts as follows: Section 1. The settlement of the aforesaid proceedings in the manner set forth above be and the same hereby is approved. §2. The Commissioner of Finance, under the direction of the Corporation Counsel, be and is hereby authorized and directed to pay the amount of the refunds stated above, without interest to the petitioners or persons paying such tax or other levy in the manner provided by Section 726 of the Real Property Tax Law. All payments for current year taxes shall be payable from budget code A021-01110 and all payments for prior year's taxes shall be payable from budget code A021 - 4.201. Payment of the refunds authorized herein with respect to any one of the aforementioned properties is subject to the payment of any outstand- ing taxes due on that property, including any interest or penalties due thereon, or the Commissioner of Finance may apply such amount of the refunds authorized with respect to any one of the aforementioned properties to satisfy any outstanding taxes due on that property, including any interest or penalties due thereon. §3. The Mayor is hereby further authorized to direct the Commissioner of Finance to receive and disburse funds accordingly. §4. TO THE HONORABLE MAYOR AND COMMON COUNCIL OF THE CITY OF WHITE PLAINS For approximately eight years, Clear Channel Outdoor, Inc. (CCO) has installed, managed, and maintained fifteen (15) digital displays at locations throughout the municipal parking system (Parking System Displays). The displays have generated income for the City through revenue sharing of advertising fees. The digital displays have also provided the City with the ability to publicize City events, programs, and other information at no cost. Submitted for your consideration is an ordinance authorizing the Mayor to enter into an agreement with Clear Channel Outdoor, Inc. to permit CCO to sell and display advertising on Parking System Displays. CCO would be required to maintain the Parking System Displays and would pay the City 35% of all gross advertising fees. A minimum payment of $30,000 per year would be paid to the City. Mrs. Lecuona moved adoption of the following ordinance. 10 COMMON COUNCIL MINUTES January 2, 2018 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF WHITE PLAINS AUTHORIZING THE MAYOR OR HIS DESIGNEE TO ENTER INTO AN AGREEMENT ON BEHALF OF THE CITY OF WHITE PLAINS WITH CLEAR CHANNEL OUTDOOR, INC. (CCO), TO ALLOW CCO TO SELL AND DISPLAY ADVERTISING ON PARKING SYSTEM DISPLAYS. December 8, 2017 TO THE HONORABLE MAYOR AND MEMBERS OF THE COMMON COUNCIL: The County of Westchester has awarded the White Plains Youth Bureau $30,828 to support the White Plains Youth Bureau's Comprehensive Youth Alternatives Projects Program. The contract period is January 01, 2017 to December 31, 2017. I am requesting that the Mayor be authorized to enter into a contract with Westchester County to receive these funds. To the Honorable Mayor and Members of the Common Council of the City of White Plains The White Plains Public Library has received a grant of $25,000 to design and implement coding programs for young people. The grant is from Libraries Ready to Code, an initiative of the American Library Association sponsored by Google, with the mission of promoting computer science and computational thinking among youth. In order to properly account for the receipt of these revenues and the subsequent expenditures, it is respectfully requested that the Mayor be authorized to direct the Budget Director to make the following budget amendments for Fiscal Year 2017-2018: INCREASE REVENUES: L004-06699 Miscellaneous Other Revenues $25,000 INCREASE EXPENDITURES: L004-2.602 Education $1,000 L004-3.011 Program Supplies $2,600 L004-3.022 Software $9,000 L004-4.709 Library Program Activities $4,800 L004-5.210 Personal Computers $7,600 $25,000 ________________ ________________ Submitted is an ordinance authorizing the White Plains Public Library to accept this grant from the American Library Association and authorizing the Budget Director to amend the FY 2017-2018 Library Fund Budget by $25,000.
