PUBLIC HEARING:
1. Public Hearing in relation to the petition submitted on behalf of WP Development
NB, Inc., to amend the Zoning Ordinance to create a new Planned Residential
Development Zoning District and amend the Zoning Map classification from RM-
1.5 to Planned Residential Development, and the Draft Environmental Impact
Statement.

2. Communication from Corporation Counsel in relation to the settlement of certain
tax review proceedings.

4. Communication from Corporation Counsel in relation to a change of control of
Crown Castle Fiber LLC (formerly known as Lightower Fiber Networks II, LLC),
Fibertech Facilities Corp., and Crown Castle NG East LLC, and subsequent
transfer of the franchise agreement of Crown Castle East LLC pursuant to
existing franchise agreements between the City of White Plains and various

7. Ordinance of the Common Council of the City of White Plains to amend
the Capital Projects Fund by establishing Capital Project No. C5528,
entitled “Garage Lighting Retrofit.”
8. Communication from Commissioner of Public Works in relation to an
amendment to the Municipal Code to increase the Water Rules and Regulations.
9. Ordinance of the Common Council of the City of White Plains amending
Paragraphs F, G and H of Appendix A, Section 7-8-121 of the White
Plains Municipal Code, Water Rules and Regulations, prescribed by the
Commissioner of Public Works pertaining to revising certain water rates
and charges and connection fees.
10. Communication from Commissioner of Public Works in relation to an Inter-
municipal Agreement (“IMA”) with the County of Westchester in relation to
performing work on County of Westchester property adjacent to the Library Plaza
Project.
11. Ordinance of the Common Council of the City of White Plains authorizing
the Mayor or his designee to enter into an Inter-municipal Agreement
(“IMA”) with the County of Westchester in relation to performing work on
County of Westchester property adjacent to the Library Plaza Project.
12. Communication from Commissioner of Public Works in relation to an award
under the NYS Water Infrastructure Improvement Act Grant for Sanitary Sewer
Reconstruction from the NYS Environmental Facilities Corporation in the amount
of $225,991.00.
13. Ordinance of the Common Council of the City of White Plains authorizing
the Mayor or his designee to execute documents necessary to accept
grant funds awarded for a New York State Water Infrastructure
Improvement Grant for sanitary sewer reconstruction from the New York
State Environmental Facilities Corporation.
14. Communication from Deputy Commissioner of Public Safety in relation to an
agreement with New England Fire Apparatus Reserve to borrow a reserve fire
engine (pumper), due to repairs to equipment.
15. Ordinance of the Common Council of the City of White Plains authorizing
the Mayor or his designee to enter into an indemnification agreement with
New England Fire Apparatus to allow the Fire Bureau to borrow a reserve
fire engine.
16. Communication from Deputy Commissioner of Public Safety in relation to an
indemnification agreement between the City and 440 Hamilton Owner, LLC, to
utilize 440 Hamilton Avenue to conduct large area searches, downed person
rescue and active shooter training.
17. Ordinance of the Common Council of the City of White Plains authorizing
the Commissioner of Public Safety to enter into an indemnification
agreement with the owner of 440 Hamilton Avenue for use of the
premises located at 440 Hamilton Avenue, to allow the Department to
conduct training exercises for large area search, downed firefighter rescue
and active shooter training.
18. Communication from Deputy Commissioner of Public Safety In relation to a
donation from Bristol Assisted Living in the amount of $250, to be used to
provide fire and carbon monoxide detectors to be installed in residential
occupancies at safe housing emergencies.
19. Ordinance of the Common Council of the City of White Plains authorizing
the Mayor, or his designee, to accept, on behalf of the City of White
Plains, a donation from the Bristol Assisted Living in the amount of $250
to be used to purchase smoke and carbon monoxide detectors to be
installed in occupancies at safe housing emergencies.
20. Communication from Commissioner of Recreation and Parks in relation to an
agreement with Westchester County Department of Senior Programs and
Hubbard’s Cupboard to provide lunch catering services for the Senior Center
Nutrition Program.
21. Ordinance authorizing the Mayor, or his designee, to execute an
agreement with Westchester County Department of Senior Programs and
Hubbard’s Cupboard to provide lunch catering services for the Senior
Center Nutrition Program.

22. Communication from Corporation Counsel scheduling concurrent public hearings
for January 7, 2019, on applications submitted on behalf of Crafted American
Kitchen, d/b/a Freebird Kitchen, for a Special Permit for Outdoor Dining and a
Special Permit for Accessory Cabaret at 161 Mamaroneck Avenue.
23. Resolution of the Common Council of the City of White Plains scheduling
public hearings for January 7, 2019 in relation to the application submitted
by Crafted American Kitchen and Bar, LLC, for Special Permits, (1) to
operate an Accessory Cabaret, and (2) for Outdoor Dining at Freebird
Kitchen and Bar, located at 161 Mamaroneck Avenue.
24. Communication from Executive Director, Urban Renewal Agency, in relation to
the scheduling of a public hearing for January 7, 2019, regarding a fourth
amendment to the Land Disposition Agreement between the White Plains Urban
Renewal Agency, the City of White Plains, and LCOR 55 Bank Street LLC.
25. Resolution scheduling a public hearing before the Common Council of the
City of White Plains (“Common Council”) for January 7, 2019, and
authorizing publication of a notice of availability for public review of a
proposed fourth amendment to the contract for sale of land for private
redevelopment by and between the White Plains Urban Renewal Agency
(“Agency”), the City of White Plains (“City”) and LCOR 55 Bank Street
LLC (“LCOR”), approved by the Agency on May 23, 2007, and by the
Common Council on June 4, 2007, as first amended by the Agency on
July 17, 2008, and by the Common Council on August 8, 2008, as second
amended by the Agency on August 13, 2014, and by the Common
Council on September 2, 2014, and as third amended by the Agency on
March 18, 2015 and by the Common Council on April 6, 2015.
