COMMON COUNCIL AGENDA REGULAR STATED MEETING JULY 6, 2020 7:30 PM PLEDGE TO THE FLAG: Hon. Thomas Roach ROLL CALL: City Clerk The City of White Plains Common Council will hold its regularly scheduled meeting on Monday July 6, 2020 at 7:30 p.m., in the Common Council Chambers, 255 Main Street, White Plains, NY. As authorized by the Governor’s Executive Order No. 202.1, one or more members of the Common Council may attend this meeting by conference call or similar service. Due to the public health emergency and the order to limit gatherings and the spread of COVID-19, the Common Council meeting will be closed to in-person attendance by the public and the Citizens to be Heard regularly scheduled for 7:00 pm is cancelled. The regularly scheduled Common Council meeting will be aired live on the White Plains Cable Access Channels (Channel 75 on Altice and Channel 47 on FIOS) and streamed on the City’s website (http://whiteplainsny.swagit.com/live). Any member of the public who would like to participate in the public hearing for Living Word Church, which is seeking a site plan amendment to construct a two story building at 1236 Mamaroneck Avenue, should email Awalsh@whiteplainsny.gov or call 914-422-1285 by 2:00 p.m. on Monday July 6, 2020. In addition, written comments pertaining to Living Word Church may be submitted via email to CityClerk@whiteplainsny.gov indicating the matter in the subject line, or mailed to the City Clerk, 255 Main Street, White Plains NY 10601. Comments must be received by 5 p.m. on July 16, 2020. ADJOURNED PUBLIC HEARINGS: 1. Public Hearing in relation to an application submitted on behalf of Living Word Christian Church for a site plan amendment to construct a two story building addition at property known as 1236 Mamaroneck Avenue, White Plains, NY, which is an environmentally sensitive site as defined by Chapter 3-5 of the White Plains Municipal Code. OPENED/CLOSED 2. Public Hearing in relation to the Petition submitted on behalf of WP Development NB, LLC, for proposed amendments to the Zoning Ordinance of the City of White Plains regarding the creation of a “Planned Residential Development District” and amending the Zoning Map to place the property of WP Development NB, LLC, located at 52 North Broadway, within the “Planned Residential Development District. Communication from Corporation Counsel in relation to an order of consent with the New York State Department of Environmental Conservation regarding the White Plains Fire Department Drill Site. Communication from Corporation Counsel in relation to the retention of appraisers in connection with the defense of tax review and small claims assessment review proceedings for Fiscal Year 2020-2021. Bond Ordinance dated July 6, 2020, authorizing the issuance of $252,500 aggregate principal amount serial bonds of the City of White Plains, County of Westchester, State of New York, to finance the costs of the acquisition, construction or reconstruction of or addition to a bridge. Communication from Commissioner of Finance in relation to a refunding bond ordinance pursuant to Section 90.10 of the Local Finance Law. F/S 15. Ordinance dated July 6, 2020, authorizing the issuance of refunding serial bonds of the City of White Plains, State of New York, pursuant to Section 90.10 of the Local Finance Law of the State of New York, providing for other matters and making certain determinations in relation thereto and providing for the payment of the bonds to be refunded thereby. Communication from Director, Youth Bureau, in relation to additional funding in the amount of $2,279 to continue the Project Hope Program through the New York State Office of Alcoholism and Substance Abuse Services for prevention services. Ordinance of the Common Council of the City of White Plains authorizing the Mayor to receive an additional $2,279 in funding to continue the Project Hope Program through the New York State Office of Alcoholism and Substance Abuse Services (OASAS) providing alcohol and substance prevention services to the City of White Plains for 2020. Communication from Director, Youth Bureau, in relation to funding from the State Education Department’s five year grant in the amount of $779,403, to continue the Youth Bureau’s 21st Century Community Learning Centers. Ordinance of the Common Council of the City of White Plains authorizing the Mayor to receive the fourth year funding of the State Education Department’s five year grant in the amount of $779,403, to continue the Youth Bureau’s 21st Century Community Learning Centers. ADOPTED 7 - 0 20. Communication from Director, Youth Bureau, in relation to a contract with the County of Westchester acting on behalf of Westchester Workforce Development Academy for Youth, to receive $184,000 in funding for Youth Employment Services to Out of School Youth, 16 to 24 years of age. F/S 21. Ordinance of the Common Council of the City of White Plains authorizing the Mayor, or his designee, to enter into a contract with the County of Westchester, acting on behalf of the Westchester Putnam Investment Board through the Westchester Workforce Development Academy for Youth, to receive $184,000 in funding for Workforce Investment and Opportunity Act (WIOA) Youth Employment Services to Out of School Youth, 16 to 24 years of age for the period beginning July 1, 2020 and ending June 30, 2021. ADOPTED 7 - 0 22. Communication from Commissioner of Purchase in relation to a donation of hand sanitizer from Combe Corporation. F/S 23. Ordinance of the Common Council of the City of White Plains, authorizing the Mayor to accept on behalf of the City of White Plains a donation of hand sanitizer. ADOPTED 7 - 0 24. Communication from Personnel Officer in relation to a proposed amendment to the White Plains Municipal Code Compensation and Leave Plan to reallocate a certain position title. F/S 25. Communication from Chairman, Traffic Commission, in relation to a proposed amendment to the Traffic Ordinance at various locations around the City. F/S 27. Ordinance amending the Traffic Ordinance of the City of White Plains in relation to adding “Stop Intersections” on Gedney Esplanade, on Windslow Road, and on Gilbert Place, and modifying the location of the Two Hour Meter Zone on the south side of Martine Avenue between the Library Garage and the Westchester County Office Building. Communication from Corporation Counsel in relation to Westchester County Industrial Development Agency’s issuance of sales tax, mortgage tax and partial real property tax exemptions for Mamaroneck White Plains LLC in conjunction with the construction of a mixed use building at 250 Mamaroneck Avenue. Resolution of no objection to Westchester County Industrial Development Agency’s issuance of sales tax, mortgage tax and partial real property tax exemptions to construct a mixed use building containing 177 residential units, 1,876 square feet of retail space and a parking garage for residential and retail uses at 250 Mamaroneck Avenue by a straight lease of the property.
