WHITEFISH ARCHITECTURAL REVIEW COMMITTEE MINUTES
May 4, 2021
The meeting was called to order by Shane Jacobs at 8:15 AM
PRESENT: Christine Bleyhl, Stacy Caldwell, Shane Jacobs, Diane Kane, Tracy Rossi
ABSENT: Leslie Lowe, Paul McElroy
STAFF: Wendy Compton-Ring
PUBLIC COMMENT: none
MINUTES: The minutes from April 20, 2021 were unanimously approved.
OLD BUSINESS
Craggy Range, Patio Amendments, 10 Central Ave (ARC 21-12) Replacing the lattice
with a metal screening and updated stained fence – same height and location – along
with the approved sails. The lighting remains the same.
Christine – great improvement
Shane – like for like replacement
Motion:
Tracy – move
Christine – 2nd
Discussion: none
Vote: motion passes unanimously
Hartman Duplex, trim color change, 1320 Wisconsin Avenue (ARC 20-25) The applicant
described the corner trim, window trim, door trim and belly band. The remainder would
stay the same wood color.
Christine – different styles on the top of the building versus the bottom half of the building;
would almost be better if the trim was monochromatic with the wood color versus
changing to white
Shane – agrees
Motion:
Christine – move to approve monochromatic trim or leave the same
Stacy – 2nd
1
Discussion:
Shane – maybe more appropriate to deny the request and have them consider our
comments and return with a different design
Stacy – that makes sense
Vote: motion does not pass
Motion:
Tracy – move to table to review the updated color scheme and carefully consider the
Committee comments
Stacy – 2nd
Discussion: none
Vote: motion passes unanimously
NEW BUSINESS
Repainting, 100 E 2nd Street, Esther Barnes (ARC 21-21) The applicant described the
building and where the colors will be applied.
• Beach House: 1 story building portion and main body
• Tree Branch: pop-outs
• Terra Cotta: trims
Christine – would like to see larger samples and understand where the colors are located
could provide that and have larger samples
Shane – corner photos of all sides and point toward where the colors will be located;
possibly have a small portion of the building pressure washed and apply to the building
to see how it will look on the existing wood
Christine – noted concerns with the durability of the paint on the existing wood versus a
stain or semi-transparent stain; the stain will fade where pain could peel
Motion:
Christine – table until larger samples can be provided and review in the field can be
scheduled
Diane – 2nd
Discussion:
Shane – try a sample on the wood to see what it will look like – pressure wash a spot so
the Committee could see them on the existing substrate; a couple of square feet
Vote: motion passes unanimously
Gemini Townhouse, 617 Colorado Avenue & 716 Denver Street, Christine Bleyhl (ARC
21-19) Applicant presented the plan including updated landscaping plan, described the
site and materials. The garage doors will likely be black or something similar
2
Committee discussed the building and landscaping. Can provide samples if needed.
Stacy – looks great; likes and appreciates the detail in the landscaping
Motion:
Stacy – move to approve as submitted
Diane – 2nd
Discussion: none
Vote: motion passes unanimously
Blackstar Brewery/Restaurant Building, 2 Central Avenue, small addition, MT Creative
(ARC 21-20) The applicant described the required stairwell addition. Same material as
existing building and the addition is small scale.
Shane – blends in; elevator on the roof – no; existing parapet height meet the standards
– the top cap will be extended slightly on the inside; shouldn’t be able to see it
Motion:
Tracy – move to approved as submitted
Stacy – 2nd
Discussion: none
Vote: motion passes unanimously
OTHER ITEMS
• Tree Preservation During Construction – will discuss at the next meeting
• Start meetings in person on June 1st
• Paul & Diane are up for reappointment
• ADU – reviewed what the sub-group discussed last week, reviewed a drawing from
Christine showing the roof height and other ideas. Staff will write up something for the
Committee to look at next week. Another idea for a point system for design was
suggested.
