Pedestrian and Bicycle Path Advisory Committee Meeting Minutes May 3, 2021 Committee Members Present: Mike Fitzgerald, John Repke, Jim DeHerrera, John Phelps, Hunter Homes, and Doug Reed. City Staff Present: Carla Belski, Karin Hilding, Craig Workman, and Maria Butts. Also Present: Patty Zanto. A. The meeting was called to order 8:33 a.m. B. Mike moved to approve the minutes. Jim seconded. Approved. C. Public Comment: None. D. New Business: a. Skyles Place One-way with Separated Bike Path: Karin explained the concept that was developed in the 2009 Transportation Plan as well as the more recent Connect Whitefish Plan to address safety concerns for bikes and peds on Skyles Place from Lakeside Blvd to Dakota Ave. This section is narrow and has a hill with poor visibility. The plan includes making this section one way with a separated lane for bikes and pedestrians using delineators during the summer months. Mike made a motion to approve the concept, Hunter seconded. Approved. E. Old Business a. Lamb Lane/Assembly of God paths: No updates. b. Riverbend Condo Easement: John has been working on drafting a statement from the Bike Ped committee to submit to Park Board. He expects to have a draft by next meeting. c. Malmquist Easement: No updates. d. Les Schwab Easement: No updates. Craig reported that the property may be for sale to a developer, which may be why we have not heard from the contact. If it was developed, bike path construction would be required. e. Duck Inn: No update. Craig will reach out again. f. Trail View Subdivision: The Voerman path have been contracted out to Watson and will be completed by the end of June. g. Safe Routes to Schools: Public Works has ordered stop signs and they will be installed with lots of flagging to alert drivers. h. Baker Underpass: Public Works has a progress meeting with LHC this week. Still aiming for a ribbon cutting in conjunction with the first Farmer’s Market on May 25th. Final design for underpass art needs to be presented to City Council. i. West Lakeshore/Birch Point – No update. j. Crosswalk at Lupfer and 2nd: No update. On the list for MDT to evaluate. k. FWP Project List: No progress. l. Viaduct Improvements: The City will be applying for funding through the Transportation Alternatives grant program. The project will go before City Council on May 17th and committee members are welcome to make comments. Carla is coordinating requests for letters of support and asked the committee to submit a letter. The request will be sent to John Phelps. F. Parks and Recreation Comments: No comments. G. Public Works Comments: Karin inquired about new committee members. New committee member interviews will be held at Park Board on May 11th. Karin also inquired about what funds are available for FY22 in bike/ped budget. This will be added as an agenda item for the next meeting. H. Committee Comments: None. I. The next meeting is scheduled for Monday, June 7, 2021. J. The meeting was adjourned at 9:22 a.m.
