Climate Action Plan Standing Committee Meeting Minutes August 17, 2022 A. Call to Order B. Approval of Minutes from June 15, 2022 Meeting – The minutes were approved after Karin noted correction of two typos. C. Communications/Outreach/Education – • Plan for an October or November joint meeting with the Explore Whitefish/POW/Whitefish Mountain Resort partnership to discuss potential projects. Karin called and followed up with an email to Dylan Boyle and Brian Schott about choosing either October or November for the joint meeting. She will let the group know which date works best for the joint meeting. • What are some ideas for an outreach presentation at our September meeting? - Karin discussed inviting Paul Tschida of DEQ to a meeting to discuss the 2021 building and energy code adopted by the city recently. Paul participated in the 2018 Housing energy efficiency workshop sponsored by the City and CSGC. The group wanted to invite Paul later in the fall, rather than the September meeting since several members will be absent. Karin will contact Paul about a presentation date. Riss offered to do a presentation at the September meeting about multi-family car shares. She was involved in this while working in Salt Lake. D. Coordination with Climate Action Plan • Budget FY23 – type and cost of vehicles in budget? - Karin reviewed the vehicles in the FY23 budget. Tad and Dave had emailed that they plan to purchase a 2022 Chevrolet Silverado 4WD 3.0 diesel truck replacement. It gets 24 mpg. This is similar to hybrid trucks. The building department is also planning to replace a 2016 GMC Terrain SUV. They may be open to hybrid vehicle options for the replacement. Public works will likely be replacing the Ford Freestyle in the next year or two. Karin mentioned that a hybrid or EV may be possible. The police department has all hybrid Ford Explorers in its 5 year CIP, including one for FY23. Karin also mentioned that public works will be purchasing a leaf vacuum in FY23. • Transportation Plan and Transit update - The Transportation Plan is on the agenda of the August 18th planning board meeting. Then it will go on to the city council in September. The Transit Taskforce of the WF Chamber is in support of the City’s proposed transportation MOU (part of the Transportation Plan). They plan to speak in support of the transit section of the Transportation Plan at the planning board and council meeting. The task force also had two presentations on the mobility platform used by Missoula and Bozeman to facilitate transportation alternatives. E. Project Updates • Existing Projects o Recycling (Karin) – Craig is working on a RFP for a centralized recycling site. o Community Solar Project (Karin) – meeting tomorrow with FEC and Explore WF concerning the community solar agreement and partnering on promotion of the solar PV panel sales. o Sidewalk Repair Program (Karin) – Noted progress on various sidewalk repairs this summer. o Parking Management update – Nathan mentioned that he would like to see the city close streets during the Farmers Market, in part due to the craziness at the intersection of Central and Railway. Robin talked about how Banff closes their streets. Riss mentioned Salt Lake closes some of their downtown streets. • Proposed Projects o Proposed Electrification Strategy (Robin) – Robin discussed ongoing work with Lydia on reviewing the CAP strategies in relation to residential electrification. Karin attended a talk at the Butte MREA Clean Energy Conference recently on heat pumps. She talked with the presenter, Todd Hoitsman of Liquid Solar, about interest in our area in residential electrification. There was discussion of the Electrify Missoula campaign and the webinars available on the electrifymissoula.org website. F. Other Committee Status Updates o Lightning Day August 24th in Bozeman – potential for Lightning eMotors passenger/delivery vehicles to come to Whitefish – Robin reported on a discussion with the organizer of the Bozeman event. She is going to check on the potential for the Lightning eMotors company to bring a vehicle to Whitefish. o Update on lunch webinar on building codes for electrification (interest in future lunch time webinars?) – There is interest in future lunchtime webinars. Robin is going to review the electrifymissoula.org webinars. o Whitefish Case Study in the APA Climate report o Climate Solutions Summit – MT2030 in Breckenridge o Karin mentioned that the city is working on two federal transportation grants. One is called Safe Streets for All. The other is in coordination with BNSF for a second grade separated crossing of the railroad tracks. G. Public Comment H. Adjournment - the meeting was adjourned at 6:31 pm September meeting - Liz will be out of town for the September meeting. Ben will not be able to attend. Karin will be out of town.
