1. CALL TO ORDER
Summary: Toby Scott called the meeting to order at 6:04 pm. Members and staff introduced themselves.
2. AGENDA CHANGES
Summary: None.
3. APPROVAL OF July 15, 2020 MINUTES
Summary: Members reviewed the minutes of July 15, 2020. Cavin noted the date is incorrect at the top of
the document.
ACTION: Schuber made a motion to approve the minutes of July 15, 2020. Cavin seconded and all were
in favor. The motion passed unanimously.

Summary: None.
6. NEW BUSINESS
A. WLP 20-W27– Behr
Summary: The applicants are proposing to add 7.75 cubic yards of beach gravel to Woodland
Place.
Planner Osendorf summarized her staff report noting a couple of key points, including its never had
beach gravel application, it was supplementing existing gravel, and she outlined previous permits
for the property for a shared dock.
Recommendation: Staff is recommending the approval of the requested lakeshore construction
permit with the 16 conditions listed in the report.
Ben Cavin brought up the schedule and how we ensure whether it is added at low water. He asked how we ensure it
is done according to plan. Colton Behr said they would be adding the gravel in a few weeks. Tara noted we get site
photos and verify it was done according to the application.
The applicant, Colton Behr, was present and had nothing to add.

Nancy asked if there were plans for construction for the property.
Colton answered that they were putting together development plans.
ACTION: Brammer made a motion to approve WLP 20-W27 with the 16 conditions. Schuber
seconded and the motion approved 6-0
This will go to City Council along with the comments as a consent agenda item on December 7th.

9. BOARD COMMENTS
Summary:
Ben Cavin brought up a buoy issue, wondering if the city could put buoys out at the no wake zone at 200’.
Wants prominent points like Houston point adjacent to city property to protect against shore erosion.
Director Taylor noted that that was Fish Wildlife and Parks jurisdiction out there, and the Lakeshore
Regulations actually prohibit unregulated buoys. He suggested Ben talk to Mayor Muhlfeld about the issue
and to find out who a contact would be at FWP.
