Pedestrian and Bicycle Path Advisory Committee Meeting Minutes August 3, 2020 Committee Members Present: John Phelps, Mike Fitzgerald, Hunter Homes, John Repke, Doug Reed. City Staff Present: Carla Belski, Karin Hilding, Craig Workman, Maria Butts. Also present: Bruce Booty. A. The meeting was called to order 8:32 AM. B. Bruce asked to add a discussion about bike racks at 301 2nd Street. The Agenda for the meeting was approved as presented with this addition. C. John Repke asked to correct the minutes to read that he suggested a meeting dedicated to Riverbend Condos, not Malmquist. Mike moved and Hunter seconded to approve the July 6, 2020 meeting notes. The minutes were passed with this correction. D. Public Comment: a. Tina Corbett, Rebecca Kyle, and Kenny Pannell presented concerns with the new path at Shady River Lane. A letter from Richard Untalan, owner of 369 Shady River Lane, was also submitted as public comment. The comments addressed concerns with traffic, parking issues, privacy, and safety issues. Craig recommended putting it on the agenda for the next meeting and giving notice to the homeowner’s association. E. New Business: a. Lamb Lane/Assembly of God paths: Karin shared a map of some new paths proposed in the south-west part of the City off Lamb Lane. Committee members recently visited the area and walked the proposed path on the church property. There will also be a trail connection to Karrow to the church’s property on private land owned by May/Christianson family as well as a connection to W. 18th street through city property. The next step is to add an amendment to the Bike Ped plan showing this as a future route. b. Bike Racks at 301 2nd Street: Bruce shared the need for bike racks in this area which is in the downtown business district. The north and the west sides of the building may have space to accommodate racks. Craig will look into the process with MDT and if they might require a maintenance agreement if it is in the right of way. F. Old Business  a. Riverbend Condo Easement: Karin walked the area with Oliver Seabolt, a bike ped planning consultant. It may be a while until we get feedback. Karin has talked to MDT about striping the crosswalk and is still waiting to hear back if this is a possibility. Craig suggested that we have the bike/ped consultant associated with the transportation planning project to evaluate how bikes and pedestrians approach the intersection and make recommendations regarding use of switchbacks or crossing at the highway. Karin reported that the traffic consultant is in town on August 18th and she will see if we can get a meeting arranged. b. Malmquist Easement: No updates. c. Les Schwab Easement: John will follow up with Sam to see if we can get another contact at their headquarters in Bend. d. Duck Inn: Craig is meeting with the owners soon and feels that we are pretty close to finalizing the easement. e. Trail View Subdivision: The city received quotes for the project, and they came back higher than anticipated. Craig is trying to find funds to make up the difference and still hopes to get it completed this year. A small easement near Creek with a private land owner will help make the path connection. f. Safe Routes to Schools: No updates. g. Baker Ave Crosswalk at Riverside Park: The ramps required by MDT are being built by a Hardcore Concrete. Signs are ordered and should be up by the end of August. h. Baker Underpass: LHC was awarded the bid and will start in mid-August with most of the work completed this fall. i. West Lakeshore – No update. j. Crosswalk at Lupfer and 2nd: MDT will look at painting and striping to increase safety. G. Parks and Recreation Comments: Maria gave an update on Resort tax allocation. The city will work on ballot language this year to be included on ballot in 2021. There is Council interested in increasing the percentage for parks and including maintenance in addition to capital improvements. There are also discussions about allocating a portion for the WT endowment for maintenance. Council will hold a work session in September to further discuss these options. The next Resort Tax meeting is the 3rd week of August. H. Public Works Comments: None I. Committee Comments: There was additional discussion about Shady River Lane and it will be added to the next agenda. J. The next meeting is scheduled for Monday, September 14, 2020.  K. The meeting was adjourned at 9:42 a.m. Action Items: 1. Karin will work with Bruce on the amendment for the bike ped plan. 2. Craig will look into putting bike racks in MDT right of way and if they might require a maintenance agreement. 3. Karin will arrange a meeting with a traffic consultant to review path in Riverbend Condos areas. 4. John will reach out to Sam at Les Schwab. 5. Craig will follow up with the Duck Inn to get the signed easement.
