Pedestrian and Bicycle Path Advisory Committee Meeting Minutes
April 5, 2021
Committee Members Present: Mike Fitzgerald, John Repke, Jim DeHerrera, and Doug Reed.
City Staff Present: Carla Belski, Karin Hilding, Craig Workman, and Maria Butts.
Also Present: Greg Gunderson, Allison Mouch.
A. The meeting was called to order 8:47 a.m.
B. Mike moved to approve the minutes. John seconded. Approved.
C. Public Comment: None.
D. New Business:
a. Transportation Plan – Karrin
Allison provided an update Tier 1 bike ped project list to be included in the
Transportation Plan for the committees to review. The committee discussed
projects that need to be on the list versus other projects that do not need to be
on the list as they will be completed with future road reconstruction projects.
E. Old Business
a. Lamb Lane/Assembly of God paths: No updates.
b. Riverbend Condo Easement: The written statement to the Park Board from John
was not completed. Karin is working on finding some information and history by
mid-April for John to review to submit a letter for the May meeting. Maria noted
that this should be included as an agenda item for Park Board.
c. Malmquist Easement: No updates.
d. Les Schwab Easement: No updates.
e. Duck Inn: Greg suggested that the committee try and expedite the Duck Inn
easement so that it can get completed with hospital property path and
consolidated for FWP approval. Karin suggested setting up another meeting with
the owners, Mark and Tyler.
f. Trail View Subdivision: The Voerman path have been contracted out to Watson
and will start in the next week or two. The City will do pavement marking, install
the pedestrian activated crossing, and complete the end of the Trailview Path.
The Shady River Lane path will be completed later this spring by the City.
g. Safe Routes to Schools: Karin shared that Police are ok with the additional stop
signs at uncontrolled intersections near the schools. Public Works will install the
signs soon.
h. Baker Underpass: LHC is mobilizing next week and expect 4-5 weeks of work.
Aiming for a ribbon cutting in conjunction with the first Farmer’s Market on May
25th.
i. West Lakeshore/Birch Point – No update.
j. Crosswalk at Lupfer and 2nd: No update. On the list for MDT to evaluate in
addition to Miles Ave.
k. FWP Project List: Staff has been working on a document to present to FWP with
design standards that are agreed upon. Maria has drafted the document and
also included a maintenance component. Karin and Craig will review.
l. Viaduct Improvements: Craig reported that the City will be applying for funding
through the Transportation Alternatives grant program to fund a portion of the
project. Craig will potentially budget some street funds for FY22. Grant is due in
June and planning to apply for $400K. Total project cost is $1.2M.
F. Parks and Recreation Comments: No comments.
G. Public Works Comments: No comments.
H. Committee Comments: Mike asked about no littering signs on trees in the river. This
needs to be cleared by FWP.
I. The next meeting is scheduled for Monday, May 3, 2021.
J. The meeting was adjourned at 9:38 a.m.
Action Items:
1. Craig or Karin will try and schedule a follow up meeting with Duck Inn owners regarding
finalizing the easement.
2. Staff will continue working on creating design standards for path construction along the
river to be approved by FWP.
