Pedestrian and Bicycle Path Advisory Committee Meeting Minutes June 7, 2021 Committee Members Present: John Repke, Jim DeHerrera, John Phelps, Mary Behrendt, Antonia Malchik, Jim DeHerrera, and Doug Reed. City Staff Present: Carla Belski, Craig Workman, and Maria Butts. Also Present: Hunter Homes, Casey Malmquist, Patty Zanto, Bruce Boody, and Greg Gunderson. A. The meeting was called to order 8:38 a.m. B. Jim moved to approve the minutes. John seconded. Approved. C. Public Comment: None. D. Old Business a. Lamb Lane/Assembly of God paths: John P. provided background on the project. Craig reported that the city is designing a water storage tank on the property which will need security. The location of the tank is unknown and that will need to be finalized prior to approving a trail location. b. Riverbend Condo Easement: John presented a draft report about the Riverbend Condos easement. New members and guests were given the report and will be sent the KLJ consultant report as well. John is looking for feedback on the report and is asking comments to be sent to him by June 18th. John is planning to meet with the mayor to clarify his position on the project. The committee proposed a site visit with permission from the condo association. Patty will seek permission. Safety, surfacing, permitting, and design were all discussed. c. Malmquist Easement: This easement project was discussed in conjunction with the Riverbend Condo easement. Building this part of the path is dependent upon decisions made at Riverbend. d. Les Schwab Easement: The city was notified that the property is for sale to a developer, and an easement will not be granted at this time. If developed, bike path construction would be required by the city. e. Duck Inn: No update. f. Trail View Subdivision: The Voerman path is under construction and will be completed by the end of June with pedestrian activated signals and striped crossing. g. Baker Underpass: Project will be completed in June and open to the public. h. West Lakeshore/Birch Point – No update. i. Crosswalk at Lupfer and 2nd: No update. On the list for MDT to evaluate. j. FWP Project List: Staff is working on a draft document to review with FWP and the Conservation District prior to bringing back to the committee. k. Viaduct Improvements: The City applied for funding through the Transportation Alternatives grant program to widen the paths and improve lighting. E. Parks and Recreation Comments: No comments. F. Public Works Comments: No comments. G. Committee Comments: No comments. H. The next meeting is scheduled for Monday, July 12, 2021. I. The meeting was adjourned at 9:47 a.m.
