Pedestrian and Bicycle Path Advisory Committee Meeting Minutes November 7, 2022 Committee Members Present: John Repke, John Phelps, Antonia Malchik, Luke Moses, Jim DeHerrera, Mary Behrendt, Giuseppe Caltabiano City Staff Present: Carla Belski, Craig Workman, Maria Butts, Karin Hilding, Angela Jacobs Public Present: Bruce Boody, Jedd Sankar-Gorton, Riley Polumbus, Chris Holdhuson, Mike Fitzgerald, Cynthia Ingelfinger, Patty Zanto A. The meeting was called to order 8:36 a.m. B. Agenda for the November 7th meeting had no edits. C. Jim moved to approve the October 3, 2022, minutes. Antonia seconded. Passed unanimously. D. Public Comment: No comments. E. New Business: a. Snowy Mountain Subdivision: Formerly on the agenda as the “Dalen Easement”, the Snowy Mountain Subdivision has been approved including 1 acre of parkland dedicated along the river with the bike path being within this 1-acre area. The subdivision is moving forward but the developer is not obligated to build the path. Need to keep this on the list for future funding after River Bend is completed. The path location may need to be coordinated with eventual path on Les Schwab parcel. Additionally, the city may be looking at bike path access from Lena Joy through a combination of right of way, easement, and parkland for boater and river access. b. Selection of Committee Chairperson: Formal selection of committee chairperson should happen annually in June. Giuseppe moved that Mary Bernhardt and Antonia Malchik serve as co-chairs until the June election. Jim seconded. Approved unanimously. F. Old Business a. River Bend Condos: Craig reported that River Bend is on the council agenda this evening to authorize staff to hire an engineer for preliminary engineering and surveying. Craig says that he is planning on using reserves from street funds for this fiscal year with additional funding budgeted for construction next year next fiscal year. Craig noted that we will need permission from the condo association to access property for the survey, which will hopefully happen this fall. b. Malmquist Easement: Miles Avenue multi-family project is underway. Proposed trail easement is located in and contingent upon River Bend path location. The Conservation District has not approved the permit for the trail yet as they are waiting to see what happens at River Bend. Hoping that with council approval  tonight, that it may help move the permit process forward on this property. Angie will communicate the council decision with the Conservation District. c. Viaduct Improvements: Council freed up some resources in the street budget to move forward with the phased approach to complete the project. Project will begin with Phases 1 and 2, which involved widening the shared use path and updating lighting, estimated to cost $750k. WGM has been hired for the surveying and engineering. d. Safe Routes to Schools: Karin reported that she talked with Muldown and they have acquired high visibility clothing for all crossing guards. Karin also noted that it would be good to hold a bike/walk event this spring. Nia brought up concerns with no sidewalk on 6th Street. She noted that we also need to look at access from the baseball fields parking lot as this may serve as a park and walk location for people dropping their children off. Nia suggested doing walking audits this spring to evaluate routes for walking and biking to school. e. Paths Needing FWP Approval: The city met with Kenny from FWP and shared the guidelines which were also sent to the Conservation District. At some point the guidelines should be adopted by City Council. One option is to set up a meeting with FWP and FCD to provide feedback to the guidelines and then have the Bike/Ped Committee recommend that City Council adopt the guidelines. Craig will follow up with Samantha at FCD to see if they have any feedback on that process. G. Parks and Recreation Comments: No comments. H. Public Works Comments: No comments. I. Committee Comments: No comments. J. The next meeting is scheduled for Monday, January 9, 2023. K. The meeting was adjourned at 9:25 a.m.
