Public Arts Commission Cravath Lakefront room 2nd floor 312 West Whitewater Str, Whitewater, WI, 53190 *In Person and Virtual Thursday, September 04, 2025 - 5:00 PM MINUTES CALL TO ORDER Meeting called order at 5:00 p.m. ROLL CALL PRESENT Board Member Emily Kate Board Member Kim Adams Board Member Megan Matthews-arrived after roll call 5:01 p.m. Board Member Justin Mane Board Member Steven Sahyun STAFF Llana Dostie Neighborhood Services Administrative Assistant APPROVAL OF AGENDA A committee member can choose to remove an item from the agenda or rearrange its order; however, introducing new items to the agenda is not allowed. Any proposed changes require a motion, a second, and approval from the Committee to be implemented. The agenda shall be approved at each meeting even if no changes are being made at that meeting. Motion made by Board Member Adams, Seconded by Board Member Mane. Voting Yea: Board Member Kate, Board Member Adams, Board Member Mane, Board Member Sahyun CONSENT AGENDA Items on the Consent Agenda will be approved together unless any committee member requests that an item be removed for individual consideration. 1. Approval of August 7, 2025 Minutes. Motion made by Board Member Adams, Seconded by Board Member Sahyun. Voting Yea: Board Member Kate, Board Member Adams, Board Member Mane, Board Member Sahyun HEARING OF CITIZEN COMMENTS No formal Committee action will be taken during this meeting although issues raised may become a part of a future agenda. Participants are allotted a three minute speaking period. Specific items listed on the agenda may not be discussed at this time; however, citizens are invited to speak to those specific issues at the time the Committee discusses that particular item. You may need to move your mouse to see these controls. On a traditional telephone, dial *6 to unmute your phone and dial *9 to raise your hand. None. CONSIDERATIONS / DISCUSSIONS / REPORTS 2. Update on Art Transformation 2025 traffic boxes. Dostie stated at the time the packet was prepared the memo was correct. As of this morning we have 7 completed box. And six artist fully paid. I'm waiting on confirmation of whether the eighth box is complete or not. Steven asked for if we can have photos of the photos of the boxes for the Commission and Council. Dostie stated that media services will be taking video and photos of each box to place on our social media. Steven asked if these would be posted to the city website. Would like the link also included. 3. Discussion and possible approval of Call for Artist. Dostie explained there were 4 more boxes located. The direction that Brad Marquardt was given was to open a new Call to Artist for these 4 boxes. The boxes are located at W Main and Prince street, W. Main and N Franklin next to the Space box, Starin Road and N Jefferson Street and Starin Road and N Newcomb Street. Steven asked if there was one down by Kwik Trip. Megan asked Steven about which Kwik Trip. The Kwik Trip headed toward P or the Kwik Trip by 59. Steven stated it is the one by the train tracks headed south out of town. Emily stated she thought she saw one there. Justin asked if we are trying to find all the boxes. Dostie explained that these are going into the 2026 budget so if there are more we would need to know now. With a start of April or May. Justin stated that we had discussed it is hard to prime the boxes when the weather is bad. Dostie stated that the Call to Artist would be posted on September 5, 2025. Application deadline of October 17, 2025. With this commission announcing the selected artists in November. With a completion date of June or July. Justin asked if supplies were included in that $2,000. Steven asked that we include those artist who were not selected can resubmit. Change the first paragraph to add after the successful completion. Kim asked if artist who have previous selected could they be selected again. Public Arts Commission Minutes September 04, 2025 Page 3 Steven stated that is the question can artist do two boxes in end. Or should we in the spirit of diversifying the artistic statements. Or artist who weren't artist were not selected resubmitted. Megan stated that she would like to give other artist a chance. Justin agrees with that. If we can get new applications and if they are not up to par we can look at past artists. Dostie stated that it is up to this group how they would like the Call to go out. Steven stated that if we had initial realized we had the 12 boxes we would not have selected an artist to do two boxes. This is just really an extension of what were were originally considering. Artist that have not been selected for a box will be given priority. Those who have already painted a box would be considered and alternates. Kim asked if we really wanted to go there, giving them hope that they may be selected for a second box. Steven I would prefer we err on the side of giving new people a chance. Kim when we did our selection we came up with some alternates. Dostie stated that what you are looking for is alternates that didn't get a box can reapply. Steven suggested "artist not selected in the previous round may resubmit and alternates that did not received a box can reapply. Kim asked if we have any issue with the paint on the boxes. Dostie stated no most of the boxes have two or three coats of sealant on them. The worst that will happen is if our graffiti artist comes back and marks them. Kim asked if the sealant was purchased by the individual artist. Dostie stated yes, but they all tended to lean to the same ones. Megan asked if this was going to be only print. She stated that if there was a flyer or something she could send it to some folks at the University. Steven stated there are boxes for the train. Dostie stated that those belong to the Railroad. Dostie stated she would make the changes to Call to the Artist that the committee suggested. Kim wondered if we could invite those who would be interested in the new project to the celebration. Committee agreed with call with changes.
