APPROVED CITY OF WILDWOOD December 10, 2015 Record of Proceedings Board of Public Safety Council Room at 6:30 p.m. ROLL CALL Marshall Garrett made a motion, seconded by Board Member Gragnani to open the meeting at 6:30 p.m. with the roll call as follows: Members Present: Members Absent: Marshal William Garrett John Bradley John Gragnani Walt Guller Council Member Dave Bertolino A quorum was herein present. Also Present: Mayor Tim Woerther Joe Garritano, City Council Member Ryan Thomas, City Administrator Rick Brown, Director of Public Works Captain Tim Tanner Carla Patrick, Recorder APPROVAL OF MINUTES The minutes of the November 5, 2015 meeting were submitted for approval. A motion was made by Board Member Gragnani, seconded by Board Member Guller, to approve the minutes. A voice vote was unanimously in support of approval and the motion was declared passed. OLD BUSINESS 319 Cherry Hills Meadows Drive Rick Brown reviewed the accident history at this site, including two incidents occurring in February and then August, which resulted in property damage to the residence. Although it was determined that other factors were the reported causes, the road design is cause for concern for the nearby residents. Public Works has installed signage requesting lower speed and advising of the turn. Reflectors were also installed along the top of the curve at the above address for increased visibility. The property owner, Patricia O’Shaughnessy, requested an all-way stop be installed at the intersection of Cherry Hills Meadows Drive and Cypress Place Drive. She presented a petition for such signed by ten residents near the curve at issue. The HOA President, Douglas Cameron spoke relaying many incidents of parked cars being hit and the impending risk of a head on collision at this site. He reiterated the dangerous combination of speed and the curvature of the road. He also felt that a full stop would reduce the speeds approaching the curve, as well as provide the driver the opportunity to better observe oncoming traffic. He commended the Police Department for their efforts towards this issue. Resident, Steve Coulter reported that by his calculations his line of sight from his driveway to the curve is 200 feet. This allows him 6 seconds to safely back out of his driveway if approaching vehicle speed was 30 mph. He added that the residents are concerned about the safety of children playing in their front yards.  APPROVED Council Member Garritano provided a presentation to illustrate the streetscape. He represents Ward 8 and is a Trustee for Meadows of Cherry Hills. He agreed that speeding has been an ongoing issue, which is exaggerated by the downhill slope of the road approaching the road curvature. He noted that the subdivision website had posted a notice regarding a proposed stop sign, and immediately received 22 responses supporting such or at least speed bumps at this location. He therein requested a specific and immediate action plan. Marshall Garrett extended appreciation for the preparedness of his presentation. Conversation ensued with regards to the sight line. Mayor Woerther inquired as to the feasibility of establishing no parking on the west side of Cherry Hills Meadows Drive approaching this area in order to preserve sight line distance. He also noted possible obstruction due to maturing trees along the roadside and the necessity to keep those trees trimmed. Resident Steve Coulter did not believe that mature trees or parked cars were obstructing his sight line from his driveway, and that the only cause was road layout. The residents in attendance requested confirmation that the sight line was reviewed at the time of construction/connection of the street. Rick Brown noted that the curvature of the road there is much like many others in the City. Board Member Gragnani reiterated that drivers do not adhere to the laws in place when driving. Other options for remediation were offered including yellow road striping to remind of center line encroachment, center line reflectors, metal stakes and/or guard rails as feasible alternatives. Rick Brown explained that stop signs are not installed for speed control, but for right-of-way purposes, therefore he discouraged that option. Marshall Garrett proposed continuing this agenda item in order to research other feasible resolutions and to allow for review of the speed cushion option by Metro West. All members present supported this proposal. Wildwood Hunting Ordinance The City is in receipt of a resident complaint against deer hunting on the property adjacent to Strecker Farms subdivision, specifically an incident occurring on November 8th. The resident is Carl Altman of 236 Strecker Farms Court, and he was in attendance at this meeting to express his safety concerns on hunting in the close proximity of family homes. Since this property is 10 acres and the law allows hunting, he requested an amendment to abolish recreational hunting in populated areas. Board Member Gragnani explained the education requirements for safe hunting and that hunting safety statistics indicate that most hunters highly respect safety issues. He further explained some of the specifics of safe hunting in order to address Mr. Altman’s concern, noting also that the Missouri Department of Conservation fully supports the hunting ordinances currently in place within the City. Board Member Gragnani offered that the hunters in the incident in question were within the law and that risk from hunters is limited. Captain Tanner noted that the reports of shots fired called in to the Police Department for the year were only five and only two were on the said property. Marshall Garrett noted that this Board consistently monitors safe hunting issues and will evolve accordingly. It is herein noted that Board Member Guller departed the meeting at 7:46 pm. Public Safety Lecture – Brian Zaitz (Household Chemicals) This presentation is schedule for the February 23rd meeting. Emergency Response Database (physicians, nurses, paramedics and amateur radio operators) Rick Brown reported that three names have been submitted. Board Member Gragnani requested greater exposure in order to increase responses. Rick Brown responded that the request would be included in the upcoming Gazette.  APPROVED NEW BUSINESS Speed Limit Reduction for Route 109 Rick Brown reported that MoDOT desires to reduce speed on Highway 109 resulting from a speed survey, which was completed after the recent road improvements. The round-abouts have resulted in lower actual speeds in the area. MoDOT is therein requesting the City to enact an ordinance for a speed reduction from 45 mph to 40 mph between Shepard Road and New College Avenue. Since, there is no longer a quorum due to Board Member Guller’s departure; a vote could not be taken at this time. Marshall Garrett also suggested an additional third arrow indicating lane merge at Clayton Road.
