APPROVED CITY OF WILDWOOD February 4, 2016 Meeting Minutes Board of Public Safety Committee Meeting 6:30 p.m. Community Room Committee Members in Attendance: Absent Marshal William Garrett Council Member Dave Bertolino John Gragnani Walt Guller Captain Tanner Chief of Fire & EMS Services Michael Krause III (sitting in for John Bradley) Also Present: Mayor Tim Woerther Council Member Joe Garritano City Administrator Ryan Thomas Director of Public Works Rick Brown I. Roll Call A roll call was taken at 6:30 p.m. with the above noted as present. 2. Approval of Minutes Board Member Gragnani moved to amend the minutes of December 10, 2015 to reflect the Public Safety Lecture – Brian Zaitz (Household Chemicals) presentation was not postponed but scheduled to be presented on February 23rd , 2016. A motion was made by Board Member Guller to approve the amended December 10, 2015 meeting minutes. Board Member Gragnani seconded the motion. All voted in favor and the motion was approved. 3. Old Business 3.1 Cherry Hills Meadows Drive Director of Public Works Rick Brown stated the Department researched traffic calming options for Cherry Hills Meadows Drive. The option suggested is to install a raised median and speed cushions at this location. The raised median would require vehicles to remain in their lane and traverse the speed cushions. Emergency vehicles would be able to straddle the cushions. Board Member Gragnani asked if the speed cushions are similar to those placed on Old Fairway Drive? Director of Public Works Rick Brown stated they are not the same because Fairway’s speed bumps do not include a raised median. An example of a similar installation, with a raised median (without speed cushions) would be Pointe Clayton subdivision. Board Member Gragnani asked if snow removal would be a problem? City Administrator Ryan Thomas stated the raised median should hold up well and will be constructed with asphalt so any damage would be cost effective 1  APPROVED to repair. Council Member Garritano stated he talked with Patricia O’Shaughnessy about this option and she agrees this is probably the solution they are looking for. Council Member Garritano requested to wait until the next meeting before any motions are made so Patricia O’Shaughnessy and the neighbors can attend and give their input on this option. Marshal Garrett agreed the Committee would like to hear their feedback. Council Member Garritano stated the raised median and speed cushions along with better lighting and signage will help to make the street safer for the residents. Board Member Gragnani asked for the cost of the proposed improvements? Director of Public Works Rick Brown stated a cost estimate is around $10,000. The cost could be less and the Department can obtain bids for the project. Board Member Gragnani asked what budget will the funds come from? Director of Public Works Rick Brown stated the funds will come from the Public Works Capital Improvement Budget. A motion was made by Board Member Gragnani to wait until the next meeting for the residents input on acceptance of installing the raised median and speed cushions on Cherry Hills Meadows Drive. Board Member Guller seconded the motion. All voted in favor and the motion was approved. 3.11. Wildwood Hunting Ordinance Marshal Garrett asked if there were any questions or corrections after reviewing the Reconciliation of the Hunting and Firearms Regulations? Board Member Gragnani stated he had questions on the wording of smaller game, the wording unlawful, the use of a 22 gun, cross bow and the firearm section describing a conceal firearm and whether there should be a penalty assigned to conceal and carry into a building? City Administrator Ryan Thomas stated the new firearms section has been updated to comply with current State statutes. Mayor Woerther suggested the Committee continue their input to incorporate clean and easy to understand language before accepting a final version. Discussion on the use of a 22 rifle/gun and air gun was discussed and the Board agreed a more concise clarification should be incorporated for less confusion in reading and understanding the Ordinance. Board Member Guller requested to change the language using an air gun not a 22 rifle. The Board Members agreed to send back the Ordinance for changes and review one more time before voting on passage. 3.111. Emergency Response Database – Doctors, Nurses, Paramedics And Amateur Radio Operators – Update Director of Public Works Rick Brown stated he would email the list to the Board Members but currently there are eight (8) people on the list. There are three (3) radio operators, and two (2) doctors and two (2) nurses. Board Member Gragnani asked if those who have responded and have been acknowledged by the City and asked if a meeting to inform them on what the City would expect of them in an emergency has been planned? Director of Public Works Rick Brown stated no formal respond has been initiated to those signed up to respond in an emergency. Mayor Woerther stated coordination between the City and emergency departments should be done in advance to tap into all resources and develop a process of what the expectations will be for those on the emergency response list. Metro West Chief Michael Krause III stated having untrained civilians could hinder trained professionals in an emergency. Not knowing the level of training each individual has in their field would put professionals in a vulnerable state as to where those on the list could best serve. Board Member Gragnani stated if a true emergency happens all hands could be needed and the City Hall is designed to be used as a triage center for disaster situations. Metro West Chief Michael Krause III stated the Fire Department does have an emergency coordinator who should be contacted for information on communication and procedures in the event of any emergency. Board Member Gragnani volunteered to meet and work with the E.O.C. Coordinator and establish procedures for an emergency response. Mayor Woerther stated the City needs to keep a constant message on the website and e-newsletter asking 2  APPROVED for volunteers to sign-up for the Emergency Response Database. Director of Public Works Rick Brown stated the City will keep reaching out to the residents requesting them to sign-up for the Database. Metro West Chief Michael Krause III informed the Committee that Station four (4) in Ellisville is having an orientation of what happens in an emergency on February 19th at 7:30 a.m. at the Firehouse at 1606 Clayton Road. Everyone is invited to meet the Emergency Operations Coordinator and attend the orientation. 3.IV. Speed Limit Reduction For Route 109 Director of Public Works Rick Brown stated the Department supports MoDOT’s request to reduce the speed limit and recommends proceeding with the development of the enabling ordinance. The speed limit would be reduced from 45mph to 40mph between Shepard Road to New College Avenue. With the Board’s approval of the request, the Department will develop the enabling ordinance to be submitted to the City Council’s next meeting. A motion was made by Board Member Gragnani to recommend proceeding with the development of the enabling ordinance. Board Member Guller seconded the motion. All voted in favor and the motion was approved. 4. NEW BUSINESS 4.I. Parental Neglect Ordinance Captain Tanner stated legal review by the City of Wildwood’s Prosecuting Attorney Bart Calhoun has indicated that the City of Wildwood’s Parental Neglect Ordinance (210.040) in its current form may not withstand the legal review on appeal. It is recommended that the current Parental Neglect Ordinance (210.040) be repealed and re-enacted similar to the current St. Louis County Ordinance (716.176) titled Child Endangerment. Board Member Gragnani stated one section that is of concern is the language “he or she knowingly acts”. How do you prove intention? Captain Tanner stated the investigation would provide the necessary facts to prove or disprove the intent. Board Member Guller asked about the language of “acting legally”. Captain Tanner gave examples of parents driving a car stopping and having the children jump out and steal packages from a porch or another example would be parents doing drugs in the presence of minors. Board Member Gragnani stated he has a 1946 car that has no seat belts and he allowed his grandchildren to ride a short distance in the car. If he had been pulled over would the “intent” of knowingly not having the children in seat belts be “neglect”? Captain Tanner stated it would be more of a traffic violation than a neglect issue. Mayor Woerther stated the Ordinance is for knowing where the line is and not crossing it. A motion was made by Board Member Gragnani to recommend that the current Parental Neglect Ordinance (210.040) be repealed and re-enacted similar to the current St. Louis County Ordinance (16.176) titled Child Endangerment. Board Member Guller seconded the motion. All voted in favor and the motion was approved. 5. BICYCLE ADVISORY COMMITTEE 5.I No Items 6. NOT READY FOR ACTION 6.I Speed Cushions On Green Pines Drive 3  APPROVED 6.II Bicycling Safety Education 7. OTHER 7.1. Board member Gragnani questioned if the Department plans to circulate information on the Public Safety Lecture – Brian Zaitz (Household Chemicals). Director of Public Works Rick Brown stated he would promote the lecture. Board Member Guller stated the City’s e-newsletter is a good place to promote the lecture. Mayor Woerther stated many of the schools do weekly SRO announcements. Marshal Garrett agreed the schools weekly e-newsletter could reach many of the residents. 8.
