CITY OF WILLARD BOARD OF ALDERMEN AUGUST 14TH, 2006 7:00 P.M. Board Present: Mayor Thomas J. Keltner, Aldermen Charles Whitehead, Aldermen Bill Caplinger, Aldermen Gordon O’Quinn, and Aldermen Richard Simpson. Also in attendance: City Administrator, Fred Gress; City Clerk, Kathy Snyder; Municipal Court Clerk, Linda Murray; CFO, Karen Robson; Director of Development, Randy Brown; Director of Public Works, Charlie Jones; Chief of Police, Tom McClain; Officer Larry Alexander, Officer Bob Bell, Officer Bill Dowdy, Officer Mark Box, Director of Parks and Recreations, Jill Simmons; Director of Emergency Management, Donna Gordon; Planning & Zoning Executive Secretary, Lucille Murray; and City Attorney, Ken Reynolds. Mayor Thomas J. Keltner led the Pledge of Allegiance. Oath of Office-Police Officers Chief of Police, Tom McClain swore in Officer Bill Dowdy, and Officer Mark Box. Special Recognition (Awards, Certificates and Honors Chief of Police, Tom McClain presented School Resource Officer/Willard Police Officer, Larry Alexander, and Willard Police Officer Bob Bell, a Certificate of Recognition for training for an active shooter in the schools. Chief of Police, Tom McClain presented Amanda Frey, and Dalton Alexander, a Certificate of Recognition for being a volunteer in the mock bank robbery, and Law Enforcement Response for active shooters in schools, and a role player for the National Association of School Resource Officer. City Attorney Ken Reynolds opened the PUBLIC HEARING TO CONSIDER PROPERTY TAX LEVY FOR 2006. GENERAL FUND TAX LEVY IS .4217 & PARKS AND RECREATION IS .1291. Ken asked if anyone wished to speak in favor or opposition. No one spoke. Ken closed the Public Hearing. Mayor Thomas J. Keltner called the meeting to order. Motion carried. Minutes 07/10/06 & 07/25/06 Motion made by Richard Simpson with second by Gordon O’Quinn to approve the minutes of the Regular Meeting on July 10th, 2006. All votes yes. Motion carried. Motion made by Bill Caplinger with second by Richard Simpson to approve the minutes of the Special Meeting on July 25th, 2006. All votes yes. Motion carried. Citizens Input Louie Amodeo discussed two (2) letters. The first letter was from Conco Quarries inviting them to participate in an information exchange. The Second letter is the response from the Concerned Citizens Group stating they were interested in meeting with them. (see attached letters) Financial Report Motion made by Bill Caplinger with second by Charles Whitehead to approve the June financial statements. All votes yes. Motion carried. Motion made by Richard Simpson with second by Gordon O’Quinn to approve to pay the July outstanding bills. All votes yes. Motion carried. Karen stated that the Police Department computer had crashed and could not be repaired and the city had to make an emergency purchase for a new computer in the amount of $1332.46. Karen stated that the 2005 Audit would be presented at the September Board of Aldermen Meeting due to the auditors brother passing away. Motion made by Richard Simpson with second by Bill Caplinger to refund the Certificates for capital improvements for the Parks Department. All votes yes. Motion carried. Motion made by Richard Simpson with second by Charles Whitehead to approve to pay $2478.56 out of the General Fund for the fireworks display for the 4th of July Celebration. All votes yes. Motion carried. Karen requested approval to amend the Personnel Manual to allow payroll to be done bi- monthly on the 15th and 30th or 31st day of each month. Motion made by Bill Caplinger with second by Charles Whitehead to approve the amendment to the Personnel Manual listed above. All votes yes. Motion carried. Board discussed placing a stop sign on Miller Road East of the Middle School. Aldermen Bill Caplinger suggested that if a stop sign was going to be put up at this location it would make more sense to make it a permanent sign instead of just being installed when school was in session so everyone wouldn’t be confused. Motion made by Richard Simpson with second by Gordon O’Quinn to table the ordinance for a Stop Sign East of Middle School on Miller Road to discuss with the school officials. Charles Whitehead-yes. Richard Simpson-no. Motion carried. Old Business City Administrator Fred Gress discussed pump replacement at well number one (1) and chlorination for the Willard water system. Mayor Thomas J. Keltner stated that we had a boy scout as a guest tonight. Mayor asked him to state his name and tell us what badge he was working on. Tom Bell, boyscout stated that he was working on his communications merit badge. Mayor Thomas J. Keltner stated that the board would be going into closed session to discuss legal and personnel matters.
