CITY OF WILLARD BOARD OF ALDERMEN SPECIAL MEETING OCTOBER 30TH, 2006 7:00 P.M. Board members present: Mayor Thomas J. Keltner, Aldermen Charles Whitehead, Aldermen Bill Caplinger, Aldermen Gordon O’Quinn, and Aldermen Richard Simpson. Also in attendance: City Administrator, Fred Gress; City Clerk, Kathy Snyder; CFO, Karen Robson; Director of Development, Randy Brown; Director of Public Works, Charlie Jones; Director of Parks and Recreations, Jill Simmons; and Major Doug Thomas. Guest present: Taylor Gress, Tyler Gress, and Donte’ Gress. Mayor Thomas J. Keltner led the Pledge of Allegiance. City Administrator Fred Gress opened the PUBLIC HEARING TO CONSIDER THE PROPOSED BUDGET FOR THE YEAR 2007. Fred asked if anyone wished to speak in favor or opposition. No one spoke. Fred closed the Public Hearing. 2007 Budget BILL NO. 06-28 ORDINANCE NO. 061030 AN ORDINANCE ADOPTING THE ANNUAL BUDGET FOR THE CITY OF WILLARD, MISSOURI FOR THE YEAR 2007. First reading by City Clerk, Kathy Snyder. Motion made by Richard Simpson with second by Bill Caplinger to approve the first reading. Charles Whitehead-yes. Bill Caplinger-yes. Gordon O’Quinn-yes. Richard Simpson-yes. All votes yes. Motion carried. Second reading by City Clerk, Kathy Snyder. Motion made by Bill Caplinger with second by Charles Whitehead to approve the second reading. Work session on Water System City Administrator Fred Gress discussed the existing water system. By the end of 2007 calendar year the city will have 11,000 feet of new water installed. The survey was an on Board of Aldermen Special Minutes Page 1 of 2 October 30th, 2006 site engineering survey. They looked at wells, distribution system, and management practices. The purpose of the study was to evaluate the adequacy, the reliability, and the safety for producing and distributing water to our water customers. Daily pumping capacity with all wells pumping continuous is 1,036,000 gallons. Daily pumping capacity with the largest well out of service and all the other wells working, which would be one, we have two wells, is 504,000 gallons per day. Daily pumping capacity with all wells pumping eight (8) hours on and sixteen (16) hours off, and that is a standard that the Southwest Department of Natural Resources has established for their design criteria. If you have a lot of wells you could achieve that goal, but with just two it would be difficult. None of the current public water supply wells have disinfectant included in the system. Storage consistent of two water towers. One 300,000 gallons, and one 50,000 gallons. Both towers are in good condition. Fire hydrant flow capacity is inadequate in areas. The study identified our immediate capital needs are-a new well, additional storage capacity, and construct disinfectant facilities. Motion made by Richard Simpson with second by Bill Caplinger to approve the city getting proposals from engineering firms for distribution of waterline improvements, and a site for a well and a tower. All votes yes. Motion carried. Mayor Thomas J. Keltner stated that the board would be going into executive session to discuss legal and personnel matters. Motion made by Gordon O’Quinn with second by Richard Simpson to adjourn the open meeting to executive session. All votes yes. Motion carried.
