CITY OF WILLARD BOARD OF ALDERMEN APRIL 14TH, 2008 7:00 P.M. Board present: Mayor Jamie Schoolcraft; Aldermen Louie Amodeo; Aldermen Richard Simpson; Aldermen Joe Cosby; Aldermen Paul Hood; Aldermen Dale Duvall; and Aldermen Bryan Vincent. Also in attendance: City Clerk, Kathy Blakemore; Community Relations Officer, Kate Gould; CFO, Karen Robson; Municipal Court Clerk, Linda Murray; Director of Development, Randy Brown; Public Works, Andy Farmer; Director of Parks & Recreations, Kerri Gates; Director of Emergency Management, Stacy Winters; Chief of Police, Tom McClain; Major David Richardson; Corporal Bob Bell; Police Secretary, Donna Gordon; Assistant Police Secretary, Nicole Sprague; Park Board President, Pat Lloyd; Planning & Zoning Executive Secretary, Lucille Murray; and City Attorney, Doug Harpool. Guest present: Barbara Cosby; and Allison Ipsen. Mayor led the Pledge of Allegiance. Swear/Affirm in Newly Elected Officials Kathy Blakemore, City Clerk swore in the newly elected officials, Joe Cosby, Dale Duvall, Paul Hood, Richard Simpson, and Bryan Vincent. Special Recognition (Awards, Certificates and Honors Chief of Police, Tom McClain stated that Sergeant David Richardson was promoted to Major, Senior Patrolman Bob Bell was promoted to Corporal, Corporal Detective Shannon Shipley was promoted to Sergeant. Swear/Affirm in new Police Officer Chief of Police, Tom McClain swore in the new police officer, Justin Raynes. Mayor Jamie Schoolcraft called the meeting to order. Roll Call City Clerk, Kathy Blakemore called roll call-Aldermen Simpson-here; Aldermen Cosby-here; Aldermen Amodeo-present; Mayor Schoolcraft-present; Aldermen Hood-present; Aldermen Duvall-present; and Aldermen Vincent-present. Elect Mayor Pro-tem Motion made by Aldermen Simpson with second by Aldermen Hood to elect Aldermen Amodeo as Mayor Pro-tem. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; Aldermen Duvall-I; and Aldermen Vincent-I. All votes yes. Motion carried. Board of Aldermen Minutes Page 1 of 5 April 14th, 2008 Elect Board of Aldermen representative to serve on P&Z Commission (one year term) Motion made by Aldermen Simpson with second by Aldermen Vincent to elect Aldermen Duvall for the board representative on the Planning and Zoning Commission. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; Aldermen Duvall-I; and Aldermen Vincent-I. All votes yes. Motion carried. Agenda Amendments/Approval of agenda Motion made by Aldermen Cosby with second by Aldermen Simpson to approve the agenda. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; Aldermen Duvall-I; and Aldermen Vincent-I. All votes yes. Motion carried. Minutes Mayor Jamie Schoolcraft stated that the minutes of the March 24th, 2008 closed session needed a correction, so he just needed approval of the open minutes. Motion made by Aldermen Cosby with second by Aldermen Amodeo to approve the open minutes of March 24th, 2008. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; Aldermen Duvall-I; and Aldermen Vincent-I. All votes yes. Motion carried. Mayor Jamie Schoolcraft requested approval of the minutes of the Special Meeting on April 7th, 2008. Motion made by Aldermen Hood with second by Aldermen Amodeo to approve the minutes of the Special Meeting on April 7th, 2008. Citizens Input Mayor stated that he wanted to explain why we are doing the roll call voting and why we’re saying who makes the motions. The city now has the meetings on the internet so the citizens can actually listen to it. The board is doing roll call voting and stating who is making the motions so it is easier to understand when you listen to it on the web-site. Mayor asked if anyone had anything they wanted to address at this time. No one spoke. Financial Report Outstanding Bills: Motion made by Aldermen Simpson with second by Aldermen Cosby to approve to pay the outstanding bills. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; Aldermen Duvall-I; and Aldermen Vincent-I. All votes yes. Motion carried. Well Maintenance Agreement: Motion made by Aldermen Cosby with second by Aldermen Hood to approve the Mayor to sign the Well Maintenance Agreement with Flynn Drilling Company. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; Aldermen Duvall-I; and Aldermen Vincent-I. All votes yes. Motion carried. Sales Tax Receipts Info: Sales Tax Receipts are down 3% for the first quarter. Mayor stated that the month of January was down but February and March were up, so hopefully it is on the rise. Police Report Board of Aldermen Minutes Page 2 of 5 April 14th, 2008 Chief of Police, Tom McClain stated that Charity Boxing is scheduled for April 26th at 7:00 p.m. All proceeds will go toward Project Graduation and D.A.R.E. April 29th at Willard Intermediate School at 6:00 p.m. is the last D.A.R.E. graduation for the 07/08 school year. Chief requested approval to send Major Shannon Shipley to a Medicolegal Death Investigator Training Course in the amount of $775. Motion made by Aldermen Cosby with second by Aldermen Duvall to approve Major Shannon Shipley to attend Medicolegal Death Investigator Training Course in the amount of $775. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; Aldermen Duvall-I; and Aldermen Vincent-I. All votes yes. Motion carried. Emergency Management Mayor Jamie Schoolcraft stated that the Chief of Police used one of the city’s AED’s (Automated External Defibrillator) and aided in saving the person’s life. Emergency Management Director Stacy Winters stated that he is working on the Citizens Corp. Grant 2007. A C.E.R.T. refresher class will be scheduled for May 3rd. Also Stacy is trying to set up a C.E.R.T (Community Emergency Response Team) class to get more people certified in case of an emergency. Also Stacy is updating the Emergency Operations Plan and will be presenting it for review at a future meeting. Stacy stated that he would have to get with all of the new aldermen and get them N.I.M.S. (National Incident Management System) certified. Development Report Director of Development Randy Brown stated that the city is now reviewing Sunset Meadows a proposed Major Subdivision (3 lots), and will be presented at the April 22nd Planning and Zoning Commission meeting. A meeting is scheduled with MoDot and the school this week to discuss improvements for Jackson Street and Highway 160. Stone Creek Subdivision is in Final Plat review. Public Works Report Director of Development Charlie Jones was out on vacation. Andy Farmer gave Public Works Report. Department of Public Works poured sidewalks, patched Crighton and Southview Streets, installed flow meters in sewer lines. Also, hydrants were flow tested in the Meadows. Water leak was fixed at 304 New Melville and 406 Lester St. There were fifty seven utility locates done from March 10th to April 14th. Public Works Department helped with the new addition to City Hall. Charlie Jones and Rick House attended MRWA conference. Also, Charlie Jones, Rick House, and Tyler Garrett attended water school. Andy stated that the recycle center is now open 24/7. Community Service Report Director of Parks and Recreations Kerri Gates stated that they have been trying to get through the soccer season with all of the rain. The Egg Scramble went well. There were 260 people including parents that participated in this event. Spring Break Camp had 22 participants. Baseball and softball registration is out and ends the 26th along with the competitive volleyball. Flag football registration is from April 7th to May 9th. Proposed P&Z Appointment Mayor stated he would like to appoint Charles Gugel to the Planning & Zoning Commission. Motion made by Aldermen Simpson with second by Aldermen Vincent to appointment Charles Gugel to the Planning and Zoning Commission. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; Aldermen Duvall-I; and Aldermen Vincent-I. All votes yes. Motion carried. Appointment-Deputy Court Clerk/Deputy City Clerk Mayor stated that he would like to appoint Community Relations Officer Kate Gould as Deputy Court Clerk/Deputy City Clerk. Kate would be cross-trained in both departments so she could fill in when Court Clerk, Linda Murray and City Clerk, Kathy Blakemore were gone. Motion made by Aldermen Simpson with second by Aldermen Cosby to appoint Kate Gould as Deputy Court Clerk/Deputy City Clerk. BILL NO. 08-04 ORDINANCE NO. 080414 AN ORDINANCE ESTABLISHING THE OFFICE, DUTIES AND SALARY OF THE DEPUTY COURT CLERK/DEPUTY CITY CLERK OF THE CITY OF WILLARD, GREENE COUNTY, MISSOURI. First reading by City Clerk, Kathy Blakemore. Motion made by Aldermen Cosby with second by Aldermen Simpson to approve the first reading.
