Special Recognition (Awards, Certificates and Honors) None Mayor Jamie Schoolcraft called the meeting to order. Agenda Amendments/Approval of agenda Mayor Jamie Schoolcraft requested the following amendment to the agenda. Add under Development Report, Proposal for Stormwater on Willey and Langston St. Motion made by Aldermen Simpson with second by Aldermen Hood to approve the agenda with the amendment listed above. Minutes 06/23/08 Motion made by Aldermen Simpson with second by Aldermen Duvall to approve the minutes of the June 23rd, 2008 meeting. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; Aldermen Duvall-I; and Aldermen Vincent-I. All votes yes. Motion carried. Citizens Input Rob Brown asked if the Hope House had obtained their state licenses yet. City Attorney Doug Harpool stated that to his knowledge they have not yet received their state licenses. Printer Bids: The city received two (2) bids-Inland Printing Company in the amount of $1415.00; and Corporate Business Systems in the amount of $1640.57. Staff recommended approval of the bid from Inland Printing. Motion made by Aldermen Amodeo with second by Aldermen Hood to approve the bid from Inland Printing in the amount of $1415.00 plus the maintenance agreement. Karen requested approval of the Mayor to sign a Memorandum of Understanding with the Springfield Greene County Health Department regarding Hepatitis vaccination for high risk employees. Aldermen Simpson stated that he thought this was a good idea however he would like to see it offered to all employees if they would like to have it. Motion made by Aldermen Cosby with second by Aldermen Simpson to approve the Mayor to sign a Memorandum of Understanding with the Springfield Greene County Health Department requiring all high risk employees to receive the Hepatitis vaccination and to offer the vaccination to all other employees if they would like to have it. Karen requested approval of the 2008 Christmas Parade Route. The Route is the same as 2007. Motion made by Aldermen Hood with second by Aldermen Duvall to approve the 2008 Christmas Parade Route. Police Department Report Chief of Police Tom McClain gave the following June Statistical Report-Felonies-3; Misdemeanors-25; Infractions-194; Other services-159; and Handled by Officer-252. Chief stated that the department had a DWI checkpoint on July 5th from 2200 hrs. to 0200 hrs. During the checkpoint there were three (3) arrests. One DWI, one controlled substance, and one warrant. There were also a number of citations. Chief gave presentation of the P.A.L (Police Athletic League) program. This program would be offered to youth ages eight (8) to eighteen (18). It would cost between $2300 and $2400 per year to implement this program. Chief stated that the funds from the Charity Boxing Event would generate more than enough for this program. There would be a cost per participant to be in the PAL program but the amount is undecided at this time. Motion made by Aldermen Vincent with second by Aldermen Hood to implement the P.A.L (Police Athletic League) program. Emergency Management Emergency Management Director Stacy Winters stated that the city had received a Citizen Corp Grant in the amount of $6000. Stacy has been purchasing items for emergency management. He has purchased two chainsaws for disaster assistance. Stacy stated that he will be holding a class with the Fire Department and the CERT team to get the two entities acquainted. OTC CERT Board of Aldermen Minutes Page 2 of 4 July 14th, 2008 program graduated twenty seven (27) students. Aldermen Amodeo asked if everyone was NIMS certified. Some aldermen are still working on the certification. Development Report Randy Brown Director of Development discussed abandoned well at Meadows Lagoon. The city has received approval from DNR on the chlorination facility and the interconnect project that Archer Engineering has engineered. Steve Brinegar has been working on the software that provides administrative framework for day to day operations of Public Works that includes work orders, preventative maintenance, scheduling, asset and inventory and fleet management. Randy stated that Archer Engineering recommended 54” pipe for the drainage issue on Willey and Langston. Randy said that 30” elliptical pipe would be sufficient for this project. The city would need to purchase 140’ in the amount of $5600.00. This pipe would flow 2 ½ the times what the pipes are flowing now. Motion made by Aldermen Hood with second by Aldermen Cosby to purchase the 140’ of elliptical pipe in the amount of $5600.00. Randy stated that David Blakemore and Justin Reaves have been doing a great job cleaning up the lagoon area in the Meadows area. Public Works Report Charlie Jones Director of Public Works is on vacation. Justin Reaves gave the Public Works Report. The Beam Street waterline project is half completed. Public Works has repaired several waterleaks-612 Barwick, 124 Hwy. Z, 612 Mark, 817 Barwick, 7103 Fr. 94, and 427 Fr. 99. Preventative maintenance on the irrigation system at the lagoons was done. 300 heads were changed on the system. Storage building was moved to the lagoons from the recycling center. There is 35’ left on the sewer line relining project that goes into Regional Lift Station. Public Works has also been working on the ditch cleanout on Grand Prairie Drive. Community Services Report Baseball and Softball program has two more weeks left if the weather holds out. Daycamp is going great. There are 62-65 kids per week. Swimming lessons are completely full. Moonlight ride went very well. There were 43 participates. Upcoming events include adult wiffleball tournament, and summer heat baseball tournament. Recreational soccer and volleyball registration has started. This Saturday will be a 5K and 10K run. The 4th of July event went very well. Car show had 64 participates. The parade was very good. This year there was a pie eating contest and also a watermelon eating contest. Kerri Gates Director of Parks and Recreations stated that the swimming pool is in badly need of repair and more than likely not open for the next season. Kerri gave presentation for a new swimming pool. Motion made by Aldermen Simpson with second by Aldermen Duvall to approve to move forward with the new swimming pool project. Community Relations Report Board of Aldermen Minutes Page 3 of 4 July 14th, 2008 Kate Gould Community Relations Officer stated that the newsletters will be sent to CASP volunteers for folding, stapling, and counting to get ready for mailing. Kate has been working on a Business Survey. We had a 25% response rate. Kate said she is compiling the results and will present it at a future meeting. Also she is working on a Community Profile for new businesses. This document will be available to potential new businesses to provide them with information about our city. Kate is also working on a Shop Local Campaign: Meeting with a small group of business owners to discuss a marketing plan. She is working on potential applicants for the Utility Board. Proclamation was presented to Percy Phillips who was retiring at BBC after 40 years. She is also working on a Community Breakfast. The website has been used a lot more by the citizens. It is up 33% from April. Ordinance-Board of Aldermen Meetings (2nd reading-1st reading was done on 06/23/08) AN ORDINANCE AMENDING ORDINANCE NO. 070514B, PRESCRIBING GENERAL PROVISIONS FOR REGULAR AND SPECIAL MEETINGS OF THE BOARD OF ALDERMEN OF THE CITY OF WILLARD; PRESCRIBING RULES OF ORDER OF REGULAR AND SPECIAL MEETINGS; AND EXTENDING INVITATION TO GENERAL PUBLIC FOR ATTENDANCE. Second reading by City Clerk, Kathy Blakemore. Motion made by Aldermen Simpson with second by Aldermen Duvall to approve the second reading. Utility Board Proposed Appointments Mayor recommended David Helton and Darrel Beillier to be appointed to the Utility Board. Motion made by Aldermen Vincent with second by Aldermen Duvall to approve the appointments of David Helton and Darrel Beillier to the Utility Board. Old Business City Attorney Doug Harpool stated that the Letter of Credit that was required with the final approval of Stone Creek Subdivision has been turned in.
