BOARD OF ALDERMEN
NOVEMBER 24TH, 2008
7:00 P.M.
Board members: Mayor Jamie Schoolcraft; Aldermen Louie Amodeo; Aldermen Joe Cosby;
Aldermen Paul C. Hood; and Aldermen Bryan Vincent. Aldermen Richard Simpson; and
Aldermen Dale Duvall were not present.
Also in attendance: City Clerk, Kathy Blakemore; Community Relations Officer/Deputy City
Clerk, Kate Gould; CFO, Karen Robson; Director of Development, Randy Brown; Director of
Parks and Recreations, Kevin McDonald; Park Board Vice Chairmen & P&Z Vice Chairmen,
Lucille Murray; Chief of Police, Tom McClain; Officer, Mike Payne; and City Attorney, Doug
Harpool.
Mayor Jamie Schoolcraft led the Pledge of Allegiance.
Mayor Jamie Schoolcraft called the meeting to order.
Roll Call
City Clerk, Kathy Blakemore called roll call; Aldermen Simpson---------; Aldermen Cosby-
present; Aldermen Amodeo-present; Mayor Jamie Schoolcraft-present; Aldermen Hood-present;
Aldermen Duvall----------; Aldermen Vincent-present. (Aldermen Simpson and Aldermen Duvall
were not present).
Agenda Amendments/Approval of agenda
Mayor Jamie Schoolcraft stated that we needed to add to item number six (6) some bills that
came in late and need approval.
Motion made by Aldermen Vincent with second by Aldermen Hood to approve the agenda with
the amendment listed above. Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and
Aldermen Vincent-I. All votes yes. Motion carried.
Minutes 11/10/08
Motion made by Aldermen Vincent and second by Aldermen Cosby to approve the minutes of
the regular meeting on November 10th, 2008. Aldermen Cosby-I; Aldermen Amodeo-I;
Aldermen Hood-I; and Aldermen Vincent-I. All votes yes. Motion carried.

Financial Report
Financial Statements: Motion made by Aldermen Cosby with second by Aldermen Vincent to
approve the October Financial Statements. Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen
Hood-I; and Aldermen Vincent-I. All votes yes. Motion carried.

Waterline fittings for interconnect: Motion made by Aldermen Cosby with second by Aldermen
Hood to approve the bid from Springfield Winwater in the amount of $16,642.39. Aldermen
Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I. All votes yes.
Motion carried.
Interest bill: Karen requested approval to pay Commerce Trust for the debt service interest for
two of the Parks Certificates of Participation. Karen stated she would wire transfer the money
because it is due by December 1st.
Motion made by Aldermen Hood with second by Aldermen Vincent to approve to pay
Commerce Trust for the debt service interest for two of the Parks Certificates of Participation.
Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I. All votes
yes. Motion carried.
Naming of the Parks:
Park located next to city hall-Located at 220 West Jackson: The Willard Park Board picked
three possible options, Jackson St. Park; Central Park; and Gateway Park. Results of the online
City Poll: Gateway Park-59 votes; Jackson St. Park-48 votes; and Central Park-10 votes.
Motion made by Aldermen Amodeo with second by Aldermen Hood to approve “Jackson St.
Park” to be the park name located at 220 West Jackson. Aldermen Cosby-I; Aldermen Amodeo-
I; Aldermen Hood-I; and Aldermen Vincent-I. All votes yes. Motion carried.
New Willard Soccer Complex: Located 8326 West Farm Road 64: Three options were Frisco
High Line Soccer Park; High Line Soccer Park; and Willard Soccer Park. Results of the online
City Poll: Frisco High Line Soccer Park-53 votes; Willard Soccer Park-39 votes; and High Line
Soccer Park-17 votes.
Motion made by Aldermen Vincent to name the New Willard Soccer Complex, “Frisco High
Line Soccer Park”. No one seconded his motion. Motion dies.
Motion made by Aldermen Hood with second by Aldermen Amodeo to approve “High Line
Soccer Park” to be the name for the New Willard Soccer Complex located at 8326 West Farm
Road 64. Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I.
All votes yes. Motion carried.
Park at the Willard Recreation Center: Located at 133 North State Hwy Z: The Park Board
came up with one name, “Willard Sports Complex”.
Motion made by Aldermen Amodeo with second by Aldermen Vincent to approve “Willard
Sports Complex” to be the name for the Park located at 133 North State Highway Z. Aldermen
Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I. All votes yes.
Motion carried.
New Park Land: Located at Hunt Rd. & Fr. 94: This Park was requested by the former property
owner that the Park be named after the family name, “Miller Farm Park”.
Motion made by Aldermen Cosby with second by Aldermen Vincent to approve “Miller Farm
Park” to be the name for the New Park Land located at Hunt Rd. and Fr. 94. Aldermen Cosby-I;
Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I. All votes yes. Motion
carried.
Community Building Rental Ordinance:
BILL NO. 08-30 ORDINANCE NO. 081208
AN ORDINANCE, AMENDING ORDINANCE NO. 080128 AND ESTABLISHING
RULES GOVERNING THE CONTROL AND MANAGEMENT OF THE WILLARD

COMMUNITY BUILDING, ESTABLISHING FEES, USAGE RATES FOR THE USE OF
THE COMMUNITY BUILDING, AND PROVIDING FOR THE INSPECTION OF SAID
BUILDING.
First reading by City Clerk, Kathy Blakemore.
Motion made by Aldermen Amodeo with second by Aldermen Cosby to approve the first
reading. Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I.
All votes yes. Motion carried.
Old Business
Mayor Jamie Schoolcraft updated the board on the following projects in the works: Sidewalk
Project-Should start construction towards the end of January. This project has 90 days for
completion. Interconnection-City is hoping to get this project underway around the first of the
year. This project has 180 days for completion. Jackson St./160 Intersection-This intersection
improvement will start sometime between March and May 09. This project would like to be
completed in the fall before the 09-10 school year begins. Aquatic Center-Started concrete work
inside of pool, drain has been installed.
Aldermen Amodeo asked when the codification would be put on the web-site. Mayor stated that
it would be after the first of the year due to the additional cost of $1200.
Mayor stated that the board would be going into closed session to discuss Chapter 610.021 #2-
Real Estate, and #3-Personnel.
Motion made by Aldermen Vincent with second by Aldermen Hood to closed the open session
and open the executive session. Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I;
and Aldermen Vincent-I. All votes yes. Motion carried.
