CITY OF WILLARD BOARD OF ALDERMEN SPECIAL MEETING MARCH 20TH, 2009 Board present: Mayor Jamie Schoolcraft; Aldermen Richard Simpson; Aldermen Joe Cosby; Aldermen Louie Amodeo; Aldermen Paul C. Hood; and Aldermen Bryan Vincent. Aldermen Dale Duvall was not present. Also in attendance: City Clerk, Kathy Blakemore; Community Relations Officer/Deputy City Clerk, Kate Gould; CFO, Karen Robson; Director of Public Works, Charlie Jones; and City Attorney, Sativa Boatman-Sloan. Guest present: Mike Zimmerman with HDR/Archer Engineering. Mayor Jamie Schoolcraft led the Pledge of Allegiance. Mayor Jamie Schoolcraft called the meeting to order. Roll Call City Clerk, Kathy Blakemore called roll call-Aldermen Simpson-present; Aldermen Cosby- present; Aldermen Amodeo-present; Mayor Schoolcraft-present; Aldermen Hood-present; Aldermen Duvall-----------; and Aldermen Vincent-present. All votes yes. Motion carried. (Aldermen Duvall was not present). Agenda Amendments/Approval of agenda Motion made by Aldermen Cosby with second by Aldermen Amodeo to approve the agenda. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I. All votes yes. Motion carried. Adjourn to Closed Session Mayor Jamie Schoolcraft stated that the board would be going into closed session to discuss issues in regards to Chapter 610.021 #1-Legal & #2-Real Estate. Motion made by Aldermen Amodeo with second by Aldermen Hood to close the open session and open the executive session. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I. All votes yes. Motion carried. Reopen the Open Session Motion made by Aldermen Cosby with second by Aldermen Amodeo to reopen the open meeting. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I. All votes yes. Motion carried. Discuss Bond Election Mayor Jamie Schoolcraft stated that in looking at the stimulus money that has come out to the Federal Government, it has all been placed in the State Revolving Fund. It is under debate now Board of Aldermen Special Meeting Page 1 of 2 March 20th, 2009 whether it is going to be all grants, zero percent interest or negative percent interest. Mayor said at the worse case scenario it would be 2% interest, which is lower than anything available in the open market. In order to have access and/or be eligible for any of these funds the city has to go to the voters and get voter approval to use the money for sewer improvements. Mayor stated that the board was given ballot language to review and to vote on so it can be placed on the ballot for the June 2nd election. Aldermen Simpson requested that the language for the ballot be read out loud for the record. City Clerk, Kathy Blakemore read the Bond Election ballot language: SHALL THE CITY OF WILLARD, MISSOURI, ISSUE AND SELL COMBINED WATERWORKS AND SEWERAGE SYSTEM REVENUE BONDS OF THE CITY OF WILLARD, MISSOURI, IN AN AMOUNT NOT TO EXCEED EIGHT MILLION, FIVE HUNDRED THOUSAND DOLLARS ($8,500,000.00) FOR THE PURPOSE OF FINANCING AND REFINANCING OF THE COSTS OF CONSTRUCTING, IMPROVING, OR EXTENDING SEWERAGE AND RELATED APPURTENANCES OF THE COMBINED WATERWORKS AND SEWERAGE SYSTEM FOR SAID CITY, INCLUDING THE ACQUISITION OF ANY NECESSARY RIGHTS-OF-WAY, WITH THE COST OF OPERATION AND MAINTENANCE OF THE COMBINED WATERWORKS AND SEWERAGE SYSTEM AND REPAYMENT OF THE PRINCIPAL OF AND THE INTEREST ON THE COMBINED WATERWORKS AND SEWERAGE SYSTEM REVENUE BONDS TO BE PAYABLE SOLELY FROM THE REVENUE AND RECEIPTS DERIVED AND TO BE DERIVED FROM THE OPERATION OF THE COMBINED WATERWORKS AND SEWERAGE SYSTEM, AND ALL FUTURE EXPANSIONS AND EXTENSIONS THEREOF? Motion made by Aldermen Cosby with second by Aldermen Hood to approve the bond ballot language listed above. Aldermen Simpson-I; Aldermen Cosby-I; Aldermen Amodeo-I; Aldermen Hood-I; and Aldermen Vincent-I. All votes yes. Motion carried.
