BOARD OF ALDERMEN
October 13 2009
7:00 P.M.
Board present: Mayor, Jamie Schoolcraft; Aldermen Richard Simpson; Aldermen Pat Lloyd;
Aldermen Paul Hood; Aldermen Louie Amodeo; Aldermen Bryan Vincent. Aldermen Doug
Johnson was not present.
Staff in attendance: City Clerk, Dale Duvall; Deputy City Clerk, Kate Gould; CFO, Karen
Robson; Interim Director of Public Works, Justin Reaves; Director of Parks and Recreation,
Kevin McDonald; Chief of Police, Tom McClain; City Attorney, Paul Link,: Sgt/Det. Shannon
Shipley.
Guests: Lucille Murray, Gene Thomas, Kathy Blakemore and Patricia Zimdars.
Lin Schneider with the Cross Country Times newspaper.
There were no comments or questions from the citizens or the Board so the hearing was closed.
Mayor Jamie Schoolcraft led the Pledge of Allegiance.
Mayor Schoolcraft called the meeting to order.

Agenda Amendments/Approval of Agenda
Motion made by Aldermen Simpson with a second by Aldermen Amodeo to approve the
agenda. Aldermen Simpson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Amodeo-I;
Aldermen Vincent-I. All votes aye. Motion carried.
Minutes 09/28/09
Motion made by Aldermen Lloyd with a second by Aldermen Vincent to approve the minutes of
the regular meeting on September 28, 2009. Aldermen Simpson-I; Aldermen Lloyd-I; Aldermen
Hood-I; Aldermen Amodeo-I; Aldermen Vincent-I. All votes aye. Motion carried.
Citizens Input
There was no citizen input.
Financial Report
Financial Statements: Motion made by Aldermen Amodeo with a second by Aldermen Hood to
pay the outstanding bills. Aldermen Simpson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen
Amodeo-I; Aldermen Vincent-I. All votes aye. Motion carried.
2010 Workers Compensation Insurance Bids: Karen stated that the low bid was MO Employers
Mutual for $37,644.00. Karen stated that the City has been with for the last few years. Motion
made by Aldermen Simpson with a second by Aldermen Amodeo to accept MO Employers

Aldermen Vincent-I. All votes aye. Motion carried.
Water Tower Maintenance Bids: Karen stated that the low bid was Utility Service Co. bid of
$147,934.00 plus $880.49 for the maintenance on the towers. Motion made by Aldermen
Amodeo with a second by Aldermen Hood to accept the bid from Utility Service Co. Aldermen
Simpson-Nay; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Amodeo-I; Aldermen Vincent-I.
Four votes aye. One vote nay. Motion carried.
Rural Sewer Improvement Plan: Karen stated that Ace Pipe Cleaning had given us a bid of
$46,466.75. Motion made by Aldermen Lloyd with a second by Aldermen Amodeo to accept
the Ace Pipe Cleaning bid for the repairs. Aldermen Simpson-I; Aldermen Lloyd-I; Aldermen
Hood-I; Aldermen Amodeo-I; Aldermen Vincent-I. All votes aye. Motion carried.
Recycle Center Fence Bids: Motion made by Aldermen Vincent with a second by Aldermen
Simpson to not move the recycling center. Aldermen Simpson-I; Aldermen Lloyd-Nay;
Aldermen Hood-Nay; Aldermen Amodeo-Nay; Aldermen Vincent-I. Two votes aye. Three vote
nay. Motion denied. The Board decided to have Justin Reeves look into Public Works doing
some of the work themselves to lower the expense to the City. Justin will bring the new figures
back to the Board at the next meeting of the Aldermen.
Police Department Report -Chief McClain presented the Police Department report.
2010 Local Law Enforcement Block Grant Additional Certified Assurance Form- Motion made
by Aldermen Vincent with a second by Aldermen Lloyd for the Mayor to sign the form.

Vincent-I. All votes aye. Motion carried.
Emergency Management Report –Stacey Winters was not present to present the Emergency
Management report.
Development Report –Randy Brown was not present and there was no development report.
Public Works Report -Justin Reaves presented the Public Works report.
Parks and Recreation Report –Kevin McDonald presented the Parks and Recreation report.
Community Relations Report - Kate Gould presented the Community Relations report.
BILL NO. ORDINANCE NO.
AN ORDINANCE ADOPTING THE ANNUAL BUDGET FOR THE CITY OF
WILLARD, MISSOURI FOR THE YEAR 2010.
First reading was conducted by the City Clerk, Dale Duvall.
Motion made by Aldermen Lloyd with a second by Aldermen Amodeo to approve the first
reading. Aldermen Simpson-Nay; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Amodeo-I;
Aldermen Vincent-Nay. Three votes aye. Two votes nay. Motion carried.

Second reading will be done at the Board meeting on 10/26/09.
Old Business
There was no old business.
Mayor Jamie Schoolcraft stated that the board would be going into closed session to discuss
Chapter 610.021 #1-Legal and #3 Personnel.
Motion made by Aldermen Amodeo with a second by Aldermen Hood to close the open session
and open the executive session. Aldermen Simpson-I; Aldermen Lloyd-I; Aldermen Hood-I;
Aldermen Amodeo-I; Aldermen Vincent-I. All votes aye. Motion carried.
Motion made by Aldermen Vincent with a second by Aldermen Lloyd to close the executive
session, open the open session, and adjourn. Aldermen Simpson-I; Aldermen Lloyd-I; Aldermen
Hood-I; Aldermen Amodeo-I; Aldermen Vincent-I. All votes aye. Motion carried.
