CITY OF WILLARD BOARD OF ALDERMEN October 26, 2009 7:00 P.M. Board present: Mayor, Jamie Schoolcraft; Aldermen Richard Simpson; Aldermen Doug Johnson; Aldermen Pat Lloyd; Aldermen Paul Hood; Aldermen Louie Amodeo; Aldermen Bryan Vincent. Staff in attendance: City Clerk, Dale Duvall; Deputy City Clerk, Kate Gould; Director of Development, Randy Brown; Aquatics/Recreation Specialist, Brandon Eckhardt; Interim Director of Public Works, Justin Reeves; Director of Parks and Recreation, Kevin Mc Donald; Recreation Assistant, Sydney Owens; Recreation Assistant,. Britney Carpenter; City Attorney, Doug Harpool; and Police Officer, Bill Lingenfiesler. Guests: Terry Cathcart and Dave Hemphill. Lin Schneider with the Cross Country Times newspaper. Harlem Legends Founder Michael Douglas led the Pledge of Allegiance. Michael Douglas thanked the City of Willard for welcoming him to the City. Mayor Schoolcraft called the meeting to order. Roll Call City Clerk, Dale Duvall called roll call-Aldermen Richard Simpson-present; Aldermen Doug Johnson-present; Aldermen Pat Lloyd-present; Mayor Schoolcraft-present; Aldermen Paul Hood-present; Aldermen Louie Amodeo-present; and Aldermen Bryan Vincent-present. Agenda Amendments/Approval of Agenda Motion made by Aldermen Simpson with second by Aldermen Johnson to approve the agenda. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Amodeo-I; and Aldermen Vincent-I. All votes aye. Motion carried. Minutes 10/13/09 Motion made by Aldermen Vincent with second by Aldermen Lloyd to approve the minutes of the meeting on October 13, 2009. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Amodeo-I; and Aldermen Vincent-I. All votes aye. Motion carried. Citizens Input Dave Hemphill spoke to the Board asking that the citizens input be moved to the end of open session so that any questions that the citizens come up with during the meeting may be addressed. 10-26-09 BOA Meeting Minutes Page 1 of 3 Financial Report Motion made by Aldermen Lloyd with second by Aldermen Amodeo to approve the financial statements. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Amodeo-I; and Aldermen Vincent-I. All votes aye. Motion carried. Karen Robson told the Board that she had included an informational sheet on the aquatics center expenses for 2009 and an estimated aquatic center budget for 2010. The Board discussed the aquatic center budget. Karen also stated that included in the packets are the new recycling fence bids with the amended costs that include our Public Works doing the slat work. The Board discussed the fence bids. Motion made by Aldermen Lloyd with second by Aldermen Amodeo to approve the new fence only if the Public Works Department can build it on their own for a total not to exceed $3000.00. Motion carried. 2010 Budget Ordinance BILL NO. 09-25 ORDINANCE NO. 091026 AN ORDINANCE ADOPTING THE ANNUAL BUDGET FOR THE CITY OF WILLARD, MISSOURI FOR THE YEAR 2010. First read was conducted at the Board of Aldermen meeting on 10/13/09. Second read was conducted by City Clerk, Dale Duvall. Motion made by Aldermen Lloyd with a second by Aldermen Hood to approve the 2010 budget. Aldermen Simpson-N; Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Amodeo-I; and Aldermen Vincent-N. Four votes aye. Two votes nay. Motion carried. Board of Adjustments Ordinance The Board discussed the need for the Board of Adjustments vacancies to be filled. City Clerk, Dale Duvall conducted the first read. Motion made by Aldermen Amodeo with a second by Aldermen Lloyd to approve the ordinance. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Amodeo-I; and Aldermen Vincent-N. Four votes aye. One vote nay. Motion carried. OTO Transportation Memorandum of Understanding Motion made by Aldermen Amodeo with a second by Aldermen Lloyd to approve the Mayor to sign the memorandum. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Amodeo-I; and Aldermen Vincent-I. All votes aye. Motion carried. Park Board Appointment Motion made by Aldermen Lloyd with a second by Aldermen Vincent to approve the appointment of Tricia Taylor to the Parks and Recreation Advisory Board. Aldermen Simpson-I; Aldermen Johnson-I; Aldermen Lloyd-I; Aldermen Hood-I; Aldermen Amodeo-I; and Aldermen Vincent-I. All votes aye. Motion carried.
